- Articles and reports: 82-003-X202400500002Description: The availability of measures to operationalize allostatic load—the cumulative toll on the body of responding to stressor demands—in population health surveys may differ across years or surveys, hampering analyses on the entire sampled population. In this study, the impacts of variable selection and calculation method were evaluated to generate an allostatic load index applicable across all cycles of the Canadian Health Measures Survey (CHMS). CHMS data were used to compare individual and population-level changes in scores for allostatic load indexes in which other commonly used measures were substituted for waist-to-hip ratio. The Census Bureau makes extensive use of administrative records information in its various economic programs. Although the volume of records processed annually is vast, even larger numbers will be received during the census years. Census Bureau mainframe computers perform quality control (QC) tabulations on the data; however, since such a large number of QC tables are needed and resources for programming are limited and costly, a comprehensive mainframe QC system is difficult to attain. Add to this the sensitive nature of the data and the potentially very negative ramifications from erroneous data, and the need becomes quite apparent for a sophisticated quality assurance system on the microcomputer level. Such a system is being developed by the Economic Surveys Division and will be in place for the 1987 administrative records data files. The automated quality assurance system integrates micro and mainframe computer technology. Administrative records data are received weekly and processed initially through mainframe QC programs. The mainframe output is transferred to a microcomputer and formatted specifically for importation to a spreadsheet program. Systematic quality verification occurs within the spreadsheet structure, as data review, error detection, and report generation are accomplished automatically. As a result of shifting processes from mainframe to microcomputer environments, the system eases the burden on the programming staff, increases the flexibility of the analytical staff, and reduces processing costs on the mainframe and provides the comprehensive quality assurance component for administrative records.

Estimation of total numbers of hogs and pigs, sows and gilts, and cattle and calves in a state is studied using data obtained in the June Enumerative Survey conducted by the National Agricultural Statistics Service of the U.S. Department of Agriculture. It is possible to construct six different estimators using the June Enumerative Survey data. Three estimators involve data from area samples and three estimators combine data from list-frame and area-frame surveys. A rotation sampling scheme is used for the area frame portion of the June Enumerative Survey. Using data from the five years, 1982 through 1986, covariances among the estimators for different years are estimated. A composite estimator is proposed for the livestock numbers. The composite estimator is obtained by a generalized least-squares regression of the vector of different yearly estimators on an appropriate set of dummy variables. The composite estimator is designed to yield estimates for livestock inventories that are “at the same level” as the official estimates made by the U.S. Department of Agriculture.

For a given level of precision, Hidiroglou (1986) provided an algorithm for dividing the population into a take-all stratum and a take-some stratum so as to minimize the overall sample size assuming simple random sampling without replacement in the take-some stratum. Sethi (1963) provided an algorithm for optimum stratification of the population into a number of take-some strata. For the stratification of a highly skewed population, this article presents an iterative algorithm which has as objective the determination of stratification boundaries which split the population into a take-all stratum and a number of take-some strata. These boundaries are computed so as to minimize the resulting sample size given a level of relative precision, simple random sampling without replacement from the take-some strata and use of a power allocation among the take-some strata. The resulting algorithm is a combination of the procedures of Hidiroglou (1986) and Sethi (1963).

The two-stage rejection rule telephone sample design described by Waksberg (1978) is modified to improve the efficiency of telephone surveys of the U.S. Black population. Experimental tests of sample design alternatives demonstrate that: a) use of rough stratification based on telephone exchange names and states; b) use of large cluster definitions (200 and 400 consecutive numbers) at the first stage; and c) rejection rules based on racial status of the household combine to offer improvements in the relative precision of a sample, given fixed resources. Cost and error models are examined to simulate design alternatives.

The seasonal adjustment of a time series is not a straightforward procedure particularly when the level of a series nearly doubles in just one year. The 1981-82 recession had a very sudden great impact not only on the structure of the series but on the estimation of the trend- cycle and seasonal components at the end of the series. Serious seasonal adjustment problems can occur. For instance: the selection of the wrong decomposition model may produce underadjustment in the seasonally high months and overadjustment in the seasonally low months. The wrong decomposition model may also signal a false turning point. This article analyses these two aspects of the interplay between a severe recession and seasonal adjustment.

This report, revised in May 1999, describes the Electronic Publications Pilot (EPP) which was conducted to gather knowledge on how library staff and their clients are adjusting to the Internet. The pilot was conducted from September 1996 to September 1997 as a joint initiative of Statistics Canada and the Depository Services Program (DSP), in partnership with the depository library community. The objective of the pilot was to assess the impact of replacing print publications with electronic equivalents via the Internet in DSP libraries. This objective was based on an assumption that the electronic medium will complement print rather than replace it entirely and that departments will continue to produce some print publications in the future. The major conclusions of the pilot cover resources and training, web site feedback, selection of publications for conversion to electronic format, web site access and security, publication functionality and access and archiving.
