Periodically, income statistics are updated to reflect the most recent population estimates derived after the census. Accordingly, with the release of the 2020 data from the Canadian Income Survey (CIS), Statistics Canada has revised estimates for 2012 to 2019 using totals from population estimates based on the 2016 Census. This paper presents a comparison between revised and unrevised estimates for key income series, and describes other modifications made to CIS variables.

This discussion paper describes the proposed methodology for a Northern Market Basket Measure (MBM-N) for Yukon and the Northwest Territories, as well as identifies research which could be conducted in preparation for the 2023 review. The paper presents initial MBM-N thresholds and provides preliminary poverty estimates for reference years 2018 and 2019. A review period will follow the release of this paper, during which time Statistics Canada and Employment and Social Development Canada will welcome feedback from interested parties and work with experts, stakeholders, indigenous organizations, federal, provincial and territorial officials to validate the results.

- Articles and reports: 75F0002M2024005Description: The Canadian Income Survey (CIS) has introduced improvements to the methods and data sources used to produce income and poverty estimates with the release of its 2022 reference year estimates. Foremost among these improvements is a significant increase in the sample size for a large subset of the CIS content. The weighting methodology was also improved and the target population of the CIS was changed from persons aged 16 years and over to persons aged 15 years and over. This paper describes the changes made and presents the approximate net result of these changes on the income estimates and data quality of the CIS using 2021 data. The changes described in this paper highlight the ways in which data quality has been improved while having little impact on key CIS estimates and trends.Release date: 2024-04-26

Following this, the square root scale is described and the motivations for using the square root scale are discussed. Third, a series of new tests are conducted to evaluate the efficiency of the square root scale, and these results are discussed in some detail as they reveal many insights. The final section of the paper raises considerations for creating Market Basket Measure (MBM) thresholds for different types of families, such as unattached individuals and those including seniors or persons with disabilities.
