This paper examines the effect of ethnic neighbourhoods on wage growth as well as other labour market outcomes of immigrant men in Canada using the 1981, 1986, 1991 and 1996 Censuses. While the primary measure of affiliation is country of birth, ethnicity, language and visible minority status are also examined to determine the robustness of the findings. Consistent with U.S. findings, ethnic neighbourhoods based on country of birth are found to have a negative impact on the ten-year wage growth of immigrants. Further, the model for wage growth is found to be robust to different lengths of time and different base years as well as the specification of language and ethnicity as the affiliation grouping. Using country of birth as the affiliation index, exposure is also found to have a negative impact on the growth of total and weekly earnings as well as the initial wages of entry cohorts. While little evidence is found on the effects of ethnic neighbourhoods on changes in employment, a negative effect of exposure is found on entry employment rates of the most recent landing cohorts. Although the overall effect of ethnic neighbourhoods on wage growth is negative, ethnic neighbourhoods are found to have a divergent effect on different landing cohorts, having a positive impact on the wage growth of the more recent cohorts and a negative impact on earlier cohorts.

This research finds that family background (parental education level, family type, ethnicity, location) has important direct and indirect effects on post-secondary participation. The indirect effects of background operate through a set of intermediate variables representing high school outcomes and related attitudes and behaviours. Overall, the large fraction of the family background effect that operates through indirect channels indicates that the period of life before post-secondary financing and related issues become important is crucial for equitable and efficient post-secondary access. In this technical paper, an adapted cross-validation is described for this case. Using a simulation, the sampling distribution of the generalization error rate estimate, under cluster or simple random sampling hypothesis, is compared with the true value. The results highlight the impact of the sampling design on inference: clearly, clustering has a significant impact; the repartition between learning set and test set should result from a random partition of the clusters, not from a random partition of the examples. With cluster sampling, standard cross-validation underestimates the generalization error rate, and is deficient for model selection. These results are illustrated with a real application of automatic identification of spoken language.

Since the 1960s, the social complexion of Toronto's urban landscape has been irreversibly altered as new waves of migrants from Africa, Asia, the Caribbean, and Central and South America have replaced traditional white European migrant flows. This product examines the very different residential settlement patterns of Toronto's three largest racial minorities - Blacks, Chinese and South Asians.

Unlike previous studies based on aggregate level data and 'ecological' correlations, this product assesses the capacity of conventional spatial assimilation theory to account for these differences, using 'locational attainment' models estimated with micro-data from the 1996 Census of Canada. Conclusions show that the residential settlement patterns of South Asians and, strikingly, Blacks fit the expectations of the conventional spatial assimilation model rather well. Initial settlement is in disadvantaged immigrant enclaves from which longer-term, more successful migrants subsequently exit as they purchase homes in more affluent neighbourhoods. Although Toronto's 'Black neighbourhoods' are decidedly poorer than other minority neighbourhoods, most Blacks do not live in these neighbourhoods. In contrast, Chinese immigrants move quickly to purchase homes in somewhat more affluent and enduring ethnic communities. This product shows that, rather than being historically novel, however, the Chinese are replicating the settlement pattern of earlier southern European (particularly Italian) immigrants and for much the same reasons (i.e., relative advantage in the housing market and low levels of language assimilation).
