The number of international students has grown considerably worldwide, primarily from developing countries to Western developed countries. In recent years, Canada has led other major Western countries in the growth of international students. The opportunity for international students to work in Canada after graduation and to potentially become permanent residents, and ultimately Canadian citizens, is considered a draw factor for prospective international students. When international students decide to stay and work in Canada after graduation, one of the main avenues to do so is through the Post-Graduation Work Permit Program (PGWPP). This article examines the trends in the number and share of international students participating in the PGWPP and the share of PGWP holders with employment income and their earnings levels. The transitions of PGWP holders to permanent residency are also examined.

Using a new database created by integrating information from the Postsecondary Student Information System (PSIS) with 2016 Census data, this article examines the extent to which 2012 and 2013 graduates with a bachelor's degree who did not go back to school full time after graduating held a job requiring a high school diploma at most when they entered the labour market in 2016. The overqualification rate is examined according to several characteristics, such as sex, field of study, province, graduation year, belonging to a group designated as a visible minority and immigration status.

In both Canada and the United States, immigrants constitute a disproportionately large share of the supply of university-educated labour trained in the science, technology, engineering and mathematics (STEM) fields. This article examines the Canada–U.S. differences in the occupational skill utilization and earnings of STEM-educated immigrant workers. Using data from the 2016 Census for Canada and the combined 2015 to 2017 American Community Survey, this analysis focuses on immigrants with a university degree in a STEM field who were aged 25 to 64 and arrived as adults.
