Description: This study examined the impact of federal business innovation and growth support (BIGS) programs on firm financial performance measured using revenue, profit and employment metrics. Using Statistics Canada’s Business Linkable File Environment data, the study observed the effects of BIGS on exporting versus non-exporting firms and Canadian- versus U.S.-owned firms from 2015 to 2020. Unlike previous studies that relied mainly on survey data, one significant aspect of this research was the use of a new dataset, enabling panel data structures and models to be employed. To assess the impact of BIGS and research and development spending on three interrelated measures of firm financial performance, the CDM (Crépon et al., 1998) framework was adopted.

Description: The COVID-19 pandemic has highlighted several issues among health care workers in Canada’s long-term care and seniors’ (LTCS) homes, including labour shortages, staff retention difficulties, overcrowding, and precarious working conditions. There is currently a lack of information on the health, well-being, and working conditions of health care workers in LTCS homes—many of them immigrants—and a limited understanding of the relationship between them. Using data from the 2021 Survey on Health Care Workers’ Experiences During the Pandemic, this paper examines differences between immigrant and non-immigrant workers’ health outcomes and precarious working conditions during the pandemic.

5. Bayesian small area models under inequality constraints with benchmarking and double shrinkage

Description: We present a novel methodology to benchmark county-level estimates of crop area totals to a preset state total subject to inequality constraints and random variances in the Fay-Herriot model. For planted area of the National Agricultural Statistics Service (NASS), an agency of the United States Department of Agriculture (USDA), it is necessary to incorporate the constraint that the estimated totals, derived from survey and other auxiliary data, are no smaller than administrative planted area totals prerecorded by other USDA agencies except NASS. These administrative totals are treated as fixed and known, and this additional coherence requirement adds to the complexity of benchmarking the county-level estimates. A fully Bayesian analysis of the Fay-Herriot model offers an appealing way to incorporate the inequality and benchmarking constraints, and to quantify the resulting uncertainties, but sampling from the posterior densities involves difficult integration, and reasonable approximations must be made. First, we describe a single-shrinkage model, shrinking the means while the variances are assumed known. Second, we extend this model to accommodate double shrinkage, borrowing strength across means and variances. This extended model has two sources of extra variation, but because we are shrinking both means and variances, it is expected that this second model should perform better in terms of goodness of fit (reliability) and possibly precision. The computations are challenging for both models, which are applied to simulated data sets with properties resembling the Illinois corn crop.

Cycling is the fastest growing mode of transportation in many Canadian communities and has experienced major boosts during the COVID pandemic. While there have been recent efforts to develop national measures of active living environments for walking and for transit in Canada, there are no corresponding measures for cycling environments. The goal of this study is to develop the first national dataset in Canada for Dissemination area -level metrics of the cycling environment: the Canadian Bikeway Comfort and Safety metrics. This will help develop area-level metrics of the cycling environment for all of Canada.

Moreover, literacy performance is examined in relation to differences in variables such as educational attainment, employment and unemployment, earnings and self-assessed health. This analytical study uses Canadian Vehicle Survey data for 2000 to explain road use characteristics of young and aging drivers on a national basis. The analysis examines differences between two age groups - those aged 24 and under and those aged 55 and over - with the remainder of the population, those aged 25 to 54.
The focus of the study is on when and why drivers choose to make road trips, and how the driving population compares with the population as a whole. Driver characteristics were compared with Canadian motor vehicle traffic collision statistics published by Transport Canada (1999) as a means of putting driving exposure into perspective.
