    During the widespread lockdown of economic activities in March and April 2020, the Canadian labour market lost 3 million jobs. From May to July, as many businesses gradually resumed their operations, 1.7 million jobs were recovered. While studies in the United States and Europe suggest that immigrants are often more severely affected by economic downturns than the native born, little is known about whether immigrants and the Canadian born fared differently in the employment disruption induced by the COVID-19 pandemic and, if so, how such differences are related to their socio-demographic and job characteristics. This paper fills this gap by comparing immigrants and the Canadian-born population in their transitions out of employment in the months of heavy contraction and into employment during the months of partial recovery.

    This article examines the role of two-step selection in explaining differences in the short-term and medium-term outcomes of economic immigrants in four major admission programs: Federal Skilled Worker program (FSWP), Provincial Nominee Program (PNP), Quebec Skill Worker (QSWP), and Canadian Experience Class (CEC). These programs are devised to meet various national, regional and sectoral economic needs. The labour market outcomes of economic immigrants in these admission programs are of policy interest because they are often used as indicators of a program’s success. More importantly, the knowledge of which factors underlie the success of one program can help inform the improvement of other programs. It is the fourth of five articles on the two-step selection process.

    This article asks whether pre-immigration Canadian earnings or pre-arranged job offers are the better predictor of initial labour market outcomes. The data consist of economic principal applicants admitted under Canada’s Express Entry (EE) system over the 2015 to 2016 period, derived from the Longitudinal Immigration Database. Over this two-year period, about 16% of economic principal applicants were selected under the EE system, while the majority were still selected under the pre-EE points system. Only among EE principal applicants is the information on pre-arranged job collected. It is the fifth of five articles on the two-step selection process.

    In a two-step immigration selection process, temporary foreign workers are first selected by employers for a temporary job, and some qualified temporary foreign workers then become economic immigrants. The details of this selection process vary among countries. For example, in the US, the temporary workers are typically sponsored by the employers in their bid to become permanent residents. In Canada, the temporary residents are selected for permanent residency by the government based on a set of largely human capital criteria, although employers may play a role in some selection pathways. Viewed in a generic manner, the two step process presents both advantages and risks. This article provides an overview of such potential advantages and risks. It is the first of five articles on the two-step selection process.

    Using data from Statistics Canada’s Canadian Employer–Employee Dynamics Database (CEEDD), this paper has three objectives: (1) determining how the number of jobs created or destroyed by immigrant-owned private incorporated companies compared with that of firms with Canadian-born owners, (2) determining whether immigrant-owned firms were more likely than firms with Canadian-born owners to be high growth firms or rapidly shrinking firms, and (3) determining which immigrant characteristics were associated with a higher likelihood of immigrant-owned firms being high growth firms or rapidly shrinking firms.

    This paper addresses gross job creation (jobs created by expanding continuing firms and entering firms), gross job destruction (jobs terminated by contracting continuing firms and exiting firms), and net job change (the difference between gross job creation and gross job destruction).

    This paper reviews recent research on the determinants of the labour market outcomes of the children of immigrants in Canada and in the U.S. New research on outcomes in Canada is also presented. In the aggregate, and with no controls, the labour market outcomes of the second generation-the children of immigrants-are equal to, or better than, those of the third-and-higher generations-the children of domestic-born parents. However, the story is somewhat different after one has accounted for the superior educational levels and the residential locations of the second generation. In the U.S, the second generation's advantage in labour market outcomes disappears; in Canada, among second-generation members of a visible-minority group, the advantage turns marginally negative. Ethnic group/source region differences in outcomes loom large in both countries. The important determinants of the earnings gap between the second generation and the third-and-higher generations include educational attainment, which accounts for about half of the wage gap, residential location, ethnic background, the degree of "ethnic capital," and the educational and earnings mobility between immigrants and their children.

    This paper reviews the recent research on the determinants of the educational attainment among the children of immigrants born in Canada and the United States, also known as the second generation. The focus is on the gap in educational attainment between the second and third-and-higher generations (the children of domestic-born parents), as well as the intergenerational transmission of education between immigrants and their children.

    On average, the children of immigrants have educational levels significantly above those of their counterparts in Canada with Canadian-born parents. In the U.S., educational levels are roughly the same between these two groups. In both countries, conditional on the educational attainment of the parents and location of residence, the children of immigrants attain higher levels of education than the third-and-higher generations. Parental education and residential location are major determinants of the numerically positive gap in educational attainment between the children of immigrants and the children of Canadian-born or American-born parents. However, even after accounting for these and other demographic background variables, much of the positive gap between the second generation and the third-and-higher generations remains in Canada.

    In Canada, parental education is less important as a determinant of educational attainment for the children in immigrant families than for those with Canadian-born parents. Less educated immigrant parents are more likely to see their children attain higher levels of education than are their Canadian-born counterparts.

    Outcomes vary significantly by ethnic/source region group in both countries. In the U.S., some second-generation ethnic/source region groups, such as those with Mexican, Puerto Rican and other Central/South American backgrounds, have relatively low levels of education (unadjusted data with no controls). However, conditional on background characteristics, these second-generation groups achieve higher levels than their third-and-higher-generation counterparts. In contrast, in Canada, children of the larger and increasingly numerically important immigrant groups (Chinese, South Asians, Africans, etc.) register superior educational attainment levels to those of the third-and-higher generations. This result is partly related to the high levels of parental education and of group-level 'ethnic capital' among these immigrant groups.

    This paper compares changes in wages of university-educated new immigrant workers in Canada and in the U.S. over the period from 1980 to 2005, relative to those of their domestic-born counterparts and to those of high school graduates (university wage premium). Wages of university-educated new immigrant men declined relative to those of domestic-born university graduates over the entire study period in Canada, but rose between 1990 and 2000 in the U.S. The characteristics of entering immigrants underwent more change in Canada than in the U.S. over the 1980-to-2005 period; as a result, compositional changes in the immigrant population had a larger negative effect on the outcomes of highly educated immigrants in Canada than in the U.S. However, even after accounting for such compositional shifts, most of the discrepancy in relative earnings outcomes between immigrants to Canada and immigrants to the U.S. persisted. The university premium for new immigrants was fairly similar in both countries in 1980, but by 2000 was considerably higher in the U.S. than in Canada, especially for men.

It does so by tracking various cohorts of tax filers as they age from their mid-fifties to their late seventies and over. Earlier work examined this question for the 50% of the population with strong labour market attachment during their mid-fifties. This paper extends that work to include 80% to 85% of the population.

    This paper examines the extent to which family income during working years is replaced during the retirement years. It does so by tracking cohorts as they age from their mid-50s to their late 70s, using a taxation-based longitudinal data source that covers 26 years from 1982 to 2007. Earlier work by the same authors examined this question with respect to the 50% of the population with strong labour force attachment during their mid-50s. This paper extends that work to include almost all Canadians (80% to 85% of the population). The adult-equivalent-adjusted family income available to the median Canadian during his or her late 70s is about 80% of that observed when the same person was in his or her mid-50s (a replacement rate of 0.8). Replacement rates in retirement are negatively correlated with income earned around age 55. Median replacement rates are 1.1 among individuals in the bottom income quintile, 0.75 in the middle quintile, and 0.7 in the top quintile. In retirement, public pensions and other transfers more than replace earnings and other income of bottom quintile individuals. However, some individuals have very low replacement rates. For example, 20% of individuals in the middle income quintile had replacement rates below 0.6. More recent cohorts had higher family incomes in retirement than did earlier cohorts as a result of higher earnings and private-pension income.

    Using administrative data, this paper asks (1) whether the changing characteristics of immigrants, notably the rise in the share with university education and in the "skilled economic" immigrant class, contributed positively to immigrant entry earnings during the 1990s, and (2) whether the entry earnings of immigrants improved after 2000, and if not, why not.

    We find that, through the 1990s, the rising number of entering immigrants with university degrees and in the skilled economic class did little to improve earnings at the bottom of the earnings distribution (and reduce poverty rates among entering immigrants), but the changes did increase earnings among immigrants at the middle and top of the earnings distribution. The increasing numbers of highly educated at the bottom of the earnings distribution were unable to convert their education and "skilled class" designation to higher earnings: they found themselves with low incomes. These outcomes may be related to language, credentialism, education quality, or supply issues, as discussed in the paper.

    We find that from 2000 to 2004, the entry earnings of immigrants renewed their slide, but for reasons that differed from the standard explanations of the earlier decline. Much of the fall after 2000 was concentrated among immigrants intending to practice in the information technology (IT) or engineering occupations. This coincided with the IT downturn, which appears to have significantly affected outcomes for these immigrants, particularly the men. Following the significant increase in supply in response to the call for more high-tech workers in the late 1990s, the large numbers of entering immigrants were faced with the IT downturn.

    The past 25 years has seen a more or less continuous deterioration in the economic outcomes for immigrants entering Canada. However, economic outcomes for second-generation Canadians (children of immigrants) are more positive, and in spite of the economic difficulties, after four years in Canada most immigrants entering in 2000 remained positive regarding their immigration decision, citing the freedom, safety, rights, security and prospects for the future as the aspects they appreciate most in Canada. This paper reviews what we know about the economic deterioration, and the possible reasons behind it, in particular based on the research conducted at Statistics Canada. It also outlines the data development undertaken by Statistics Canada and its policy department partners to support increased research of this topic. From 2002 to 2008, Statistics Canada released 64 research articles on the above topics, and others related to immigration. The research suggests that through the 1980s and 1990s three factors were associated with the deterioration in economic outcomes: (1) the changing mix of source regions and related issues such as language and school quality, (2) declining returns to foreign experience, and (3) the deterioration in economic outcomes for all new labour market entrants, of which immigrants are a special case. After 2000, the reasons appear to be different, and are associated more with the dramatic increase in the number of engineers and information technology (IT) workers entering Canada, and the IT economic downturn. Data also suggest that, by and large, Canadians continue to see immigration as an important part of the development of Canada and that they continue to support it. The paper reviews Statistics Canada research that indicates that economic outcomes for most second-generation Canadians remain very positive. Finally, there is a discussion of the interaction between immigration and social cohesion in Canada, and possible reasons as to why we have not seen the discontent with immigration policy in Canada that has been observed in some European countries.

    The recent economic boom in the Canadian province of Alberta provides an ideal "natural experiment" to examine immigrants' responses to a strong labour demand outside major metropolitan centres. The key finding of our study, which is based on a unique dataset that combines administrative and immigrant records, is that not only did immigrants respond to the recent economic boom in Alberta, but they responded generally more strongly than non-immigrants. We find, however, a great deal of heterogeneity in the magnitude of the response across different regions and for different categories of immigrants.

    Past research has shown that the Canadian pension system is relatively effective in helping seniors to stay out of poverty. However, the extent to which the pension system enables individuals and families to maintain living standards achieved during their working years after retirement (income security) is less well understood. To help fill this knowledge gap, we employ 20-year longitudinal data to track individuals as they move from age 55 through their retirement years. We use various measures of an individual's family income to study four main issues: change in income levels through retirement; the role that various income sources play in this change; variation in replacement rates through time and between poorer and richer individuals; and, finally, the degree of long-term stability in individual incomes. For workers with average incomes, family income falls after age 60, declines until age 68, and then stabilizes at approximately 80% of the income level they had at age 55. In contrast, low income individuals (those in the bottom income quintile) experience little change in income as they move from age 55 through the retirement years, largely because of the income maintenance effects of the public pension system. They experience high levels of individual income instability in their late 50s and early 60s, but income instability falls dramatically after retirement. Individuals in the top quintile experience substantially larger income declines in retirement so that income inequality within a cohort declines as the cohort ages. More recent groups of retirees are experiencing higher income levels than earlier cohorts, largely because of higher private pensions. Replacement rates have changed little among cohorts, however. Whether recent gains in income levels will persist in future cohorts is unknown since pension coverage has been falling among younger workers.
