    Description: We propose small area estimators of general indicators in off-census years, which avoid the use of deprecated census microdata, but are nearly optimal in census years. The procedure is based on replacing the obsolete census file with a larger unit-level survey that adequately covers the areas of interest and contains the values of useful auxiliary variables. However, the minimal data requirement of the proposed method is a single survey with microdata on the target variable and suitable auxiliary variables for the period of interest. We also develop an estimator of the mean squared error (MSE) that accounts for the uncertainty introduced by the large survey used to replace the census of auxiliary information. Our empirical results indicate that the proposed predictors perform clearly better than the alternative predictors when census data are outdated, and are very close to optimal ones when census data are correct. They also illustrate that the proposed total MSE estimator corrects for the bias of purely model-based MSE estimators that do not account for the large survey uncertainty.

    Description: This report draws on data from the 2021 Census of Population, alongside previous census cycles to identify changes over time in the linguistic profile of Indigenous language speakers living in a Census Metropolitan Area (CMA) or Census Agglomeration (CA). In addition, supplementary statistics using the 2022 Indigenous Peoples Survey, which asks questions on the importance of Indigenous languages, were also included. Finally, 12 CMAs and CAs were selected for focused analysis, in order to highlight the specific linguistic communities in these areas.

Can-ALE 1.0 produced measures for the 2006 and 2016 census years, but it did not include 2011 or 2021. As well, the data and processing steps were not packaged in a fully reproducible format, limiting longitudinal analyses and replication. In this study, the original measure was replicated and extended by developing Can-ALE 2.0, an open-source, reproducible R-based workflow to generate Can-ALE metrics for the 2011, 2016, and 2021 census years.

However, OncoSim-Breast, a Canadian microsimulation model representing breast cancer control, including cancer onset, screening, and survival, has not previously explicitly accounted for breast density. This study describes the incorporation of density-specific parameters—prevalence, relative risk of breast cancer, and digital mammography performance (sensitivity and specificity)—using data from five Canadian provinces, into the OncoSim-Breast model. Calibration experiments and internal validations were conducted to ensure the updated OncoSim-Breast model aligned with observed data from the Canadian Cancer Registry.

    In today's emerging knowledge societies, the capacity of labour markets, firms and individuals to adjust to change, improve productivity and capitalize on technological innovation depends in large measure on the skills of the adult population. Improving the stock of skills available to the economy through investment in adult education and workplace learning has therefore become an issue of considerable strategic importance. But how are the Canadian markets for adult education and training evolving?

    This report presents, for the first time, evidence on the development of adult education and training in Canada during the last decade. Examined are not only broad trends in the demand and supply of adult education, but also the factors contributing to observed developments. Survey data collected in 1998 allow readers to gauge the current situation and make comparisons over time and across Canadian provinces. The findings indicate, first, that growth in adult education participation has slowed in recent years, and second, that there are major differences between the provinces in who gets trained, and how much.
