This term refers to those who have an Indigenous mother tongue that they still understand but can no longer speak well enough to conduct a conversation. Silent speakers thus represent a valuable reservoir of cultural and linguistic knowledge. By examining census data across multiple years, this study aims to illuminate the demographic makeup, geographic distribution, and long-term trends of this pivotal group.

Property taxes (residential and non-residential) are by far the most important revenue source, accounting for 35% in 2003 (up from 30% in 1988). But, residential property taxes are commonly viewed as regressive in relation to income.
