    Description: The authors used the Splink probabilistic linkage package developed by the UK Ministry of Justice, to link census data from England and Wales to itself to find duplicate census responses. A large gold standard of confirmed census duplicates was available meaning that the results of the Splink implementation could be quality assured. This paper describes the implementation and features of Splink, gives details of the settings and parameters that we used to tune Splink for our particular project, and gives the results that we obtained.

    Description: Sampling variance smoothing is an important topic in small area estimation. In this paper, we propose sampling variance smoothing methods for small area proportion estimation. In particular, we consider the generalized variance function and design effect methods for sampling variance smoothing. We evaluate and compare the smoothed sampling variances and small area estimates based on the smoothed variance estimates through analysis of survey data from Statistics Canada. The results from real data analysis indicate that the proposed sampling variance smoothing methods work very well for small area estimation.

For instance, obtaining citizenship grants immigrants the right to vote and allows them to have political influence. Additionally, it can enhance immigrants’ economic opportunities. This article examines the trends in citizenship rates among recent immigrants who have been in Canada for five to nine years, based on census data from 1991 to 2021. It also examines the possible impact of COVID-19 on the most recent trend in citizenship rates.

Using the British Columbia kindergarten to Grade 12 dataset, the Postsecondary Student Information System, the 2016 Census of Population, and the T1 Family File tax data, this study follows several cohorts of Grade 9 students in British Columbia over time to explore differences between population groups, by gender, in the probability and timing of high school graduation and enrolment in academic postsecondary programs.

    Description: This discussion paper begins by providing the reasons for why equivalization methods are used. Following this, the square root scale is described and the motivations for using the square root scale are discussed. Third, a series of new tests are conducted to evaluate the efficiency of the square root scale, and these results are discussed in some detail as they reveal many insights. The final section of the paper raises considerations for creating Market Basket Measure (MBM) thresholds for different types of families, such as unattached individuals and those including seniors or persons with disabilities.

    Description: As the role of temporary foreign workers in Canada’s labour market has grown in significance, it has become essential to accurately measure their numbers for informing policy decisions. Two data sources have often been used to determine the number of temporary foreign workers: data on work permit holders released by Immigration, Refugees and Citizenship Canada and data based on tax administrative files that identify temporary residents with earnings.     This report, revised in May 1999, describes the Electronic Publications Pilot (EPP) which was conducted to gather knowledge on how library staff and their clients are adjusting to the Internet. The pilot was conducted from September 1996 to September 1997 as a joint initiative of Statistics Canada and the Depository Services Program (DSP), in partnership with the depository library community. The objective of the pilot was to assess the impact of replacing print publications with electronic equivalents via the Internet in DSP libraries. This objective was based on an assumption that the electronic medium will complement print rather than replace it entirely and that departments will continue to produce some print publications in the future. The major conclusions of the pilot cover resources and training, web site feedback, selection of publications for conversion to electronic format, web site access and security, publication functionality and access and archiving.
