Benchmarking is a method of improving estimates from a sub-annual survey with the help of corresponding estimates from an annual survey. For example, estimates of monthly retail sales might be improved using estimates from the annual survey. This article deals, first with the problem posed by the benchmarking of time series produced by economic surveys, and then reviews the most relevant methods for solving this problem. Next, two new statistical methods are proposed, based on a non-linear model for sub-annual data. The benchmarked estimates are then obtained by applying weighted least squares.

Repeated surveys in which a portion of the units are observed at more than one time point and some units are not observed at some time points are of primary interest. Least squares estimation for such surveys is reviewed. Included in the discussion are estimation procedures in which existing estimates are not revised when new data become available. Also considered are techniques for the estimation of longitudinal parameters, such as gross change tables. Estimation for a repeated survey of land use conducted by the U.S. Soil Conservation Service is described. The effects of measurement error on gross change estimates is illustrated and it is shown that survey designs constructed to enable estimation of the parameters of the measurement error process can be very efficient.

The basic theme of this paper is that the development of survey methods in the technical sense can only be well understood in the context of the development of the institutions through which survey-taking is done. Thus we consider here survey methods in the large, in order to better prepare the reader for consideration of more formal methodological developments in sampling theory in the mathematical statistics sense. After a brief introduction, we give a historical overview of the evolution of institutional and contextual factors in Europe and the United States, up through the early part of the twentieth century, concentrating on governmental activities. We then focus on the emergence of institutional bases for survey research in the United States, primarily in the 1930s and 1940s. In a separate section, we take special note of the role of the U.S. Bureau of the Census in the study of non-sampling errors that was initiated in the 1940s and 1950s. Then, we look at three areas of basic change in survey methodology since 1960.

A randomized response model for sampling from dichotomous populations is developed in this paper. The model permits the use of continuous randomization and multiple trials per respondent. The special case of randomization with normal distributions is considered, and a computer simulation of such a sampling procedure is presented as an initial exploration into the effects such a scheme has on the amount of information in the sample. A portable electronic device is discussed which would implement the presented model. The results of a study taken, using the electronic randomizing device, is presented. The results show that randomized response sampling is a superior technique to direct questioning for at least some sensitive questions.

Estimation of total numbers of hogs and pigs, sows and gilts, and cattle and calves in a state is studied using data obtained in the June Enumerative Survey conducted by the National Agricultural Statistics Service of the U.S. Department of Agriculture. It is possible to construct six different estimators using the June Enumerative Survey data. Three estimators involve data from area samples and three estimators combine data from list-frame and area-frame surveys. A rotation sampling scheme is used for the area frame portion of the June Enumerative Survey. Using data from the five years, 1982 through 1986, covariances among the estimators for different years are estimated. A composite estimator is proposed for the livestock numbers. The composite estimator is obtained by a generalized least-squares regression of the vector of different yearly estimators on an appropriate set of dummy variables. The composite estimator is designed to yield estimates for livestock inventories that are “at the same level” as the official estimates made by the U.S. Department of Agriculture.

Fellegi and Sunter (1969) suggest each record pair is tested whether generated from the set of matched or unmatched pairs. The decision function consists of the ratio between m(y) and u(y),probabilities of observing a comparison y of a set of k>3 key identifying variables in a record pair under the assumptions that the pair is a match or a non-match, respectively. These parameters are usually estimated by means of the EM algorithm using as data the comparisons on all the pairs of the Cartesian product ?=A×B. These observations (on the comparisons and on the pairs status as match or non-match) are assumed as generated independently of other pairs, assumption characterizing most of the literature on record linkage and implemented in software tools (e.g. RELAIS, Cibella et al. 2012). On the contrary, comparisons y and matching status in ? are deterministically dependent. As a result, estimates on m(y) and u(y) based on the EM algorithm are usually bad. This fact jeopardizes the effective application of the Fellegi-Sunter method, as well as automatic computation of quality measures and possibility to apply efficient methods for model estimation on linked data (e.g. regression functions), as in Chambers et al. Small area estimation model-based approaches that combine sparse survey data with rich data from auxiliary sources have been proven useful to improve the reliability of estimates for small domains. Considered here is a scenario where small area model-based estimates, produced at a given aggregation level, needed to be disaggregated to better describe the social structure at finer levels. For this scenario, an allocation method was developed to implement the disaggregation, overcoming challenges associated with data availability and model development at such fine levels. The method is applied to adult literacy and numeracy estimation at the county-by-group-level, using data from the U.S. Program for the International Assessment of Adult Competencies. In this application the groups are defined in terms of age or education, but the method could be applied to estimation of other equity-deserving groups.Release date: 2024-03-25

Among the children targeted by this longitudinal follow-up, some will experience developmental difficulties at some point in their lives. Those same children often have characteristics associated with higher sample attrition (low-income family, parents with a low level of education). This article describes the two main challenges we encountered when trying to ensure sufficient representativeness of these children, in both the overall results and the subpopulation analyses.Release date: 2024-03-25
- Articles and reports: 11-522-X202200100015Description: We present design-based Horvitz-Thompson and multiplicity estimators of the population size, as well as of the total and mean of a response variable associated with the elements of a hidden population to be used with the link-tracing sampling variant proposed by Félix-Medina and Thompson (2004). Since the computation of the estimators requires to know the inclusion probabilities of the sampled people, but they are unknown, we propose a Bayesian model which allows us to estimate them, and consequently to compute the estimators of the population parameters. This study provides a detailed analysis of findings based on the 1998 General Social Survey on Time Use, with some analysis of trends over time using the 1986 and 1992 time use surveys. It addresses the question of how life transitions affect time use patterns and quality of life indicators.
Like other resources, time is finite. Unlike other resources, time is shared equally by everyone. The trade-offs people make between competing activities depend largely on the nature of their roles and obligations at each stage of life. These trade-offs say a great deal about a person's lifestyle, preferences and choices, or lack of choice. However, the life cycle has lost the uniformity and formality that it once had. Life-course patterns are now more diverse, and the transitions themselves are more likely to be experienced as extended and complex processes rather than as distinct events. Thus, it becomes important to study the impact of various life transitions on time use and quality of life.
This study examines the following life transitions, with a focus on a comparison of the experiences of women and men:- transition from school to employment- transitions related to union formation and parenthood- transition to retirement- transitions associated with aging: widowhood and changes in living arrangements

This report presents results from the Survey of 1995 Graduates Who Moved to the United States. Both the survey and this report were conducted in partnership between Human Resources Development Canada (HRDC) and Statistics Canada. The survey covered post-secondary graduates from the class of '95 who moved to the U.S. between graduation and the summer of 1997. These graduates were surveyed to obtain information on their characteristics, reasons for relocating to the U.S., education and work experiences, and plans for the future.
