    In this Economic Insights article, the decline in the youth labour force participation rate from 2008 to 2014 is decomposed, in an accounting framework, into components attributable to changes in school enrolment and in students’ and non-students’ labour force participation. The data are analyzed by sex, province and immigrant status. Changes in the composition of youth not in the labour force by student status and type of education pursued are also examined, as are changes in the percentage of youth who are neither in the labour force nor enrolled in full-time studies. The analysis is based on Statistics Canada’s Labour Force Survey from 1976 to 2014.

    Description:

    Using data from the 2012 Aboriginal Peoples Survey, this study takes a first look at school mobility among off-reserve First Nations students in grades 1 to 6 and grades 7 to 12. The reason off-reserve First Nations students last moved schools is examined, and comparisons are made between students in grades 1 to 6 and those in grades 7 to 12. Based on the number of schools that a student had attended and the reason provided for the last school move, comparisons are made between off-reserve First Nations students who were non-movers and movers. Three levels of socio-economic characteristics are examined for off-reserve First Nations students including: student characteristics (for example, age, sex, and registered Indian status); family characteristics (for example, income, living arrangements and parental education); and school support characteristics (for example, parental involvement in education) to show differences between non-movers and movers. Finally, school outcomes (for example, grade on last report card, happiness at school, ever repeated a grade) are compared between non-movers and movers to determine if having one “non-regular” progression school move is negatively related to academic success for off-reserve First Nations students.

    Canada's oil reserves are concentrated in three Canadian provinces: Alberta, Saskatchewan, and Newfoundland and Labrador. Oil prices received by Canadian oil producers more than doubled between 2001 and 2008. The proportion of young men employed in the oil industry differs markedly across provinces and education levels. Taken together, these facts suggest that the increases in world oil prices observed between 2001 and 2008 may have induced cross-educational and cross-provincial variation in labour demand and male wage growth in Canada. Using data from the Canadian Labour Force Survey, this study exploits this variation in wage growth in order to estimate the elasticity of young men's labour market participation and school enrollment with respect to wages.

Results are compared to other participating countries and across Canadian provinces. Chapter 1 provides information on the performance of Canadian 15-year-old students on the PISA 2009 assessment in reading. Chapter 2 presents results on the performance of Canada and the provinces in the minor domains of mathematics and science. Finally, the major findings and opportunities for further study are discussed in the conclusion.

    This report applies various assumptions regarding future participation rates in postsecondary education to projected demographic trends to create three scenarios that estimate the potential future population of students in postsecondary institutions in Canada and the provinces. Projections are provided separately for enrolments at the college and the university levels for three age cohorts: 17 to 19 year-olds, 20 to 24 year-olds and 25 to 29 year-olds. Demographic trends and participation rates in college and in university both vary widely across provinces. To reflect these differences, the analysis is presented at both a national level and for each of the ten provinces. At the national level, the sample size is large enough to allow analysis of trends in both full- and part-time enrolment at the national level; at the provincial level, we constrain our enquiry to full-time only. Demographic data on historical and projected population trends for each of the three age cohorts was provided by Demography Division, Statistics Canada, for the 1990 to 2031 period. Historical college and university participation rates were calculated as the ratio of enrolment to population for the three age cohorts as reported by the Labour Force Survey (LFS). We capture enrolments for the academic year through averaging enrolments over the eight-month period between September and April, for the academic years from 1990/1991 to 2005/2006. Because of the coverage of the LFS, the population considered is that of the ten provinces. Projections of possible future enrolment levels are provided based on three sets of assumptions or 'what if' scenarios: Scenario 1: Maintaining the status quo What if college and university participation rates remain at the average level over the 2003/2004 to 2005/2006 period? Scenario 2: Growth in line with historical trends What if national postsecondary participation rates were to maintain historical trends observed over the 1990/1991 to 2005/2006 period until 2016/2017, remaining constant thereafter? Scenario 3: Closing the gender gap What if, in future, male participation rates in postsecondary education matched the higher rates observed for females over the 2002/2003 to 2005/2006 period?

    This report provides results from the PISA 2003 assessment of student performance in mathematics, reading, science and problem solving at the provincial level, and compares the achievement of Canadian students to that of students internationally. PISA 2003 has a special focus on mathematical literacy.

    Forty-one countries participated in PISA 2003, including all 30 OECD countries and 11 non-OECD countries. About 28,000 15-year-olds from more than 1,000 schools took part in Canada.

The purpose of the following analyses was to develop a profile of minority-language students in Canada (French outside of Quebec, English in Quebec) and the schools they attend.

    This report documents key aspects of the development of the International Adult Literacy and Life Skills Survey (ALL) - its theoretical roots, the domains selected for possible assessment, the approaches taken to assessment in each domain and the criteria that were employed to decide which domains were to be carried in the final design. As conceived, the ALL survey was meant to build on the success of the International Adult Literacy Survey (IALS) assessments by extending the range of skills assessed and by improving the quality of the assessment methods employed.     This teacher's kit helps students understand how the Consumer Price Index (CPI) reflects price changes for the goods and services they buy.

    The Custom Inflation Simulator is a Web-based resource that demonstrates how the many consumer goods and services in the 'basket' are used to calculate the CPI, and how consumption patterns differ from person to person. Using the simulator, students can also see the effect of individual price increases on overall inflation, in other words how each item in the basket is 'weighted' to reflect its importance in Canadians' consumption patterns.

    The adult education and training sector is as complex as it is dynamic. In order to describe all its facets, Statistics Canada surveys many different populations. Given the number of data sources and their conceptual and methodological differences, it is sometimes very difficult for researchers and decision makers to obtain required information or data. This guide is a tool that has been developed to assist them. It provides a summary description of all Statistics Canada surveys related to adult education and training. From a selected variable, it allows the identification of surveys that can provide information. It also indicates relevant publications and how to obtain additional information.
