Differences between racialized and non-racialized workers are investigated, along with differences among groups of racialized workers, as well as the intersectionality of race and gender.

Description: The Canadian Income Survey (CIS) has introduced improvements to the methods and data sources used to produce income and poverty estimates with the release of its 2022 reference year estimates. Foremost among these improvements is a significant increase in the sample size for a large subset of the CIS content. The weighting methodology was also improved and the target population of the CIS was changed from persons aged 16 years and over to persons aged 15 years and over. This paper describes the changes made and presents the approximate net result of these changes on the income estimates and data quality of the CIS using 2021 data. The changes described in this paper highlight the ways in which data quality has been improved while having little impact on key CIS estimates and trends.

Income data for Canadian tax filers shed light on the distribution of income in 2018. This infographic illuminates selected characteristics of the top 1% of tax filers in Canada that year, including information on age, gender, and geographic location. The top 1% of tax filers is defined as the 1% of tax filers with the highest total incomes when ranked nationally. These estimates are for a pre-pandemic period and do not reflect any impacts of COVID-19. However, they do provide a baseline for analysing changes to the top of the income distribution during the pandemic period, once those data become available.

Although the number of self-employed individuals has remained largely unchanged since the beginning of the COVID-19 pandemic, many of the self-employed are likely to remain under severe financial strain. This article looks at the unincorporated self-employed more broadly and highlights another important factor that will likely have a large impact on their financial well-being: whether or not the self-employed individuals also have T4 earnings.

Accordingly, with the release of the 2020 data from the Canadian Income Survey (CIS), Statistics Canada has revised estimates for 2012 to 2019 using totals from population estimates based on the 2016 Census. A Registered Retirement Savings Plan (RRSP) is a tax-deductible savings vehicle designed to encourage people to save for their retirement. Contributions are made with pre-tax income, and taxation is deferred to the time when funds are withdrawn, typically in retirement when marginal tax rates are otherwise low, resulting in tax savings over the life cycle. However, RRSP funds do not lock in and there are no early withdrawal penalties by the tax system, which means pre-retirement withdrawals are frequent. This prevalence of pre-retirement RRSP withdrawals raises the question of what reasons, aside from retirement planning, lead people to use these plans. To explore this issue, new research by Statistics Canada and the Retirement and Savings Institute (RSI) at HEC Montréal considers how a person’s financial literacy affects the timing of contributions to and withdrawals from RRSPs.

Food insecurity linked to insufficient income is an important determinant of health. Whether the COVID-19 pandemic has exacerbated levels of food insecurity in Canada during the pandemic, particularly among vulnerable groups, is unclear. This study estimated the proportion of Canadians reporting experience of household food insecurity six-to-nine months into the COVID-19 pandemic, and drew comparisons to pre-pandemic levels.

Postsecondary students can claim postsecondary education credits to lower their tax obligations (or that of a parent, grandparent, spouse or common-law partner, or their parent or grandparent). Claiming the credits is costless, but it does require knowledge of how the credits work to reduce taxes. As a result, claim rates may be unequal across socio-economic backgrounds, including the level of parental income (a key policy lever for needs-based student financial aid). The purpose of this article is to document claim rates among postsecondary students by level of parental income, as well as to re-assess trends in postsecondary enrolment rates by level of parental income in light of unequal claim rates. These trends were previously established with information on the tax credits in tax data. This study uses data from the T1 Family File (T1FF) and the Postsecondary Student Information System (PSIS), which have been recently linked for all ten provinces from 2009 onwards.

This discussion paper describes the proposed methodology for a Northern Market Basket Measure (MBM-N) for Yukon and the Northwest Territories, as well as identifies research which could be conducted in preparation for the 2023 review. The paper presents initial MBM-N thresholds and provides preliminary poverty estimates for reference years 2018 and 2019. This paper presents low-income statistics from the 2016 Census for the population residing in Indigenous communities (on reserve), in the North and in Inuit Nunangat. The selected measure for the paper is the low-income measure, after-tax computed from the household incomes, adjusted for household size, of the whole population of Canada, including those residing on reserve and in the territories. Results are presented for Canada overall as well as for the population residing on reserve, in the territories and in Inuit Nunangat, which includes Inuvialuit Region of the Northwest Territories, Nunavik in Quebec and Nunatsiavut in Labrador. Methodological considerations in the application of the Low-income measure to these geographies are also discussed.

Statistics Canada has undertaken a broad range of initiatives designed to understand the impacts of COVID-19 on Canadians. This update extends earlier, experimental research into monthly family income trends of Canadians over the pandemic period. The approach integrates weekly earnings available from the Canadian Labour Force Survey (LFS) together with information specific to government transfers including special COVID-19 benefits collected through administrative data sources and imputation. This update incorporates additional data sources and takes into account the emergency programs introduced at the beginning of the pandemic as well as the recovery programs introduced in late September 2020 to replace them. Population coverage is consistent with the second edition, however experimental estimates have been updated and extended through March 2021. The paper describes the data sources used, estimation strategies employed, limitations, and potential future developments.
