This article in the Economic Insights series presents new estimates for women-owned and men owned enterprises in Canada. It uses a unique employer–employee matched database developed using administrative data that covers both business owners and their businesses. A private enterprise is defined as women-owned if women have a majority interest (at least 51%) in the enterprise.

Understanding women’s business ownership and the performance of women-owned enterprises is important for designing policies to promote gender equality in leadership, economic empowerment of women and inclusive growth. However, evidence on business ownership by gender remains scarce because of the lack of comprehensive data. The study, Women-owned Enterprises in Canada (Grekou, Li and Liu, 2018), fills the data gap by identifying business ownership by gender using a newly developed administrative dataset—the Canadian Employer–Employee Dynamics Database (CEEDD). The dataset contains business owner information for all unincorporated enterprises and private corporations in Canada. This paper discusses the methodology adopted to establish the gender structure of business ownership. It then presents estimates of business ownership by gender (men or women majority ownership and equal ownership). Finally, it analyzes the sensitivity of these estimates and compares them with those calculated using other data sources.

Entrepreneurial activity has long been argued as an important driver of innovation, job creation, and productivity growth. However, measuring entrepreneurial activity is not easy. Using a newly developed administrative database of firms and workers, the Canadian Employer–Employee Dynamics Database (CEEDD), over the period from 2001 to 2013, this paper distinguishes incorporated self-employment from unincorporated self-employment, and compares the entry and exit dynamics of the two types of self-employment by age, gender and province. The large number of observations in CEEDD and its longitudinal nature make this detailed analysis possible.

The data are available as series that are adjusted for seasonality. The level of geographic detail includes national, provincial and territorial, as well as census metropolitan areas (CMA). The data are also broken down by two-digit North American Industry Classification System (NAICS) with some common aggregations, including one for the total business sector for national, provincial and territorial levels of geography.

Description: The need for alternative data sources is of growing importance for both supplementing Statistics Canada's data holdings and for nowcasting economic activity. In response to this need, Statistics Canada initiated the development of a Real-time Local Business Conditions Index (RT-LBCI). The index brings together data from a few different sources, including Google's Places API (containing data on temporary and permanent businesses closures), TomTom Real-time traffic API (road traffic data), as well as information from Statistics Canada data holdings (monthly retail and wholesale, Business Register, etc.). The project aims to compute a near real-time index of economic activity in Canadian major cities.

Description: The Extractive Sector Transparency Measures Act (ESTMA) Data Portal is a collaboration between Statistics Canada and Natural Resources Canada, which administers the ESTMA. The ESTMA helps the Government of Canada deter corruption in the extractive sector by requiring extractive entities that are active in Canada to publicly disclose, on an annual basis, certain types of payments made to governments in Canada and abroad. The goal of the data portal is to increase the accessibility and utility of the payment information collected under the ESTMA by bringing together all available ESTMA data in one online location, and further enriching the payment data with analytical functions that help users to leverage the complete ESTMA dataset. The database has also been designed with mobility in mind to ensure that users and stakeholders have mobile access to ESTMA data.

Description: In Canada and other advanced economies, the share of zombie firms, defined as businesses that perform poorly over a long period of time without exiting, has been rising over the past few decades. Recent studies have shown that the share of zombie firms in Canada could potentially be the highest in the world. However, these studies for Canada are based only on publicly traded Canadian firms. This paper presents new evidence on zombification using not only publicly traded firms but also Canadian controlled private corporations, which make up a large proportion of businesses in Canada.

The Unified Enterprise Survey (UES) incorporates several annual business surveys into an integrated survey framework. It aims to ensure Statistics Canada receives consistent and integrated data from many types and sizes of businesses, with enough detail to produce accurate provincial statistics. This year, 17 industry surveys are included in the UES, as well as two cross-industry surveys of large enterprises.
