    Description: National Statistical Institutes (NSIs) are directing resources into advancing the use of administrative data in official statistics. Administrative data, however, are not developed for the purpose of producing statistics rather as a result of an event or transaction relating to administrative procedures of organizations, public administrations and government agencies. Therefore, it is essential to check the quality of the administrative data with respect to sources of error, particularly representativeness to the target population. In this paper, we utilize the strength of probability-based reference samples or censuses that can be used to detect the lack of representativeness in administrative data and introduce quality indicators based on distance metrics and representativity indicators (R-indicators). We demonstrate their application with a simulation study and discuss a real application applied on a UK Office for National Statistics (ONS) administrative dataset.

    Description: The Child Poverty Reduction Act (2018) outlines a need for the New Zealand Government to set three- and ten-yearly persistent child poverty reduction targets come end of 2024. In the absence of longitudinal survey data, a survey-administrative data hybrid method that will facilitate the production of these reduction targets and official estimates of persistent child poverty once reporting is required for the 2025/2026 financial year onwards is outlined. This hybrid approach leverages off the cross-sectional Household Economic Survey (HES), administrative-based beneficiary's family data, and recent advances developed for the construction of households within the Administrative Population Census (APC) at Statistics New Zealand. With increasing data collection challenges due to rising non-response and costs, this survey-admin hybrid method represents an alternative to longitudinal survey data collection, ensuring ongoing sustainable and quality statistics to produce persistent child poverty estimates.

    Description: At Statistics Netherlands (SN) for some economic sectors two partly-independent intra-annual turnover index series are available: a monthly series based on survey data and a quarterly series based on value added tax data for the smaller units and re-used survey data for the other units. SN aims to benchmark the monthly turnover index series to the quarterly census data on a quarterly basis. This cannot currently be done because the tax data has a different quarterly pattern: the turnover is relatively large in the fourth quarter of the year and smaller in the first quarter. With the current study we aim to describe this deviating quarterly pattern at micro level. In the past we developed a mixture model using absolute turnover levels that could explain part of the quarterly patterns. Because the absolute turnover levels differ between the two series, in the current study we use a model based on relative quarterly turnover levels within a year.

    Description:

    Background: Evaluation of the coverage that results from linking routinely collected administrative hospital data with survey data is an important preliminary step to undertaking analyses based on the linked file. Data and methods: To evaluate the coverage of the linkage between data from cycle 1.1 of the Canadian Community Health Survey (CCHS) and in-patient hospital data (Health Person-Oriented Information or HPOI), the number of people admitted to hospital according to HPOI was compared with the weighted estimate for CCHS respondents who were successfully linked to HPOI. Differences between HPOI and the linked and weighted CCHS estimate indicated linkage failure and/or undercoverage. Results: According to HPOI, from September 2000 through November 2001, 1,572,343 people (outside Quebec) aged 12 or older were hospitalized. Weighted estimates from the linked CCHS, adjusted for agreement to link and plausible health number, were 7.7% lower. Coverage rates were similar for males and females. Provincial rates did not differ from those for the rest of Canada, although differences were apparent for the territories. Coverage rates were significantly lower among people aged 75 or older than among those aged 12 to 74.

    The National Routing System is a multi-jurisdictional effort to improve the collection and validation of birth and death information from provincial vital event registries. Instead of having to wait for batch files to be sent at various points during the year, provinces send individual records as an event is registered. Timeliness is further enhanced by the adoption of data and technical standards. Data users no longer have to deal with multiple data formats and transfer media when compiling data from multiple sources. Similarly, data providers need to perform a once only transformation of their data in order to satisfy multiple clients.

    Description:

    The Survey of Employment, Payrolls and Hours (SEPH) is a monthly survey using two sources of data: a census of payroll deduction (PD7) forms (administrative data) and a survey of business establishments. This paper focuses on the processing of the administrative data, from the weekly receipt of data from the Canada Revenue Agency to the production of monthly estimates produced by SEPH.

    The edit and imputation methods used to process the administrative data have been revised in the last several years. The goals of this redesign were primarily to improve the data quality and to increase the consistency with another administrative data source (T4) which is a benchmark measure for Statistics Canada's System of National Accounts people. An additional goal was to ensure that the new process would be easier to understand and to modify, if needed. As a result, a new processing module was developed to edit and impute PD7 forms before their data is aggregated to the monthly level.

    This paper presents an overview of both the current and new processes, including a description of challenges that we faced during development. Improved quality is demonstrated both conceptually (by presenting examples of PD7 forms and their treatment under the old and new systems) and quantitatively (by comparison to T4 data).

    The Federation of Canadian Municipalities' (FCM) Quality of Life Reporting System (QOLRS) is a means by which to measure, monitor, and report on the quality of life in Canadian municipalities. To address that challenge of administrative data collection across member municipalities the QOLRS technical team collaborated on the development of the Municipal Data Collection Tool (MDCT) which has become a key component of QOLRS' data acquisition methodology. Offered as a case study on administrative data collection, this paper argues that the recent launch of the MDCT has enabled the FCM to access reliable pan-Canadian municipal administrative data for the QOLRS.

    This paper explains how to append census area-level summary data to survey or administrative data. It uses examples from survey datasets present in Statistics Canada Research Data Centres, but the methods also apply to external datasets, including administrative datasets. Four examples illustrate common situations faced by researchers: (1) when the survey (or administrative) and census data both contain the same level of geographic identifiers, coded to the same year standard ("vintage") of census geography (for example, if both have 2001 DA); (2) when the two files contain geographic identifiers of the same vintage, but at different levels of census geography (for example, 1996 EA in the survey, but 1996 CT in the census data); (3) when the two files contain data coded to different vintages of census geography (such as 1996 EA for the survey, but 2001 DA for the census); (4) when the survey data are lacking in geographic identifiers, and those identifiers must first be generated from postal codes present on the file. The examples are shown using SAS syntax, but the principles apply to other programming languages or statistical packages.

    This paper reports research to introduce model-assisted estimation into the American Community Survey (ACS), a large-scale ongoing survey intended to replace the long-form sample in the U.S. decennial censuses. The proposed application integrates information from administrative records into ACS estimation. The approach to model-assisted estimation restricts the use of the administrative records to adjustments to the survey weights, while retaining the data on characteristics reported by respondents in the ACS. Although the ACS is a general-purpose survey not specifically tied to health, this case study may suggest possible methodological applications in areas of health statistics.

    Description:

    Administrative data, depending on its source and original purpose, can be considered a more reliable source of information than survey-collected data. It does not require a respondent to be present and understand question wording, and it is not limited by the respondent’s ability to recall events retrospectively. This paper compares selected survey data, such as demographic variables, from the Longitudinal and International Study of Adults (LISA) to various administrative sources for which LISA has linkage agreements in place. The agreement between data sources, and some factors that might affect it, are analyzed for various aspects of the survey.
