Statistics Canada is responsible for compiling and disseminating Canada’s key macroeconomic indicators such as gross domestic product, household spending, investment, exports, imports, government revenue and expenditure, and industrial output. With the approval of Bill C-45, a significant portion of cannabis production and consumption is moving from the illegal to the legal market. This now-legal activity is in scope for inclusion in Canada’s estimates of gross domestic product just like other legal economic activities. The change in legal status makes it much easier for Statistics Canada to gather credible data to measure the size of the market. This paper outlines how the Canadian national economic accounts will be adjusted to incorporate both the illegal and the now-legal production and consumption of non-medical cannabis for the period 1961 forward.

The Canadian Survey on Disability (CSD) is a national survey of Canadians aged 15 and over whose everyday activities are limited because of a long-term condition or health-related problem.
The 2017 CSD Concepts and Methods Guide is designed to assist CSD data users by providing relevant information on survey content and concepts, sampling design, collection methods, data processing, data quality and product availability. Chapter 1 of this guide provides an overview of the 2017 CSD by introducing the survey's background and objectives. Chapter 2 explains the key concepts and definitions and introduces the indicators measured by the CSD questionnaire modules. Chapters 3 to 6 cover important aspects of survey methodology, from sampling design to data collection and processing. Chapters 7 and 8 cover issues of data quality, including the approaches used to minimize and correct errors throughout all stages of the survey. Users are cautioned against making comparisons with data from the 2012 CSD. Chapter 9 outlines the survey products that are available to the public, including data tables, an analytical article and reference material. Appendices provide more detail on the survey's indicators and other supporting documents for the CSD.

However, evidence on business ownership by gender remains scarce because of the lack of comprehensive data. The study, Women-owned Enterprises in Canada (Grekou, Li and Liu, 2018), fills the data gap by identifying business ownership by gender using a newly developed administrative dataset—the Canadian Employer–Employee Dynamics Database (CEEDD). The dataset contains business owner information for all unincorporated enterprises and private corporations in Canada. This paper discusses the methodology adopted to establish the gender structure of business ownership. It then presents estimates of business ownership by gender (men or women majority ownership and equal ownership). Finally, it analyzes the sensitivity of these estimates and compares them with those calculated using other data sources.

Using a newly developed administrative database of firms and workers, the Canadian Employer–Employee Dynamics Database (CEEDD), over the period from 2001 to 2013, this paper distinguishes incorporated self-employment from unincorporated self-employment, and compares the entry and exit dynamics of the two types of self-employment by age, gender and province. A two-phase process was used by the Substance Abuse and Mental Health Services Administration to estimate the proportion of US adults with serious mental illness (SMI). The first phase was the annual National Survey on Drug Use and Health (NSDUH), while the second phase was a random subsample of adult respondents to the NSDUH. Respondents to the second phase of sampling were clinically evaluated for serious mental illness. A logistic prediction model was fit to this subsample with the SMI status (yes or no) determined by the second-phase instrument treated as the dependent variable and related variables collected on the NSDUH from all adults as the model’s explanatory variables. Estimates were then computed for SMI prevalence among all adults and within adult subpopulations by assigning an SMI status to each NSDUH respondent based on comparing his (her) estimated probability of having SMI to a chosen cut point on the distribution of the predicted probabilities. We investigate alternatives to this standard cut point estimator such as the probability estimator. The latter assigns an estimated probability of having SMI to each NSDUH respondent. The estimated prevalence of SMI is the weighted mean of those estimated probabilities. Using data from NSDUH and its subsample, we show that, although the probability estimator has a smaller mean squared error when estimating SMI prevalence among all adults, it has a greater tendency to be biased at the subpopulation level than the standard cut point estimator.
