5. Immigrant credit visibility: Access to credit over time in Canada

Description: Credit is a key element to modern economic life in Canada and immigrants may be at greater risk of lacking access to credit markets since credit information is, for the most part, not shared across international borders. Using data from the Survey of Financial Security, this paper studies the extent to which immigrants to Canada have access to credit and whether they are credit invisible. A person is credit invisible if they do not have a sufficient credit history for a credit reporting agency to be able to calculate a credit score or sufficient information to calculate the most accurate credit scores.

Description: The Public Health Agency of Canada monitors the psychological and social well-being of Canadian youth using the Children’s Intrinsic Needs Satisfaction Scale (CINSS). Validation analyses of the CINSS have been conducted, but not in the 2019 Canadian Health Survey on Children and Youth (CHSCY), a more recent and representative national survey with a different sampling frame, collection method and other measured outcomes. This study tested the validity of the CINSS in the 2019 CHSCY.

8. What can be learned about caregivers in Canada from the analysis of families claiming the Canada caregiver credit?

Description: According to the 2018 General Social Survey (GSS) data on caregiving in Canada, one in four Canadians aged 15 and older have provided some form of care for people with a long-term health condition, a disability or problems related to aging. The main objective of this study is to use nationwide administrative data to spotlight Canadian families caring for family members (including extended family members) who have severe and prolonged impairments in physical or mental functions. More specifically, this study documents the prevalence of families claiming the Canada caregiver credit (CCC) among all tax-filing families and breaks down the results by several essential family characteristics.

The Canada Emergency Response Benefit program (CERB) was introduced to provide financial support to employees and self-employed workers in Canada who were directly impacted by the COVID-19 pandemic. This article examines the proportion of 2019 workers who received CERB payments in 2020 by various characteristics. CERB take-up rates are presented by industry, earnings group in 2019, sex, age group and province, as well as for population groups designated as visible minorities, immigrants and Indigenous people. Some factors that help explain differences in take-up rates among these groups of workers are also examined.

13. A simulated annealing algorithm for joint stratification and sample allocation

Description:
This study combines simulated annealing with delta evaluation to solve the joint stratification and sample allocation problem. In this problem, atomic strata are partitioned into mutually exclusive and collectively exhaustive strata. Each partition of atomic strata is a possible solution to the stratification problem, the quality of which is measured by its cost. The Bell number of possible solutions is enormous, for even a moderate number of atomic strata, and an additional layer of complexity is added with the evaluation time of each solution. Many larger scale combinatorial optimisation problems cannot be solved to optimality, because the search for an optimum solution requires a prohibitive amount of computation time. A number of local search heuristic algorithms have been designed for this problem but these can become trapped in local minima preventing any further improvements. We add, to the existing suite of local search algorithms, a simulated annealing algorithm that allows for an escape from local minima and uses delta evaluation to exploit the similarity between consecutive solutions, and thereby reduces the evaluation time. We compared the simulated annealing algorithm with two recent algorithms. In both cases, the simulated annealing algorithm attained a solution of comparable quality in considerably less computation time.

14. Measuring price change for used vehicles in the Canadian Consumer Price Index

The Canadian Consumer Price Index (CPI) accounts for the sale of used vehicles by including a net expenditure weight for used vehicles in the index for the purchase of passenger vehicles. However, price changes for new cars were used as a proxy for used cars to ensure price change for this product was still covered to the best extent possible. The research paper outlines the proposed plan for introducing used vehicle prices, including data and methods. With the introduction of the 2021 CPI basket, a new approach for measuring price change in used vehicles is recommended to replace the previous method of measuring used vehicles price change by proxy.

Using administrative datasets, such as the goods and services tax (GST) data, this analysis explores the impacts of the pandemic, resiliency and adaptation of a selected group of service industries by comparing GST revenue from the first half of 2021 relative to the same period in 2020.

16. Replication variance estimation after sample-based calibration

Description:
Sample-based calibration occurs when the weights of a survey are calibrated to control totals that are random, instead of representing fixed population-level totals. Control totals may be estimated from different phases of the same survey or from another survey. Under sample-based calibration, valid variance estimation requires that the error contribution due to estimating the control totals be accounted for. We propose a new variance estimation method that directly uses the replicate weights from two surveys, one survey being used to provide control totals for calibration of the other survey weights. No restrictions are set on the nature of the two replication methods and no variance-covariance estimates need to be computed, making the proposed method straightforward to implement in practice. A general description of the method for surveys with two arbitrary replication methods with different numbers of replicates is provided. It is shown that the resulting variance estimator is consistent for the asymptotic variance of the calibrated estimator, when calibration is done using regression estimation or raking. The method is illustrated in a real-world application, in which the demographic composition of two surveys needs to be harmonized to improve the comparability of the survey estimates.

Using various sources of expenditure data, Statistics Canada, in partnership with the Bank of Canada, has estimated monthly adjusted consumer expenditure weights that reflect shifts in consumption patterns as the COVID-19 pandemic evolves. The Adjusted price index has been updated to incorporate the 2020 basket weights and is now based on a Similarity-linked Fisher price index formula. The expenditure data cover all goods and services in the Consumer Price Index (CPI), and provide snapshot estimates of expenditure weights for June, July, August and September 2021. These estimates can provide insight into the impact of COVID-19 on the headline CPI.

This paper looks at how Canadians are reporting their financial difficulties on the Labour Force Survey, expands on research into how the weekly income of Canadians has been affected, and examines changes in the Seymour Financial Resilience IndexTM over the pandemic period. This report is the result of a collaboration between Statistics Canada and Seymour Consulting Inc.
