Description: Recent work in survey domain estimation allows for estimation of population domain means under a priori assumptions expressed in terms of linear inequality constraints. For example, it might be known that the population means are non-decreasing along ordered domains. Imposing the constraints has been shown to provide estimators with smaller variance and tighter confidence intervals. In this paper we consider a formal test of the null hypothesis that all the constraints are binding, versus the alternative that at least one constraint is non-binding. The test of constant versus increasing domain means is a special case. The power of the test is substantially better than the test with the same null hypothesis and an unconstrained alternative. The new test is used with data from the National Survey of College Graduates, to show that salaries are positively related to the subject’s father’s educational level, across fields of study and over several years of cohorts.

Description: Precise and unbiased estimates of response propensities (RPs) play a decisive role in the monitoring, analysis, and adaptation of data collection. In a fixed survey climate, those parameters are stable and their estimates ultimately converge when sufficient historic data is collected. In survey practice, however, response rates gradually vary in time. Understanding time-dependent variation in predicting response rates is key when adapting survey design. This paper illuminates time-dependent variation in response rates through multi-level time-series models. Reliable predictions can be generated by learning from historic time series and updating with new data in a Bayesian framework. As an illustrative case study, we focus on Web response rates in the Dutch Health Survey from 2014 to 2019.

The Canada Emergency Response Benefit program (CERB) was introduced to provide financial support to employees and self-employed workers in Canada who were directly impacted by the COVID-19 pandemic. This article examines the proportion of 2019 workers who received CERB payments in 2020 by various characteristics. CERB take-up rates are presented by industry, earnings group in 2019, sex, age group and province, as well as for population groups designated as visible minorities, immigrants and Indigenous people. Some factors that help explain differences in take-up rates among these groups of workers are also examined.

In response to a need for data on disabled persons in Canada, Statistics Canada undertook a program to create a disability database. This includes using supplements to the Canadian Labour Force Survey in the Fall of 1983 and the Spring of 1984, as well as including questions on the 1986 Census of Population. A general discussion of the background and content of the survey is presented. A comparison of screening methodologies conducted by Statistics Canada in November 1982 and January 1983 is presented and the results are compared.

Results from a proposed cost model, which directly considers the implications of follow-up visits to sample clusters as well as other travel to and from the field by data collectors, are compared with results from existing cost models. Statistics Canada, Canada’s central statistical agency, has been compiling national mortality statistics, including those on cancer mortality since 1921. Also, cancer incidence data are available from 1969.

The data quality of these files may be assessed in a variety of ways. Ratios of cancer mortality to incidence give some information on coverage errors. Micro-data matches between incidence and mortality files give an indication of misclassifications. As well, multiple registrations for cancer incidence may be duplicates. Completeness and availability of data items are also important for special studies.

In this paper, the feasibility of using these measures of data quality and the implications of these measures are discussed.

This paper describes the procedures used and results of a joint Canada Centre for Remote Sensing (CCRS) and Statistics Canada project to provide a timely potato acreage estimate for New Brunswick, a major potato producing province in Canada. The project has demonstrated that satellite imagery combined with more traditional potato area estimation procedures can lower respondent burden, produce timely crop distribution maps and produce reliable estimates for subregions.

The study offers the first comparative evidence on the impact of formal adult education and informal learning on the supply of skill. The text and tables have been adapted to reflect the more complete data from the 2001 Census, in which the usual questions on knowledge of languages, mother tongue, and language spoken 'most often' at home are supplemented by a question on languages spoken 'regularly' at home , and a two-part question on language use at work, that is, the language used 'most often,' and other languages used 'regularly,' in the workplace. Since September 11, 2001, important changes in the financial and operating statistics of airline activities in Canada have taken place. In particular, most airline companies have seen a deterioration of their financial positions and the number of flights and of seats available have generally decreased while security measures have increased. The aim of this paper is to examine the post-September 11 aviation market in Canada with respect to one key operating characteristic: the number of flights of airline companies operating in Canada. More specifically, the following questions are addressed: Was there a recovery in airline activities in Canada since September 11? Were all losses in all sectors recovered (domestic, transborder and international)? Were all losses at all airports recovered?

This paper is divided into three sections: 1. Data sources and limitations, the scope of this research and the methodological approach used are described in the first section. 2. The second section highlights the main results obtained and discusses these results in the context of the recent trends in airline activities in Canada. 3. Lastly, some conclusions are offered, based on the evidence collected and analysed.

The YITS, developed through a partnership between Human Resources Development Canada and Statistics Canada, is a longitudinal survey designed to collect a broad range of information on the education and labour market experiences of youth.

This report provides new information on high school dropout rates as of December 1999 and compares high school graduates and dropouts on a number of dimensions, including family background, parental education and occupation, engagement with school, working during high school, peer influence, and educational aspirations. This report also provides a first look at pathways followed by young people once they are no longer in high school, including their participation in post-secondary education, employment status, self-assessed skills levels, and barriers to post-secondary education.
