In surveys, text answers from open-ended questions are important because they allow respondents to provide more information without constraints. When classifying open-ended questions automatically using supervised learning, often the accuracy is not high enough. Alternatively, a semi-automated classification strategy can be considered: answers in the easy-to-classify group are classified automatically, answers in the hard-to-classify group are classified manually. This paper presents a semi-automated classification method for multi-label open-ended questions where text answers may be associated with multiple classes simultaneously. The proposed method effectively combines multiple probabilistic classifier chains while avoiding prohibitive computational costs. The performance evaluation on three different data sets demonstrates the effectiveness of the proposed method.

Digital delivery is one of four primary modes of supplying services to another country, alongside in-person delivery, either through the customer or the supplier traveling to their counterpart, or by establishing a commercial presence in the other country. As part of Statistics Canada’s strategy to measure how digitalisation is enabling, transforming and disrupting international trade in services, enterprises in Canada were asked for the first time for reference year 2018 to provide the share of their exports of 15 distinct commercial services that had been delivered remotely, of which digital delivery is the primary mechanism. Provided to services exporters through a supplementary survey module within Statistics Canada’s International transactions in commercial services, this new data source for digital trade in services is the result of extensive collaboration between Statistics Canada and Canada’s export community, its US counterparts in economic statistics, such as the Bureau of Economic Analysis, and regional and international organizations – notably the Organisation for Economic Co-operation and Development, the World Trade Organisation and Eurostat. This article discusses a primary metric derived from this new survey module - the digital intensity of Canada’s 2018 commercial services exports with analysis of exporters by service category, industry, size class, type of multinational, and trading partner. In doing so, Statistics Canada continues to make progress along the continuum of measuring digital trade and this paper on digital delivery of Canada’s services exports serves as a contribution on Canada’s measurement of trade in services by mode of supply.

Using data from the 2003 to 2013 cycles of the Canadian Community Health Survey, this study’s objective was to characterize smoking history by sex using birth cohorts beginning in 1920. Smoking histories for each birth cohort included age at smoking initiation and cessation, which was used to construct smoking prevalence for each calendar year from 1971 to 2041. A secondary objective was to characterize smoking history by socioeconomic status.

Multinationals play an important role in the world economy because they are larger, innovate more, are more productive and pay higher wages compared with non-multinationals. Multinationals (i.e., firms that have established affiliates or subsidiaries in other countries) have played an increasingly important role in many economies. In Canada, multinationals accounted for only 0.8% of all enterprises in 2016, but they held 67% of all assets in the Canadian economy (Schaffter and Fortier-Labonté 2019). Given the importance of multinationals to the Canadian economy, it is essential for policy makers to understand the economic performance and productivity advantage of multinationals operating in Canada.
To address policy-relevant research questions, a rich micro dataset covering all industries from 2000 to 2014 has been constructed for this study, using several administrative microdata files at Statistics Canada. This dataset is used to delve deeper into and estimate the productivity advantage of multinationals, including the selection and learning effects associated with multinationality. In addition, this study investigates whether and how research and development (R&D) investment contributes to the superior productivity performance of multinationals.
