Economic accounts

Description: These indexes are calculated to establish and adjust the Post Living Allowance (PLA) paid to Canadian government employees serving outside of Canada. They are comparative measurements that numerically express the difference between the retail prices of a representative basket of goods and services at a foreign location with prices for a similar basket of goods and services in Ottawa.

Three separate reports are provided to reflect the specific terms and conditions of service for these personnel. A description of each report is provided below.

Foreign Service Directives Post Indexes

These indexes are calculated for personnel serving under the terms and conditions of the Foreign Service Directives (FSDs). They reflect circumstances for personnel who may have access to certain goods and services that are free of duties or taxes or to sources of supply that are not available to the general public. Where employees do not have (either directly or indirectly) duty-free purchasing privileges, departmental administrators must consult with Statistics Canada to calculate an additional index to reflect the specific circumstances in effect at that post.

Global Affairs Canada (GAC) Post Indexes (TAH)

These indexes are calculated for cooperants and advisors serving under the Technical Assistance Handbook (TAH), whose terms and conditions are governed by Global Affairs Canada (GAC).

Canadian Forces Post Indexes

These indexes are calculated for Canadian Forces members serving under either the terms and conditions of the Military Foreign Service Instructions (MFSIs) or the Foreign Service Directives (FSDs). They reflect circumstances for personnel who may have access to sources of supply that are not available to the general public. These personnel also may have access to certain goods and services that are free of duties or taxes or may be provided with supplies or allowances by the Department of National Defence or the United Nations. The indexes in this listing are not appropriate for use by non-military personnel.

The statistics presented in this section are in three major divisions. The first of these, series G1-151, cover private and official estimates of the balance of payments on current and capital account from 1900 to 1975. This subsection is itself divided into three parts: series G1-56 contain the estimates of the balance of payments of Professors Jacob Viner and Frank Knox for the period 1900 to 1926; series G57-83 contain the official estimates of the balance of payments, current account, prepared by Statistics Canada (formerly Dominion Bureau of Statistics) for the period 1926 to 1975; series G84-152 contain the official estimates of the balance of payments, capital account for 1926 to 1975.

Environmental protection expenditures in the business sector, preliminary data presents operating and capital expenditures made by primary and manufacturing industries in response to, or in anticipation of, environmental regulations and conventions. The results are from the Environmental Protection Expenditure Survey. The data contained in Environmental protection expenditures in the business sector help to fill important gaps in existing information on the demand side of the 'environment industry.' More specifically, it provides a measure of the cost to the industry of adopting pollution prevention and abatement technologies and other environmental protection practices. Data included in Environmental protection expenditures in the business sector are components of a national statistical database on the environment industry.

"Intergenerational equity" is a term that can be interpreted in the sense of either: [1] equity between persons in the intergenerational transmission of economic status - often judged by the norm of "equality of opportunity"; or [2] equity in the intergenerational division of aggregate resources, considering all members of each generation as a group. The COVID-19 Pandemic has been affecting Canadians’ daily lives since the second quarter of 2020. Production and employment were cut back largely at the beginning in order to slow the spread of this contagious disease, leading to a sharp decline in income and a rise in the unemployment rate. GDP per capita of a country is often used for assessing the standard of living and its cross-country comparisons. Since 2020, Canada’s per capita GDP has averaged -1.3% per year, down from its long-term annual average of 1.2% from 1981 to 2019 and from 1.0% per year from 2010 to 2019. For a better understanding of the sources of Canada’s per capita GDP growth, this article decomposes GDP per capita into labour productivity, work intensity, employment rate, participation rate, and the share of working population. The contributions of these 5 ratios to Canada’s per capita GDP growth are examined.
