    The paper explores and assesses the approaches used by statistical offices to ensure effective methodological input into their statistical practice. The tension between independence and relevance is a common theme: generally, methodologists have to work closely with the rest of the statistical organisation for their work to be relevant; but they also need to have a degree of independence to question the use of existing methods and to lead the introduction of new ones where needed. And, of course, there is a need for an effective research program which, on the one hand, has a degree of independence needed by any research program, but which, on the other hand, is sufficiently connected so that its work is both motivated by and feeds back into the daily work of the statistical office.     This report is based on the Access and Support to Education and Training Survey (ASETS), which was undertaken by Statistics Canada in partnership with Human Resources and Skills Development Canada (HRSDC). The ASETS brings together three previous education surveys that covered specific population groups: 1) the Survey of Approaches to Educational Planning (SAEP), which focused on 0 to 18 year olds; 2) the Post-Secondary Education Participation Survey (PEPS), which focused on 18 to 24 year olds; and 3) the Adult Education and Training Survey (AETS), which focused on 25 to 65 year olds. While these three surveys examined specific facets of Canadian's educational experience, their integration in the ASETS allows for a more holistic approach to collecting information on participation in and financing of education and training in Canada. While the ASETS can be used to undertake the same research as the PEPS, AETS and SAEP, it can also be used to address additional research not previously possible.

    The ASETS results presented in this report refer to activities undertaken between July 2007 and June 2008 reference period.

    The Organisation for Economic Co-operation and Development (OECD) collects and reports on statistics from its member countries for various subject matter fields. In order to properly compare these statistics, the OE,CD develops common concepts and measurement standards. For the field of research and development (R&D) statistics, the OECD's proposed standard practice for R&D surveys is detailed in the Frascati Manual (OECD, 2002). However, not all OECD countries' national practices align with the Frascati Manual standards. The OECD receives Canadian R&D data from surveys conducted by Statistics Canada. While the general concepts of the Frascati Manual are integrated with Statistics Canada's survey framework, national variations in reporting with the OECD still exist. One of these national differences in data presentation can be found in the allocation of public general university funds.

    This article explores differences in characteristics of innovative and non-innovative manufacturing plants in Canada using results from the Survey of Innovation (SOI) 2005. It finds that innovative plants are more likely than non-innovators to be large, to have employees with higher education credentials, to engage in research and development (R&D) and marketing activities and to have full-time R&D employees. Innovative plants are also more likely to receive external funding, to export and import, to use both formal and informal methods of intellectual property protection, and to have differences in how they rate the importance of success factors.
