Transport Canada computes a mobility indicator to assess the impact of urban bottlenecks in Canada’s strategic trade corridors and the economy. The mobility indicator in question is the Travel Time Index (TTI). It is the ratio of the measured travel time to the free-flow travel time. Free-flow travel time is measured overnight, when drivers are free to drive at their desired speed because of low volume traffic conditions.
