Small area estimation model-based approaches that combine sparse survey data with rich data from auxiliary sources have been proven useful to improve the reliability of estimates for small domains. Considered here is a scenario where small area model-based estimates, produced at a given aggregation level, needed to be disaggregated to better describe the social structure at finer levels. For this scenario, an allocation method was developed to implement the disaggregation, overcoming challenges associated with data availability and model development at such fine levels. The method is applied to adult literacy and numeracy estimation at the county-by-group-level, using data from the U.S. Program for the International Assessment of Adult Competencies. In this application the groups are defined in terms of age or education, but the method could be applied to estimation of other equity-deserving groups.Release date: 2024-03-25

To shed light on this issue, this study reports on the changes to nurses’ overtime work hours before and after the onset of the COVID-19 pandemic.

Canada’s COVID-19 vaccination campaign began on December 14, 2020 with the arrival of a limited number of doses which were prioritized for high-risk populations, such as the elderly, residents and staff of congregate living settings, frontline healthcare workers, and Indigenous populations. Using data from the COVID-19 Vaccination Coverage Survey (CVCS), this study’s objective was to examine sociodemographic disparities in COVID-19 vaccination uptake and intent by identifying the social and economic determinants associated with vaccination uptake among seniors aged 60 years and older (i.e., those eligible for vaccination at the time of the survey) and the determinants of vaccination intent in the entire adult population.

In addition to the usual three years revision cycle of the Canadian National Accounts, hours worked in Canada were revised back to 1981 to incorporate the historical revision of the Labour Force Survey published in January 2011. This feasibility report provides a blueprint for improving data on fraud in Canada through a survey of businesses and through amendments to the Uniform Crime Reporting (UCR) Survey. Presently, national information on fraud is based on official crime statistics reported by police services to the Uniform Crime Reporting Survey. These data, however, do not reflect the true nature and extent of fraud in Canada due to under-reporting of fraud by individuals and businesses, and due to inconsistencies in the way frauds are counted within the UCR Survey. This feasibility report concludes that a better measurement of fraud in Canada could be obtained through a survey of businesses. The report presents the information priorities of government departments, law enforcement and the private sector with respect to the issue of fraud and makes recommendations on how a survey of businesses could help fulfill these information needs.
To respond to information priorities, the study recommends surveying the following types of business establishments: banks, payment companies (i.e. credit card and debit card companies), selected retailers, property and casualty insurance carriers, health and disability insurance carriers and selected manufacturers. The report makes recommendations regarding survey methodology and questionnaire content, and provides estimates for timeframes and cost.
The report also recommends changes to the UCR Survey in order to improve the way in which incidents are counted and to render the data collected more relevant with respect to the information priorities raised by government, law enforcement and the private sector during the feasibility study.

Cyber-crime is a global problem that in many instances transcends national borders. Historically, compiling meaningful statistics about this activity has been difficult because of the reluctance on the part of victims to report these offences to police. However, because of the financial losses sustained, an increasing number of these crimes are being reported to police. As a result, federal, provincial and territorial governments, as well as the police community, are interested in analyzing national trends on cyber-crime and their impact on Canadians.
In response to this need for information, the Canadian Centre for Justice Statistics (CCJS) conducted a Special Study to examine the issues and data sources related to cyber-crime and to investigate the feasibility of collecting quantitative data from police services in Canada. This report examines definitions of cyber-crime, current legislation in Canada and other countries, existing data sources, summarizes results from consultations with selected police forces, and presents options for collecting cyber-crime data from police agencies.

For several years, urban transit ridership in Canada has been declining. In the late 1990s, ridership began to stabilize but at a level well below the peaks reached in previous years. Many have postulated reasons for the decline, including the dominance of the automobile, changes in work locations and hours, increasing fares, decreasing subsidies and increasing suburbanization.
Using data from approximately 85 Canadian urban transit service providers, over a period of 8 years, this paper outlines the empirical results of analysis to measure factors that have affected urban transit ridership. Among the key goals of this project was the development of measures of fare elasticity.
Demographic, socio-economic and level of service variables were used in the research to explain changes in ridership. A variety of dummy variables was also used to account for structural differences.
The paper concludes with an examination of major Canadian cities that carry the majority of all commuters in the country.
