    Description:

    This paper discusses in detail issues dealing with the technical aspects of designing and conducting surveys. It is intended for an audience of survey methodologists.

    The paper deals with concerns regarding the problem of automatic detection and correction of inconsistent or out-of-range data in a general process of statistical data collection. The proposed approach is capable of handling both qualitative and quantitative values. The purpose of this new approach is to overcome the computational limits of the Fellegi-Holt method, while maintaining its positive features. As customary, data records must respect a set of rules in order to be declared correct. By encoding the rules with linear inequalities, we develop mathematical models for the problems of interest. As a first relevant point, by solving a sequence of feasibility problems, the set of rules itself is checked for inconsistency or redundancy. As a second relevant point, imputation is performed by solving a sequence of set-covering problems.

    This paper reports the results of an empirical analysis of the early career outcomes of recent Canadian Bachelor's level graduates by discipline based on three waves of the National Graduates Surveys, which comprise large, representative databases of individuals who successfully completed their programmes at Canadian universities in 1982, 1986, and 1990, with information gathered during interviews conducted two and five years after graduation for each group of graduates (1984/87, 1988/92, 1990/95).

    The outcomes analysed, all broken down by sex and discipline, include: the distribution of graduates by field and the percentage of female graduates; the percentage of graduates who subsequently completed another educational programme; the overall evaluation of the choice of major (would they choose it again?); unemployment rates, the percentage of workers in part-time jobs, in temporary jobs, self-employed; the job-education skill and credentials matches; earnings levels and rates of growth; and job satisfaction (earnings, overall).

    Many of the outcomes conform to expectations, typically reflecting the different orientations of the various disciplines with respect to direct career preparedness, with the professions and other applied disciplines generally characterised by lower unemployment rates, closer skill and qualification matches, higher earnings, and so on. On the other hand, while the "applied" fields also tend to perform well in terms of the "softer", more subjective measures regarding job satisfaction and the overall evaluation of the chosen programme (would the graduate choose the same major again?), the findings also indicate that graduates' assessments of their post-graduation experiences and overall evaluations of the programmes from which they graduated are based on more than simply adding up standard measures of labour market "success", with the job satisfaction scores and - perhaps most interestingly - the overall programme evaluations often departing from what the objective measures (unemployment rates, earnings levels, etc.) might have predicted. Some implications of the findings are discussed and avenues for future research are suggested.

    This report provides new information on high school dropout rates as of December 1999 and compares high school graduates and dropouts on a number of dimensions, including family background, parental education and occupation, engagement with school, working during high school, peer influence, and educational aspirations. This report also provides a first look at pathways followed by young people once they are no longer in high school, including their participation in post-secondary education, employment status, self-assessed skills levels, and barriers to post-secondary education.

    This report presents initial results for Canada, Canadian provinces and selected countries from PISA 2000. Reading literacy is the major focus of PISA 2000, with mathematical and scientific literacy as minor domains.

    This report also includes results from the Youth in Transition Survey (YITS), a Canadian longitudinal survey designed to examine the patterns of, and influences on, major transitions in young people's lives, particularly with respect to education, training and work.

    Thirty-two countries participated in PISA 2000. In Canada, approximately 30,000 15-year-old students from more than 1,000 schools participated.

    The school performance of the children of immigrants in the Canadian school system is analyzed using data from the first three waves of the National Longitudinal Survey of Children and Youth (NLSCY). School performance is measured in terms of ability at reading, writing, mathematics and overall aptitude. The parents' and teachers' assessments of the children's performances are used, as are the results of formal testing. On average, children of immigrants generally do at least as well as the children of the Canadian-born along each dimension of school performance. The children of immigrant parents whose first language is either English or French have especially high outcomes. The children of other immigrant parents have lower performance in reading, writing and composition but their performance in mathematics is comparable to that of the children of Canadian-born parents. It is also found that with more years in the Canadian education system, the performance of these children in reading, writing and mathematics improves and is equal to or greater than the performance of the children of Canadian-born parents by age thirteen in virtually all areas of performance.

Each file contains anonymous individual responses on a large number of variables. The PUMF user can group and manipulate these variables to suit his/her own data and research requirements. Tabulations not included in other census products can be created or relationships between variables can be analysed by using different statistical tests. PUMFs provide quick access to a comprehensive social and economic database about Canada and its people. All subject-matter covered by the census is included in the microdata files. However, to ensure the anonymity of the respondents, geographic identifiers have been restricted to the provinces/territories and large metropolitan areas. Microdata files have traditionally been disseminated on magnetic tape, which required access to a mainframe computer. For the first time, the 1991 PUMFs will also be available on CD-ROM for microcomputer applications. This file contains data based on a 3% of the population enumerated in the 1991 Census. It provides information on the demographic, social and economic characteristics of the Canadian population. The Individual File allows users to return to the base unit of the census, enabling them to group and manipulate the data to suit their own data and research requirements.

    This interactive data retrieval system allows users to retrieve their own customized tables on literacy profiles for more than 20 countries and for a wide range of combined intermediate variables covering several topics such as: adult education, community activities, demographics, educational experience, household information, labour force experience, language background, mathematics, parental information, reading at home or at work, self-reported skills, training and writing at home or at work.

    The International Adult Literacy Survey (IALS) was a seven-country initiative conducted in the fall of 1994. Its goal: to create comparable literacy profiles across national, linguistic and cultural boundaries. The survey also offers the world's only source of comparative data on participation in adult education and training. The results, published in the report "Literacy, economy and society: Results of the first International Adult Literacy Survey" (Organisation for Economic Co-operation and Development (OECD) and Statistics Canada, 1995), demonstrated a strong plausible link between literacy and a country's economic potential. Since then, a second and a third round of data collection of IALS were conducted in an additional 16 countries in 1996 (See "Literacy skills for the knowledge society: Further results of the International Adult Literacy Survey" (OECD and Human Resources Development Canada, 1997)) and in 1998 (See "Literacy in the information age: Final report of the International Adult Literacy Survey" (OECD and Statistics Canada, 2000)). Several thematic reports and international comparative reports were published following these second and third waves of data collection. In total, IALS includes literacy data pertaining to 23 countries or regions around the world.

    Past research has revealed that young women are more likely to enter postsecondary programs that have lower returns in the labour market, such as the arts, humanities and social sciences. Young men, conversely, tend to enrol in and graduate from programs in science, technology, engineering and mathematics (STEM), which generally have greater labour market returns. Factors such as academic interests, achievement test scores, and high-school marks can affect later university program choice. Using the linked Youth in Transition Survey (YITS) - Programme for International Student Assessment (PISA) data, the current paper examines the relationship between mathematics and science test scores at age 15 and first program choice in university, with a focus on differences in ability in mathematics and science by gender. Generally speaking, the results reveal that the intersection of gender and ability does matter; even young women of high mathematical ability are less likely to enter STEM fields than young men of similar or even lesser mathematical ability. This implies that something other than pure ability is affecting young women's likelihood of entering STEM programs in university.

    Information gathered through PISA enables a thorough comparative analysis of the skill level of students near the end of their compulsory education. PISA also permits exploration of the ways that skills vary across different social and economic groups and the factors that influence the level and distribution of skills within and between countries.

    PISA is a collaborative effort among member countries of the Organization for Economic Co-operation and Development (OECD). In Canada, PISA is administered through a partnership of the Council of Ministers of Education, Canada, Human Resources and Skills Development Canada and Statistics Canada.

    PISA will be repeated every three years. The first PISA cycle was conducted in 2000 and focused on reading, with mathematics and science as minor domains. The focus shifts to mathematics in PISA 2003, to science in 2006, and back to reading in 2009.

    These reports provide results of the PISA assessments of student performance at the provincial level, and compare the achievement of Canadian students to that of students internationally.

    This study estimates the effect of an additional year of schooling (Grade 10) on academic performance, with the particular aim of understanding the role of schooling in shaping the gender and income divides in academic performance. To identify the returns to schooling, the study takes advantage of a setting whereby standardized tests were administered to large samples of students of very close age, but who were in different school grades as a result of school-entry laws, thus creating a sharp discontinuity in school grades. The findings suggest that one additional year of high school (Grade 10) is associated with a large improvement in overall reading and mathematics performance, and that it had a smaller improvement in science performance. However, the improvements are not equally distributed: mathematics scores improve more for boys than for girls, and reading and science scores improve more for lower than for higher income youth. Most importantly, we find no evidence that girls or higher income youth benefit more from an additional year of high school in any test area. These findings suggest that the key to understanding the weaker academic performance of boys and lower income youth may lie in earlier school years, the home or at birth.
