- Articles and reports: 12-001-X197900254834Description: An alternative to the direct selection of sample is suggested, which while retaining the efficiency at the same level simplifies the selection and variance estimation processes in a wide variety of situations. If n* is the largest feasible pPS sample size that can be drawn from a given population of size N, then the proposed method entails selection of m (=N - n*) units using a pPS scheme and rejecting these units from the population such that the remainder is a pPS sample of n* units; the final sample of n units is then selected as a subsample from the remainder set. This method for selecting the pPS sample can be seen as an analogue of SRS where it is well known that the “unsampled” part of the population as well as any subsample from this part are also SRS from the entire population when SRS is the procedure used. The method is very practical for situations where m is less than the actual sample size n. Moreover, the method has the additional advantage in the context of continuing surveys, e.g. Canadian Labour Force Survey (LFS), where the number of primary sampling units (PSU’s) may have to be increased (or decreased) subsequent to the initial selection of the sample. The method also has advantages in the case of sample rotation. Main features of the proposed scheme and its limitations are given. Efficiency of the method is also evaluated empirically.Release date: 1979-12-15
- 9,922. Test of multiple frame sampling techniques for agricultural surveys: New Brunswick, 1978 ArchivedArticles and reports: 12-001-X197900254835Description: The problem considered in this paper is the estimation of various agricultural variables using a multiple frame approach. The list frame is completely contained within the area frame. The stratification for the list and area frames are based on different criteria. Overall, the multiple frame shows some gains in terms of variance over the area frame. However, a more careful analysis reveals problem areas associated with the list frame such as the method of stratification and the degeneration of list strata over time.Release date: 1979-12-15

- 9,924. A personal view of hot deck imputation procedures ArchivedArticles and reports: 12-001-X197900254832Description:
A Hot Deck imputation procedure is defined to be one where an incomplete response is completed by using values from one or more other records on the same file and the choice of these records varies with the record requiring imputation.
General approaches to Hot Deck imputation are outlined, with emphasis on the interaction between the edit constraints and the imputation procedures. Distance functions can be constructed on a mixture of categorical and numeric fields, can be modified to take account of the relative importance of fields and can discriminate against less desirable donors. Matching fields may be correlated with missing fields, may be linked with missing fields by edits or may be natural stratification variables; but increasing the number of matching fields does not necessarily result in a better match. It is important to audit the imputation process and to summarize its performance.
Hot Deck procedures should be evaluated to study the bias and reliability of the estimates, donor usage and frequency of imputation failure in terms of a variety of conditions of the data and variations of the imputation procedure. It appears that the only generally available approach to evaluation is by simulation.

- Articles and reports: 12-001-X197900100004Description: Let U = {1, 2, …, i, …, N} be a finite population of N identifiable units. A known “size measure” x_i is associated with unit i; i = 1, 2, ..., N. A sampling procedure for selecting a sample of size n (2 < n < N) with probability proportional to size (PPS) and without replacement (WOR) from the population is proposed. With this method, the inclusion probability is proportional to size (IPPS) for each unit in the population.Release date: 1979-06-15
- 9,930. On the inclusion of large units in simple random sampling ArchivedArticles and reports: 12-001-X197900100005Description: Approximate cutoff rules for stratifying a population into a take-all and take-some universe have been given by Dalenius (1950) and Glasser (1962). They expressed the cutoff value (that value which delineates the boundary of the take-all and take-some) as a function of the mean, the sampling weight and the population variance. Their cutoff values were derived on the assumption that a single random sample of size n was to be drawn without replacement from the population of size N.In the present context, exact and approximate cutoff rules have been worked out for a similar situation. Rather than providing the sample size of the sample, the precision (coefficient of variation) is given. Note that in many sampling situations, the sampler is given a set of objectives in terms of reliability and not sample size. The result is particularly useful for determining the take-all - take-some boundary for samples drawn from a known population. The procedure is also extended to ratio estimation.Release date: 1979-06-15

Release date: 2000-06-27 - 5,684. Multinationals and the Canadian Innovation Process ArchivedArticles and reports: 11F0019M2000151Geography: CanadaDescription:
This paper examines whether new views of the multinational that see these firms as decentralizing research and development (R&D) activities abroad to exploit local competencies accord with the activities of multinationals in Canada. The paper describes the innovation regime of multinational firms in Canada by examining the differences between foreign- and domestically owned firms. It focuses on the extent to which R&D is used; the type of R&D activity; the importance of R&D relative to other sources of innovative ideas; whether the use of these other ideas indicates that multinationals are closely tied into local innovation networks; the intensity of innovation; and the use that is made of intellectual property rights to protect innovations from being copied by others.
We find that, far from being passively dependent on R&D from their parents, foreign-owned firms in Canada are more active in R&D than the population of Canadian-owned firms. They are also more often involved in R&D collaboration projects both abroad and in Canada. As expected, foreign subsidiaries enjoy the advantage of accessing technology from their parent and sister companies. While multinationals are more closely tied into a network of related firms for innovative ideas than are domestically owned firms, their local R&D unit is a more important source of information for innovation than are these inter-firm links. Surprisingly, foreign subsidiaries also more frequently report that they are using technology from unrelated firms. Moreover, the multinational is just as likely to develop links into a local university and other local innovation consortia as are domestically owned firms. This evidence indicates that multinationals in Canada are not, on the whole, operating subsidiaries whose scientific development capabilities are truncated - at least not in comparison to domestically owned firms.
A comparison of the extent and impact of innovation activity of domestically and foreign-owned firms shows that foreign-owned firms innovate in all sectors more frequently than Canadian-owned companies in almost all size categories. They are also more likely to introduce world-first rather than more imitative innovations. Their superiority is most pronounced in the consumer goods sector. Finally, foreign-owned firms are more likely to protect their innovations with patent protection.
The paper also compares foreign subsidiaries to Canadian corporations that have an international orientation. These additional comparisons show that the two groups of multinationals are quite similar, both with regards to the likelihood that they conduct some form of R&D and that they introduce innovations. These results indicate that it is as much the degree of globalization that the nationality of ownership that affects the degree of innovativeness.
Overall, the survey results suggest that foreign-owned firms make a significant contribution to technological progress and innovation in Canadian industry.

The statistics presented in this bulletin are derived from our latest survey of research and development activities in Canadian industry. In 1997, a decision was made to reduce response burden by eliminating the short survey forms in favour of using administrative data. Biotechnology data are not currently available from administrative data. Therefore, only those research and development performers with over one million dollars of intramural research and development expenditures are included in these statistics. Based on 1995, the last year of full coverage, 87.6% of biotechnology research and development expenditures were made by these large performers, which represented 24% of all companies reporting biotechnology research and development activities.
Release date: 2000-06-16 - Articles and reports: 11F0019M2000150Geography: CanadaDescription:
Using a comprehensive micro-database of Canadian firms in conjunction with industry-level data on commodity flows, we develop a profile of corporate diversification within the Canadian economy. Our analysis has two major objectives.
First, we decompose corporate diversification into horizontal and vertical components based on the degree to which industries are linked by inter-industry trade flows. Horizontal and vertical decompositions serve as useful proxies for the strategic factors that underlie diversification strategies.
Our second objective is to ascertain whether diversification patterns are closely associated with certain industry characteristics. Here we consider industry-level factors that are generally posited to affect the level of diversification (e.g., growth, concentration, knowledge-intensity) along with other variables designed to evaluate whether diversified ownership structures are associated with inter-industry commodity flows. Our regression analysis draws on three empirical measures of diversification: first, the amount of total entropy (i.e., diversification) within an industry; second, the average entropy per firm; and last, the percentage of firms within an industry that diversify.
