    This paper investigates the evolution of the industrial structure in the Canadian manufacturing sector and its relationship to technological change by examining the take-up of advanced technologies and how it is related to the stochastic growth process in the plant population. Its framework is grounded in the view that growth is a stochastic process that involves learning. Experimentation with new technologies rewards some firms with superior growth and profitability. Examining how growth is associated with the choice of different technology strategies indicates which of these is being rewarded.

    The evolution of this process is studied by examining the relationship between the uptake of advanced technologies and the performance of plants in the manufacturing sector. This is done by using cross-sectional data on advanced technology use and by combining it with longitudinal panel data on plant performance. In particular, the paper examines the relationship between the use of information and communications technology (ICT) and the growth in a plant's market share and its relative productivity.

    The study finds that a considerable amount of market share is transferred from declining firms to growing firms over a decade. At the same time, the growers increase their productivity relative to the losers. Those technology users that were using communications technologies or that combined technologies from different classes increased their relative productivity the most. In turn, gains in relative productivity were accompanied by gains in market share. Other factors that were associated with gains in market share were the presence of R&D facilities and other innovative activities.

    Using survey data, this paper investigates problems that firms in the Canadian manufacturing sector face in their decision to adopt advanced technology. The data show that while the use of advanced technology is relatively important (users account for over 80% of all shipments), it is not widespread among firms (users represent only about one-third of all establishments). One explanation lies in the fact that while advanced technologies provide a wide range of benefits, firms also face a series of problems that impede them from adopting advanced technology. These impediments fall into five groups: cost-related, institution-related, labour-related, organization-related, and information-related.

    While it might be expected that impediments would be higher for non-users than users of technologies, the opposite occurs. We posit that the reason for this is that innovation involves a learning process. Innovators and technology users face problems that they have to solve and the more innovative firms have greater problems. We test this by examining the factors that are related to whether a firm reports that it faced impediments. Our multivariate analysis reveals that impediments are reported more frequently among technology users than non-users; and more frequently among innovating firms than non-innovating ones. We conclude that the information on impediments in technology and other related surveys (innovation) should not be interpreted as impenetrable barriers that prevent technology adoption. Rather, these surveys indicate areas where successful firms face and solve problems.

The paper shows how the Best Linear Unbiased Estimator (BLUE) based on a fixed window of time points can be improved by applying the technique of generalised regression. This improved estimator is compared to the AK estimator of Gurney and Daly (1965) and the modified regression estimator of Singh, Kennedy, Wu and Brisebois (1997), using data from the Australian Labour Force Survey.

    Description: The publication of more disaggregated data can increase transparency and provide important information on underrepresented groups. Developing more readily available access options increases the amount of information available to and produced by researchers. Increasing the breadth and depth of the information released allows for a better representation of the Canadian population, but also puts a greater responsibility on Statistics Canada to do this in a way that preserves confidentiality, and thus it is helpful to develop tools which allow Statistics Canada to quantify the risk from the additional data granularity. In an effort to evaluate the risk of a database reconstruction attack on Statistics Canada’s published Census data, this investigation follows the strategy of the US Census Bureau, who outlined a method to use a Boolean satisfiability (SAT) solver to reconstruct individual attributes of residents of a hypothetical US Census block, based just on a table of summary statistics. The technique is expanded to attempt to reconstruct a small fraction of Statistics Canada’s Census microdata. This paper will discuss the findings of the investigation, the challenges involved in mounting a reconstruction attack, and the effect of an existing confidentiality measure in mitigating these attacks. Furthermore, the existing strategy is compared to other potential methods used to protect data – in particular, releasing tabular data perturbed by some random mechanism, such as those suggested by differential privacy.

    Description: This Juristat article provides insight into the prevalence, characteristics and consequences of dating violence among teens aged 15 to 17 in Canada. Violence between dating partners can include criminal acts such as physical and sexual violence, as well as acts that may not reach the criminal threshold (e.g., emotional and psychological abuse) but which can nonetheless have negative consequences for victims. Teens’ attitudes towards violence and control in intimate relationships are also presented. Findings are based on self-reported data collected through the 2018 Survey of Safety in Public and Private Spaces and on police-reported data from the Uniform Crime Reporting Survey. Where possible, comparisons between genders, age groups and other populations of interest are presented.

    Description: The COVID-19 pandemic has highlighted several issues among health care workers in Canada’s long-term care and seniors’ (LTCS) homes, including labour shortages, staff retention difficulties, overcrowding, and precarious working conditions. There is currently a lack of information on the health, well-being, and working conditions of health care workers in LTCS homes—many of them immigrants—and a limited understanding of the relationship between them. Using data from the 2021 Survey on Health Care Workers’ Experiences During the Pandemic, this paper examines differences between immigrant and non-immigrant workers’ health outcomes and precarious working conditions during the pandemic.

    Description: Remote Sensing and Geospatial Analysis (RSGA) of the Agriculture Division prepared a series of maps and statistics that show the progression of the 2009 Red River valley flood in Manitoba for the spring of 2009. Starting with an image acquired on March 31, the maps were produced from the analysis of Radarsat-2 satellite image data integrated with 2006 Census of Agriculture data and census geography boundary files. From this analysis, the total area of flooded agriculture land and the number of farmers affected were calculated. A comparison is made with the 1997 flood that occurred in the same region.

    The International Adult Literacy and Skills Survey, undertaken in 2003, measured the proficiencies of a representative sample of Canadian adults aged 16 and over in four domains: prose literacy, document literacy, numeracy and problem solving, and benchmarked performance against an international standard. The proficiency scores are compared between provinces, territories and nations, and over time. Moreover, literacy performance is examined in relation to differences in variables such as educational attainment, employment and unemployment, earnings and self-assessed health. Analyses of the literacy performance of groups of special interest, including women and men, young adults and seniors, recent and established immigrants, and Aboriginal populations are included.
