The correlation of occupational gender composition and wages is the basis of pay equity/comparable worth legislation. A number of previous studies have examined this correlation in US data, identifying some of the determinants of low wages in "female jobs", as well as important limitations of public policy in this area. There is little evidence, however, from other jurisdictions. This omission is particularly disturbing in the case of Canada, which now has some of the most extensive pay equity legislation in the world. In this paper, we provide a comprehensive picture, circa the late 1980's, of the occupational gender segregation in Canada and its consequences for wages. We also draw explicit comparisons of our findings to evidence for the United States. We find that the link between female wages and gender composition is much stronger in the United States than in Canada, where it is generally small and not statistically significant. The relatively more advantageous position of women in female jobs in Canada is found to be linked to higher unionization rates and the industry-wage effects of "public goods" sectors.

In this paper, we revisit trends in low-income among Canadian children by taking advantage of recent developments in the measurement of low-income intensity. We focus in particular on the Sen-Shorrocks-Thon (SST) index and its elaboration by Osberg and Xu. Low-income intensity declined in the 1980s but rose in the 1990s. Declining earnings put upward pressure on low-income levels over much of the period. Higher transfers more than offset this pressure in the 1980s and continued to absorb a substantial share of the increase through 1993. In contrast, the rise in low-income intensity after 1993 reflected reductions in UI and social assistance benefits that were not offset by increased employment earnings, at least to 1996 the latest year used in this paper.
A major aim of the paper is methodological. We contrast results using the SST index with results produced by the more familiar low-income rate, the usual measure for indexing low-income trends. The low-income rate is embedded in the SST index, but unlike the index, the rate incorporates only partial information on the distribution of low-income. Consequently, the low-income rate is generally unable to detect the changes we describe and this is true irrespective of the choice of low-income cut-off. Compared to the low-income intensity measure, the rate is also relatively insensitive to changes in transfer payments and employment earnings.

In this paper, we assemble data from several household surveys to document how pension coverage of young and older workers has evolved in Canada between the mid-1980s and the mid-1990s. Our main findings are the following. First, both administrative data from the Pension Plans in Canada (PPIC) database and data from household surveys show an increase in RPP coverage for women. In contrast, while PPIC data show a decrease in coverage for men, household surveys indicate no downward trend for males. Second, sample aggregates hide interesting differences within the population. We find that the pension coverage of young workers (aged 25-34) has declined relative to older workers (aged 35-54). Young males have experienced a decline in coverage while RPP coverage has remained fairly stable for older men. In contrast, pension coverage has remained fairly constant for young women but has risen substantially for older women. Third, the decline in unionism and shifts towards industries with low-coverage explain most of the decrease in coverage observed among young men. Fourth, the growth in older women's coverage appears to be the result of their greater propensity to be employed in highly paid/highly covered occupations.

Although refugee claimants seek asylum in Canada for humanitarian reasons, their labour market outcomes play a crucial role in their successful integration, which is why it is important to monitor the degree of labour market success achieved by refugee claimants. This study compares the long-term labour market outcomes of refugee claimants who eventually became permanent residents in Canada (RC-PRs) with those of government-assisted refugees (GARs) and privately sponsored refugees (PSRs), as well as with refugee claimants who did not become permanent residents in Canada (RC-NPRs).

In both Canada and the United States, immigrants constitute a disproportionately large share of the supply of university-educated labour trained in the science, technology, engineering and mathematics (STEM) fields. This article examines the Canada–U.S. differences in the occupational skill utilization and earnings of STEM-educated immigrant workers. This article examines whether the increased selection of economic immigrants from among temporary foreign workers accounted for the recent improvement in immigrants’ employment rates and entry earnings. Immigrants who were former temporary foreign workers, particularly those with medium or high levels of pre-immigration Canadian earnings, had higher employment rates and earnings after immigration than other immigrants. The expansion of two step immigration selection was the driving force for the recent improvement in new immigrants’ labour market outcomes. The dispersion of earnings among workers may come from multiple sources. It may reflect differences in workers’ characteristics, such as education and experience. It may also be because workers are employed at different firms that pay differently. Recent studies from other countries have found that firms play an important role in explaining earnings disparities among workers, often through the link between productivity and pay. However, there has been no Canadian evidence on the link between the earnings dispersion and firm differences because of a lack of matched employer–employee data. This paper presents developments in the dispersion of individuals’ earnings in Canada and examines the potential of firm characteristics to account for this dispersion and changes in this dispersion in the post-2000 period using the Canadian Employer–Employee Dynamics Database.
