Description: This paper makes a proposal to create a new type of information bank, the “Synthetic Data Bank”. This type of bank would involve linking information from two data banks to create a third. The result would be that much greater use could be made of existing data banks in conjunction with new data collection activities. This would mean a significant reduction in the amount of data to be collected which, in effect, could potentially reduce both data collection costs and response burden. The paper suggests a number of considerations in developing statistical techniques to facilitate the creation of such an information linkage concept. Some of these techniques are to be found in modern literature’ others may well have to be developed.

Description: My brief as a speaker was to comment on points raised in the opening session, within the general theme of serving the needs of research users in the 1980’s. This scheme did not allow a prepared paper, and my impromptu comments tended to be discussive. Below is a summary of my main points, leaving out anecdotes and examples used in the actual talk.

Description: This paper deals with the desirability of designing surveys in such a way that results can be compared to previous existing data. The writer explains why there are practical difficulties in assessing the significance of data collected in a one-time survey where these data stand alone and are not readily comparable to other existing data, i.e., where control group data or other benchmarks do not exist.

Description: The government survey sponsor should plan carefully what he expects to get from the supplier, specifying who is to do what, when, including details of what the sponsor will do. If there are many eligible suppliers, only a small number should be invited to submit proposals, increasing as the value of the contract increases. Procedures for screening suppliers and selecting the successful one should be organized before proposals are received. These should include visits to review suppliers, facilities and organization, as a good relationship between a sponsor and a supplier depends largely on good faith and willing cooperation. Sponsor-supplier relationships are more formal, and more time-consuming in the selection process, than in the private sector.

Description: Various research methods are discussed in terms of evaluating government programs and meeting the needs of users in the private sector. A brief evaluation of social trend studies is given, as well as a description of problems associated with consumer research.

The Reverse Record Check is the main vehicle used to assess the level of undercoverage in the Canadian Census of Population. A sample of persons is selected from sources independent of the current census and extensive tracing operations are undertaken to determine the usual address of each selected person as of Census day. Census records are then checked to determine whether or not each selected person was enumerated. The tracing is by far the most complex, costly and time-consuming operation associated with this study. It involves extensive use of administrative records as well as tracing in the field. This paper describes the various tracing methods used as well as the success obtained from each of them.

Description: In this paper three types of ratio estimators, namely combined, post-stratified and a generalized ratio estimator developed earlier by Singh (1969) and Naga Reddy (1974), are considered. Based on an empirical evaluation, their efficiencies are compared for two large scale household surveys, namely the Canadian Labour Force Survey and the Survey of Consumer Finances.

Description: Statistics on sales of establishments classified as restaurants, caterers and taverns have been collected since 1951. The sample has not been updated for births since 1968 and as a result, it is not representative of the current universe. This paper reports on several methodological aspects of the redesign. The sampling unit, sample design, sample size and allocation, data collection methods, edits and imputations, accumulations and calculations, frame and sample maintenance are described. The new survey will reduce manual procedures wherever possible. Collection, editing, imputation, tabulation and updating procedures will be completely computerized. Data collection will be decentralized and will take place via telephone.

Description: The Farm Expenditure Survey was developed to provide annual expenditure estimates for the Western Grain Stabilization Act which is an income stabilization program for grain farmers in the prairies and Peace River district of British Columbia. This paper describes the design of the 1979 survey which incorporated a stratified two-stage design in the area sample and a single take-all stratum in the list sample.

Description: Canada's workforce is among the most educated in the world. But when it comes to worker productivity, we've seen a real slump over the past few years. The quarterly data published by StatCan in June 2024 confirms Canadian workers are continuing to underperform compared to our neighbours to the south. This comes as no surprise to this episode's guest, Guy Gellatly, Chief Economic Advisor at StatCan. The latest quarterly numbers are a continuation of an ongoing decline in Canada's productivity that economists have been tracking for years. 

But what factors influence worker productivity? And why does it matter if Canadians are less productive? As a matter of face, what even is productivity? In this episode, we asked Guy to help us understand how we got to this point and why it matters for Canadians.

A meta analysis was performed to estimate the proportion of liver carcinogens, the proportion of chemicals carcinogenic at any site, and the corresponding proportion of anticarcinogens among chemicals tested in 397 long-term cancer bioassays conducted by the U.S. National Toxicology Program. Although the estimator used was negatively biased, the study provided persuasive evidence for a larger proportion of liver carcinogens (0.43,90%CI: 0.35,0.51) than was identified by the NTP (0.28). A larger proportion of chemicals carcinogenic at any site was also estimated (0.59,90%CI: 0.49,0.69) than was identified by the NTP (0.51), although this excess was not statistically significant. A larger proportion of anticarcinogens (0.66) was estimated than carcinogens (0.59). Despite the negative bias, it was estimated that 85% of the chemicals were either carcinogenic or anticarcinogenic at some site in some sex-species group. This suggests that most chemicals tested at high enough doses will cause some sort of perturbation in tumor rates.

He first describes the environment of changing information needs and the social, economic and technological developments driving this change. He goes on to describe both internal and external elements of a strategy to meet these evolving needs. Internally, a flexible capacity for survey taking and information gathering must be developed. Externally, contacts must be developed to ensure continuing relevance of statistical programs while maintaining non-political objectivity.

Leslie Kish describes the challenges and opportunities of combining data from surveys of different populations. Examples include multinational surveys where the data from surveys of several countries are combined for comparison and analysis, as well as cumulated periodic surveys of the "same" population. He also compares and contrasts the combining of surveys with the combining of experiments.

In his paper Fritz Scheuren considers the possible uses of administrative records to enhance and improve population censuses. After reviewing previous uses of administrative records in an international context, he puts forward several proposals for research and development towards increased use of administrative records in the American statistical system.

Godambe and Thompson consider the problem of confidence intervals in survey sampling. They first review the use of estimating functions to obtain model robust pivotal quantities and associated confidence intervals, and then discuss the adaptation of this approach to the survey sampling context. Details are worked out for some more specific types of models, and an empirical comparison of this approach with more conventional methods is presented.

J.N.K. Rao gives an overview of the methods and models used for small area estimation. This is an update of his previous overview (Ghosh and Rao, 1994, Statistical Science). He first presents a general discussion of small area models, making a distinction between area level models and unit level models. He then describes the development in three main approaches for inference based on these models: EBLUP, EB and HB, gives several examples of recent applications. Finally, he presents an interesting discussion identifying the gaps and areas that require further research.

Sirken and Shimizu derive a Horvitz-Thompson estimator for population based establishment sample surveys (PBESs). A PBES is a survey of establishments where the sampling frame consists of establishments with which a preliminary sample of households or individuals has had some contact.

It features analytical documents of varying scopes, such as population profiles, reference materials, data products (including tables and factsheets), among other document types.

Description: Statistics Canada's Quality of Employment in Canada publication is intended to provide Canadians and Canadian organizations with a better understanding of quality of employment using an internationally-supported statistical framework. Quality of employment is approached as a multidimensional concept, characterized by different elements, which relate to human needs in various ways. To cover all relevant aspects, the framework identified seven dimensions and twelve sub-dimensions of quality of employment.
