Results from a proposed cost model, which directly considers the implications of follow-up visits to sample clusters as well as other travel to and from the field by data collectors, are compared with results from existing cost models. This study considers the suitability of composite estimation techniques for the Canadian Labour Force Survey. The performance of a class of AK composite estimators introduced initially by Gurney and Daly is investigated for several characteristics. While the ordinary composite estimate has a large bias, the AK composite estimate is capable of reducing the bias. Composite estimates having minimum variance and minimum mean square error are compared.

The oil crisis of the mid-1970’s triggered a new awareness among Canadians of the importance of energy conservation. The resulting government programs in the transportation sector demanded basic data about on-the-road fuel consumption by motor vehicles operating in Canadian conditions. This paper describes the Passenger Car Fuel Consumption Survey which was developed jointly by Statistics Canada and Transport Canada to meet this need. The methodology of the survey is described and some examples of the results are presented. The paper concludes with some speculation about future directions for the survey and for vehicle-usage statistics in general.

In order to improve the timeliness, accuracy and consistency of population estimates for different geographic areas, Statistics Canada has developed new methods of estimation for sub-provincial areas (census divisions and census metropolitan areas). Beginning with 1982, two sets of population estimates (regression and component based) will be published yearly, appearing 3-4 months and 12-15 months, respectively, from the reference date.
The regression technique uses family allowance recipients as the main symptomatic indicator and where available, additional indicators - reference population from provincial health insurance files and hydro accounts - to derive population change for the current year. The first set is obtained by adding this change to the second set for the previous year produced by the component method, with births and deaths from vital registers, and estimated migration from Revenue Canada taxation files. The two sets were found to be statistically similar with respect to accuracy, though the first set is more timely, and the second provides more details on the components of population change.

The Air Scheduled International Passenger Origin and Destination (ASIPOD) estimation system uses the data from two air traffic surveys to produce origin-destination estimates of international passengers. The “assignment technique” is the solution to the problem caused by the non-coverage of non-interlining traffic. The assumptions of the technique are sufficiently questionable to warrant an evaluation of the bias of the estimates. However, major improvements will be made in the new system which will decrease the bias in the estimates. Also, estimates of reliability will be produced. And as a result, knowledge of the strength of the inferences made with respect to air traffic markets from these estimates will be improved in international bilateral air negotiations.

Statistics Canada, Canada’s central statistical agency, has been compiling national mortality statistics, including those on cancer mortality since 1921. Also, cancer incidence data are available from 1969.
The data quality of these files may be assessed in a variety of ways. Ratios of cancer mortality to incidence give some information on coverage errors. Micro-data matches between incidence and mortality files give an indication of misclassifications. As well, multiple registrations for cancer incidence may be duplicates. Completeness and availability of data items are also important for special studies.
In this paper, the feasibility of using these measures of data quality and the implications of these measures are discussed.

The Canadian Labour Force Survey is a household survey conducted each month for the purpose of producing point-in-time estimates of the number of persons employed, unemployed and not in the labor force. The survey has a rotating panel design in which all individuals in a sampled household location are interviewed each month, for six consecutive months. In the past, little use has been made of this longitudinal structure, although considerable interest has been expressed in the month-to-month gross flows (transitions) amongst the labour force status categories. In this paper we discuss methods being considered by Statistics Canada for the production of gross flow estimates, but from a model-based perspective.

The peach, sour cherry and the grape objective yield surveys have been carried out annually in the Niagara Peninsula since 1964 in order to forecast the magnitude of change in marketable fruit production from the previous year. Timeliness of the estimates is essential in order to enable the Ontario Tender Fruit Growers Marketing Board (OTFGMB) and the Ontario Grape Growers Marketing Board (OGGMB) to establish the marketing strategies well ahead of the harvest. This paper summarizes the major changes due to the second redesign initiated in 1982. The project has demonstrated that satellite imagery combined with more traditional potato area estimation procedures can lower respondent burden, produce timely crop distribution maps and produce reliable estimates for subregions.

The correlation of occupational gender composition and wages is the basis of pay equity/comparable worth legislation. A number of previous studies have examined this correlation in US data, identifying some of the determinants of low wages in "female jobs", as well as important limitations of public policy in this area. There is little evidence, however, from other jurisdictions. This omission is particularly disturbing in the case of Canada, which now has some of the most extensive pay equity legislation in the world. In this paper, we provide a comprehensive picture, circa the late 1980's, of the occupational gender segregation in Canada and its consequences for wages. We also draw explicit comparisons of our findings to evidence for the United States. We find that the link between female wages and gender composition is much stronger in the United States than in Canada, where it is generally small and not statistically significant. The relatively more advantageous position of women in female jobs in Canada is found to be linked to higher unionization rates and the industry-wage effects of "public goods" sectors.

Travel Agencies in Canada enter the new millennium with many challenges. The gap that they must bridge is a possible erosion of both revenue and customers. The aviation industry has been imposing caps on commissions resulting in the requirement for agencies to sell more product to generate the same revenue. At the same time, selling more product could be more difficult as air carriers and hotels are increasingly offering more direct sales on the Internet. This web presence has enabled carriers and hotels to deliver their product bypassing the travel agencies in the supply chain. There is also increased competition from travel sales web-sites that attempt to attract the business that local travel agents once could have considered as their own. The paper will examine the nature of the challenges facing this service industry and the possible responses.

For several years, urban transit ridership in Canada has been declining. In the late 1990s, ridership began to stabilize but at a level well below the peaks reached in previous years. Many have postulated reasons for the decline, including the dominance of the automobile, changes in work locations and hours, increasing fares, decreasing subsidies and increasing suburbanization.
Using data from approximately 85 Canadian urban transit service providers, over a period of 8 years, this paper outlines the empirical results of analysis to measure factors that have affected urban transit ridership. Among the key goals of this project was the development of measures of fare elasticity.
Demographic, socio-economic and level of service variables were used in the research to explain changes in ridership. A variety of dummy variables was also used to account for structural differences.
The paper concludes with an examination of major Canadian cities that carry the majority of all commuters in the country.

The latest issue contains the article "Performance of the textile products industries. by Yasmin Sheikh. The business climate under which the manufacturing sector has been operating has evolved particularly in the last decade. Within manufacturing, certain industries have responded better than others to the challenge brought about by advancement in technology and increased globalization. Textile products was the fastest growing industry in terms of Gross Domestic Product (GDP) from 1961 to 1987 compared to the overall economy, the manufacturing sector and closely related Primary Textile Industries. However, this industry's GDP declined sharply between 1988 and 1992. Except for 1996, the industry again experienced growth from 1993 onwards but its GDP growth index is well below its peak in 1987.
Results of the Annual Survey of Manufacturers show that manufacturing shipments of textile products in constant 1992 dollars peaked in 1988 and have since declined. This paper reviews data from this survey for the period 1988 to 1997 to underline the changes in the size, structure and performance of this industry and how it has fared in comparison to the Primary Textiles Industry. It also highlights current developments using results of the Monthly Survey of Manufacturers.

But, the economy suffered a modest set back in 1998 due to the effects of the Asian economic and financial market crisis. While most manufacturing industries continued to expand, resource-based industries such as refined petroleum were hard hit by a slump in commodity prices.
This document presents an overview of the Refined Petroleum Products Industry. Most of the findings are based on the Annual Survey of Manufactures (ASM). According to this survey the total value of shipments for the industry stalled at just over $21 billion in 1997. Despite the fact that the industry tends to be cyclical in nature, demand for refined petroleum products is expected to increase steadily into the next century.

In recent years, several economic forces have caused a change in the structure of the economy. Factors such as globalization and trade liberalization, among others, have intensified competition resulting in reallocation of resources among sectors in Canada. As business services, communications and wholesale trade emerged as engines of growth, it is generally perceived that the manufacturing industry has lost its significance. In contrast, a review of historical data on the Gross Domestic Product (GDP) show that the share of manufacturing output was slightly up, from 17.2% in 1961 to 17.8% in 1998.
This paper reflects upon the importance of manufacturing in the economy and focuses on one industry - Primary Textiles. It concentrates on the evolution and significance of this industry within an overall changing economic structure using Statistics Canada's data base, CANSIM, results of the Annual Survey of Manufactures (1988 to 1997) along with current findings of the Monthly Survey of Manufacturing (1998 and 1999).
