    Statistics Canada continues to use a variety of data sources to provide neighbourhood-level variables across an expanding set of domains, such as sociodemographic characteristics, income, services and amenities, crime, and the environment. Yet, despite these advances, information on the social aspects of neighbourhoods is still unavailable. In this paper, answers to the Canadian Community Health Survey on respondents’ sense of belonging to their local community were pooled over the four survey years from 2016 to 2019. Individual responses were aggregated up to the census tract (CT) level.

    Description:

    Non-probability samples are being increasingly explored by National Statistical Offices as a complement to probability samples. We consider the scenario where the variable of interest and auxiliary variables are observed in both a probability and non-probability sample. Our objective is to use data from the non-probability sample to improve the efficiency of survey-weighted estimates obtained from the probability sample. Recently, Sakshaug, Wisniowski, Ruiz and Blom (2019) and Wisniowski, Sakshaug, Ruiz and Blom (2020) proposed a Bayesian approach to integrating data from both samples for the estimation of model parameters. In their approach, non-probability sample data are used to determine the prior distribution of model parameters, and the posterior distribution is obtained under the assumption that the probability sampling design is ignorable (or not informative). We extend this Bayesian approach to the prediction of finite population parameters under non-ignorable (or informative) sampling by conditioning on appropriate survey-weighted statistics. We illustrate the properties of our predictor through a simulation study.

    Description: The Economic Directorate of the U.S. Census Bureau is developing coordinated design and sample selection procedures for the Annual Integrated Economic Survey. The unified sample will replace the directorate’s existing practice of independently developing sampling frames and sampling procedures for a suite of separate annual surveys, which optimizes sample design features at the cost of increased response burden. Size attributes of business populations, e.g., revenues and employment, are highly skewed. A high percentage of companies operate in more than one industry. Therefore, many companies are sampled into multiple surveys compounding the response burden, especially for “medium sized” companies.

    This component of response burden is reduced by selecting a single coordinated sample but will not be completely alleviated. Response burden is a function of several factors, including (1) questionnaire length and complexity, (2) accessibility of data, (3) expected number of repeated measures, and (4) frequency of collection. The sample design can have profound effects on the third and fourth factors. To help inform decisions about the integrated sample design, we use regression trees to identify covariates from the sampling frame that are related to response burden. Using historic frame and response data from four independently sampled surveys, we test a variety of algorithms, then grow regression trees that explain relationships between expected levels of response burden (as measured by response rate) and frame covariates common to more than one survey. We validate initial findings by cross-validation, examining results over time. Finally, we make recommendations on how to incorporate our robust findings into the coordinated sample design.

    The family environment is an important influence on the health and behaviours of children. Few large-scale datasets include detailed and objectively measured health data about multiple individuals from the same family who are living in the same household. The Canadian Health Measures Survey (CHMS) is a repeating, cross-sectional survey that selects two members of a household-a child and a randomly selected older member of the household aged 12 to 79 years-with at least one child aged 3 to 11 years in residence. These paired respondent records, available in the CHMS relationship files, provide unique opportunities to researchers interested in examining associations between two members of the same household for health behaviours and outcomes. This paper highlights the unique features, recommendations for use and research potential of paired data in the CHMS relationship files.

    The objective of this study was to describe sex-specific hospitalization rates among Indigenous people in Canada (excluding Quebec), separately for First Nations people living on and off reserve, Inuit living in Inuit Nunangat (excluding Nunavik), Métis, and the non-Indigenous population. The 2006 and 2011 Canadian Census Health and Environment Cohorts (CanCHECs) were used, allowing hospital records to be examined by Indigenous identity as reported on the census. The following research questions were addressed: (1) How do leading causes of hospitalization and rates from the 2006 cohort compare with those from the 2011 cohort? (2) How do leading causes of hospitalization and rates differ for females and males and by Indigenous group? (3) What are the largest disparities in hospitalization rates between Indigenous and non-Indigenous females and males?

    We consider the problem of deciding on sampling strategy, in particular sampling design. We propose a risk measure, whose minimizing value guides the choice. The method makes use of a superpopulation model and takes into account uncertainty about its parameters through a prior distribution. The method is illustrated with a real dataset, yielding satisfactory results. As a baseline, we use the strategy that couples probability proportional-to-size sampling with the difference estimator, as it is known to be optimal when the superpopulation model is fully known. We show that, even under moderate misspecifications of the model, this strategy is not robust and can be outperformed by some alternatives.

    Description:

    Changes in the design of a repeated survey generally result in systematic effects in the sample estimates, which are further referred to as discontinuities. To avoid confounding real period-to-period change with the effects of a redesign, discontinuities are often quantified by conducting the old and the new design in parallel for some period of time. Sample sizes of such parallel runs are generally too small to apply direct estimators for domain discontinuities. A bivariate hierarchical Bayesian Fay-Herriot (FH) model is proposed to obtain more precise predictions for domain discontinuities and is applied to a redesign of the Dutch Crime Victimization Survey. This method is compared with a univariate FH model where the direct estimates under the regular approach are used as covariates in a FH model for the alternative approach conducted on a reduced sample size and a univariate FH model where the direct estimates for the discontinuities are modeled directly. An adjusted step forward selection procedure is proposed that minimizes the WAIC until the reduction of the WAIC is smaller than the standard error of this criteria. With this approach more parsimonious models are selected, which prevents selecting complex models that tend to overfit the data.

    This is the first research paper by Statistics Canada using high school administrative data from the British Columbia (BC) Ministry of Education integrated with the Education and Labour Market Longitudinal Platform. It builds upon BC’s Student Transitions Project to answer the questions: Are high school graduates with certain types of special education needs less likely to attend postsecondary education than graduates without special education needs? Are graduates with certain types of special education needs more likely to delay entering postsecondary education than graduates without special education needs? If so, does the gap in enrolment close over time? Finally, this paper will examine whether graduates with certain types of special education needs are more or less likely to enter specific educational qualifications than graduates without special education needs within six years of graduating from high school.

Information about this risk may be important for evidence-based decision-making about how and when to impose or ease restrictions on businesses. To respond to this need, a network of academic researchers across Canada developed a new tool to measure the risk of COVID-19 exposure by occupation, and the importance of different sectors to the economy.
