Investment in research and development (R&D) is important to the economy of a country, and its measurement is an essential component of the Canadian statistical system. The publication, Gross Domestic Expenditures on Research and Development in Canada and the Provinces (GERD), 1997 to 2008 (Statistics Canada, 2008a) provides a statistical picture of the Canadian system of research and development. These data inform public policy, help benchmark Canadian performance against other countries (OECD, 2008 and 2007) and provide essential input to the study of the impact of science and technology on the life of Canadians.

In a recent study using data from the Canadian Survey of Innovation 1999, the authors examined the effect of R&D tax credits on innovation activities of Canadian manufacturing firms. They found positive effects on the propensity of firms to perform R&D activities such the introduction to the market of a new product or process that was a world first. However, there is no significant effect on more general firm performance indicators such as profitability, domestic market share or international market share.

The trend towards the globalization of factor, product and financial markets is drawing an increasing amount of attention. Work is underway to develop methodologies and to harmonize among countries data on the economic activities of globally operating corporations. An understanding of their business models, corporate strategies and organizational structures is also needed to gather and, more importantly, interpret information about their innovation activities. This note identifies four main models of globally operating corporations according to their impact on technology transfer and innovation in their host countries.
