    Description: In this paper, we look for presence of heterogeneity in conducting impact evaluations of the Skills Development intervention delivered under the Labour Market Development Agreements. We use linked longitudinal administrative data covering a sample of Skills Development participants from 2010 to 2017. We apply a causal machine-learning estimator as in Lechner (2019) to estimate the individualized program impacts at the finest aggregation level. These granular impacts reveal the distribution of net impacts facilitating further investigation as to what works for whom. The findings suggest statistically significant improvements in labour market outcomes for participants overall and for subgroups of policy interest.

This article examines the recent changes in the transition to PR across work permit programs and immigration pathways for individuals who have made the transition. The analysis focuses on work permit holders who are in Canada for work purposes under either the Temporary Foreign Worker Program (TFWP) or the International Mobility Program (IMP).

    Description: Retaining and recruiting young skilled workers are important for any community, but perhaps even more so for communities where the main language spoken is a minority official language. This article informs the issue by calculating the share of youth who grew up in a province and eventually obtained a postsecondary education, but who left to work in another part of the country (termed “skill loss”). Likewise, the article also looks at young postsecondary graduates who entered a province to work, as a share of that province’s initial population of homegrown young postsecondary graduates (termed “skill gain”).

From 2016 to 2021, about 1.3 million new immigrants arrived in Canada and accounted for 80% of the growth in the labour force. Alongside increases in immigrants, there has been a rise in same-sex couples within Canada. This study explores select sociodemographic and economic characteristics of immigrants in same-sex couples compared with their counterparts in opposite-sex couples from 2000 to 2020.

    Description: Selecting immigrants with high levels of education increases their chances of economic success. Immigrants with a bachelor’s degree or higher are more adaptable to changes in the labour market and have steeper growth in employment earnings than those with a trades or high school education. However, many immigrants with a bachelor’s degree or higher have occupations that underutilize their skills, which can reduce their employment income, productivity and well-being. A related objective is the retention and integration of provincial nominees in the nominating province or territory. This article is the second in a series that examines the characteristics and labour market outcomes of PNP immigrants and examines the retention of PNP immigrants at both the national and provincial or territorial levels. The analysis uses data from the Immigrant Landing File and tax records, along with three indicators of retention, to measure the propensity of a province or territory to retain immigrants.

    Description:

    Following high school graduation, some students decide to delay their postsecondary education (PSE). This raises the issue of the long-term implications of taking a gap year. The main question asked in this study is “Among high school graduates who eventually registered for postsecondary studies, how do the long-term labour market outcomes compare between those who took a gap year (i.e. attended PSE between 12 and 15 months after high school graduation) and those who followed a more linear path into PSE (i.e. attended PSE within three months of high school graduation)?” The analysis is based on data from the Youth in Transition Survey, Cohort A (YITS-A) linked to the T1 Family File (T1FF) and takes into account differences in a very rich set of characteristics including academic performance, cognitive and non-cognitive ability, parental characteristics (presence, education, aspirations, education savings behaviour), peers, and high school fixed effects.

    The labour market outcomes of recently arrived immigrants are often more negatively affected during recessions than those of the Canadian-born. Entering the labour market during a recession may also result in “scarring” effects for both immigrants and Canadian-born workers—the notion that the effects of entering a labour market during a period of high unemployment persists years into the future. However, the severity and characteristics of recessions vary significantly and may affect immigrants’ outcomes differently. This paper compares immigrants’ outcomes during the past three recessions.

    While a large literature has documented the substantial and persistent earnings losses often experienced by displaced workers, relatively little is known regarding the educational strategies that prime-aged displaced workers use to cope with job loss. Specifically, the extent to which Canadian laid-off workers undergo re-skilling, i.e. enter new fields of study after losing their job or simply upgrade their skills and remain within their initial fields of study is currently unknown.     The number of international students has grown considerably worldwide, primarily from developing countries to Western developed countries. In recent years, Canada has led other major Western countries in the growth of international students. The opportunity for international students to work in Canada after graduation and to potentially become permanent residents, and ultimately Canadian citizens, is considered a draw factor for prospective international students. When international students decide to stay and work in Canada after graduation, one of the main avenues to do so is through the Post-Graduation Work Permit Program (PGWPP). This article examines the trends in the number and share of international students participating in the PGWPP and the share of PGWP holders with employment income and their earnings levels. The transitions of PGWP holders to permanent residency are also examined.

    Description:

    With labour market uncertainty increasing across Canada, there is a need for innovative ways to help displaced workers to re-skill/up-skill and potentially pivot to in-demand occupations. In our study, we present a unique approach to bridge the gap between the displaced and in-demand occupations and provide a machine learning framework that may be able to forecast employment by NAICS for 6 months. We have combined the monthly employment data from Statistics Canada’s Survey of Employment and Payroll Hours, and the monthly job ads counts from Burning Glass to achieve our goal. Our approach consists of three steps: 1.        Finding the displaced occupations in Alberta over the last 7 years based on the integrated actual employment and job ads count data. Step. 2. Using the list of displaced occupations, a unique pivot graph is developed to map a displaced occupation to a list of in-demand occupations which have skills similar to the chosen displaced occupation. Step 3.  Applying SARIMA and SARIMAX models to forecast employment for 6 months. The above approaches are aimed at assisting public policy and planning
