- Articles and reports: 75F0002M2024005Description: The Canadian Income Survey (CIS) has introduced improvements to the methods and data sources used to produce income and poverty estimates with the release of its 2022 reference year estimates. Foremost among these improvements is a significant increase in the sample size for a large subset of the CIS content. The weighting methodology was also improved and the target population of the CIS was changed from persons aged 16 years and over to persons aged 15 years and over. This paper describes the changes made and presents the approximate net result of these changes on the income estimates and data quality of the CIS using 2021 data. The changes described in this paper highlight the ways in which data quality has been improved while having little impact on key CIS estimates and trends.Release date: 2024-04-26

The number of TFWs in crop production, animal production and aquaculture, and support activities for crop and animal production more than tripled between 2005 and 2020. This study examines the transition to permanent residency (PR) of TFWs in primary agriculture and the retention in the sector among those who obtained PR. - Articles and reports: 11-522-X202200100003Description: Estimation at fine levels of aggregation is necessary to better describe society. Small area estimation model-based approaches that combine sparse survey data with rich data from auxiliary sources have been proven useful to improve the reliability of estimates for small domains. Considered here is a scenario where small area model-based estimates, produced at a given aggregation level, needed to be disaggregated to better describe the social structure at finer levels. For this scenario, an allocation method was developed to implement the disaggregation, overcoming challenges associated with data availability and model development at such fine levels. The method is applied to adult literacy and numeracy estimation at the county-by-group-level, using data from the U.S. Program for the International Assessment of Adult Competencies. - Articles and reports: 75F0002M2024005Description: The Canadian Income Survey (CIS) has introduced improvements to the methods and data sources used to produce income and poverty estimates with the release of its 2022 reference year estimates. Foremost among these improvements is a significant increase in the sample size for a large subset of the CIS content. The weighting methodology was also improved and the target population of the CIS was changed from persons aged 16 years and over to persons aged 15 years and over. This paper describes the changes made and presents the approximate net result of these changes on the income estimates and data quality of the CIS using 2021 data. Small area estimation model-based approaches that combine sparse survey data with rich data from auxiliary sources have been proven useful to improve the reliability of estimates for small domains. Considered here is a scenario where small area model-based estimates, produced at a given aggregation level, needed to be disaggregated to better describe the social structure at finer levels. For this scenario, an allocation method was developed to implement the disaggregation, overcoming challenges associated with data availability and model development at such fine levels. The method is applied to adult literacy and numeracy estimation at the county-by-group-level, using data from the U.S. Program for the International Assessment of Adult Competencies. The Census of Population collected information from various dwelling types. For a large proportion of the population, mailing addresses were at the centre: they were used for reaching out to people and collected as contact info. In parallel, the register environment has been evolving. The agency is transitioning from the Address Register (AR) to the SBgR holding both mailing and location addresses, while also covering non-residential buildings. The reconciliation was conducted using a combination of systems, notably the new Register Matching Engine (RME) for difficult cases. The RME holds an interesting range of sophisticated string comparators. A deterministic linkage approach was used, while incorporating some data knowledge like the entropy. This report outlines some initial results from the School Component of the first and second cycles of the National Longitudinal Survey of Children and Youth (NLSCY). It examines the longitudinal influence of Early Childhood Care and Education and literacy activities on young children's future academic and cognitive outcomes. This overview highlights the information newly available from this component of the survey; it is not comprehensive in its coverage or its analysis. Indeed, the information collected by the NLSCY is so rich and detailed that researchers and analysts will be using it to address a variety of important questions concerning the education of children and youth in Canada for many years to come. Here then, we are merely scratching the surface to stimulate awareness of this rich new data source, and to illustrate the kinds of analyses it makes possible.

The Youth Custody and Community Services (YCCS) Survey is a micro-data survey, conducted annually since 1992. The YCCS survey collects data from jurisdictional operational systems via electronic interfaces. Data are forwarded to the Centre, processed, and returned to jurisdictions as aggregate data tables for verification and sign-off. The survey collects a wide array of information on young offender admissions to custody and community services (e.g., custody type, crime committed, sentence length, age, gender, Aboriginal/non-Aboriginal). The YCCS annual report is the primary vehicle for disseminating young offender information on prison populations and the use of community sanctions. To date, there have been four releases (Initiative only) of the YCCS annual report. Jurisdictional coverage varied from report to report since YCCS interfaces were phased-in over several years.
Interface projects have been completed, and data are being collected from Newfoundland, Prince Edward Island, New Brunswick, Manitoba, Alberta, British Columbia, and Yukon. In addition, the interface project for Nova Scotia is nearing completion. Together, these jurisdictions represent 47% of the national coverage of youth corrections. While the development of an electronic interface is presently not feasible in some jurisdictions, Ontario and Quebec are able to provide some of the aggregate data required to populate the tables contained in the annual report. With the addition of Ontario and Quebec in 1998-99, only data from Saskatchewan and the Northwest Territories would be missing from the annual report.
Further, in preparation for the proposed release of YCCS data, and as part of Statistics Canada's ongoing survey review process, the YCCS survey is currently undergoing a detailed methodological review, with particular attention to data quality issues and output.
The inclusion of aggregate data from Ontario and Quebec will increase the coverage of the YCCS significantly. Also, the methodological review of the YCCS will assess the reliability of the data elements covered in the annual report. Since the survey has been in operation since 1992 and since the YCCS is the primary source of young offender information on prison populations and the use of community sanctions.
