In recent years, differences in working hours between Canada and other countries have been the focus of a substantial body of research. Much less attention has been paid to regional differences in work hours, although differences in average annual work hours between some regions are of an order of magnitude that is similar to that of the Canada-U.S. difference. Using data from the 2004 Survey of Labour and Income Dynamics, this study examines how much of differences in working time between Ontario and five other regions of Canada can be explained by 'observable' differences, including differences in union status, industrial structure, job conditions and demographic characteristics. 'Observables' were relatively efficient in explaining differences in the shares of individuals working a short year and working a full-year, full-time schedule. However, they were not very helpful in explaining differences in long work hours, did not entirely explain the larger share of short-year workers in the Atlantic and in British Columbia, and did not explain the huge popularity of the 'low' full-year, full-time schedule in Quebec. These differences that remain unexplained suggest that 'unobservable' factors (those that are difficult to observe in household surveys) also contribute to regional differences in work hours. These include incentives related to wage inequality, possible tax incentives (or disincentives) built upon progressive taxation policies, differences in job conditions, in preferences and tastes, and in the shape of institutions.

The 2005 National Survey of the Work and Health of Nurses (NSWHN) is the first nationally representative survey to focus on the working conditions and health of Canada's nurses. Registered nurses (RNs), licensed practical nurses (LPNs) and registered psychiatric nurses (RPNs) in all provinces and territories shared their perceptions on a variety of topics, including:- workload- working overtime, whether paid or unpaid- adverse events such as medication errors and patient falls- support and respect from co-workers and supervisors- staffing adequacy- working relations with physicians- their own chronic diseases and injuries- their mental health.
The 2005 NSWHN was developed in collaboration with organizations representing practicing nurses, health care researchers, health information specialists and federal government departments. The survey was conducted by Statistics Canada in partnership with the Canadian Institute for Health Information and Health Canada. A total of 18,676 nurses were interviewed, representing LPNs, RNs and RPNs in a variety of health care settings and in all provinces and territories. The survey's impressive response rate of 80% reflects the enthusiasm and support of nurses across the country.
The survey collected information on a rich array of topics reflecting the physical and emotional challenges nurses face in delivering patient care today. Nurses answered many questions about the quality of patient care, working relations with co-workers and managers, the amount of time they work to get their jobs done, and the way they feel about their jobs and careers as nurses. Data from the 2005 NSWHN will provide an invaluable resource for researchers, health care providers, policy makers and anyone with an interest in human resources, particularly in the health care field.

The 2005 National Survey of the Work and Health of Nurses (NSWHN) represents a collaborative effort involving the Canadian Institute for Health Information, Health Canada, and Statistics Canada.
The NSWHN was designed to examine links between the work environment and the health of regulated nurses in Canada, and is the first nationally representative survey of its kind. The survey's high response rate (80%) reflects the enthusiasm with which nurses involved themselves in the survey.
Nearly 19,000 regulated nurses, representing registered nurses (RNs), licensed practical nurses (LPNs) and registered psychiatric nurses (RPNs) across the country were interviewed on a variety of topics, including the conditions in which they practice, the challenges they face in doing their jobs, and their physical and mental wellbeing.
They shared their perceptions of work organization, including staffing, shift work, overtime and employee support. Nurses were also asked about work stress, role overload, respect, and quality of patient care. Information about their health status, such as chronic conditions, pain, self-perceived general and mental health, medication use, and the impact of health on the performance of nursing duties, was also collected.
This document presents key findings from the 2005 NSWHN for each province, as well as for the three territories combined.

This paper primarily aims at proposing a cost-effective strategy to estimate the intercensal unemployment rate at the provincial level in Iran. Taking advantage of the small area estimation (SAE) methods, this strategy is based on a single sampling at the national level. Three methods of synthetic, composite, and empirical Bayes estimators are used to find the indirect estimates of interest for the year 1996. Findings not only confirm the adequacy of the suggested strategy, but they also indicate that the composite and empirical Bayes estimators perform well and similarly.

The Youth in Transition Survey (YITS) is a longitudinal survey designed to provide policy-relevant information about school-work transitions and factors influencing pathways. YITS will provide vehicle for future research and analysis of major transitions in young people's lives, particularly those between education, training and work. Information obtained from, and research based on, the survey will help clarify the nature and causes of short and long-term challenges young people face in school-work transitions and support policy planning and decision making to help prevent or remedy these problems.
Objectives of the Youth in Transition Survey were developed after an extensive consultation with stakeholders with an interest in youth and school-work transitions. Content includes measurement of major transitions in young people's lives including virtually all formal educational experiences and most labour-market experiences. Factors influencing transitions are also included family background, school experiences, achievement, aspirations and expectations, and employment experiences.
The implementation plan encompasses a longitudinal survey for each of two age cohorts, to be surveyed every two years. Data from a cohort entering at age 15 will permit analysis of long-term school-work transition patterns. Data from a cohort entering at ages18-20 will provide more immediate, policy-relevant information on young adults in the labour market.
Cycle one for the cohort aged 15 will include information collected from youth, their parents, and school principals. The sample design is a school-based frame that allows the selection of schools, and then individuals within schools. This design will permit analysis of school effects, a research domain not currently addressed by other Statistics Canada surveys. Methods of data collection include a self-completed questionnaire for youth and school principals, a telephone interview with parents, and assessment of youth competency in reading, science and mathematics as using self-completed test booklets provided under the integration of YITS with the OECD Programme for International Student Assessment (PISA). A pilot survey was conducted in April 1999 and the main survey took place in April-May 2000. Interviews were conducted with 30,000 students aged 15 from 1,000 schools in Canada. A telephone interview with parents of selected students took place in June 2000.
The sample design for the cohort aged 18-20 is similar to that of the Labour-Force survey. The method of data collection is computer-assisted telephone interviewing. The pilot survey was conducted in January 1999. In January-February 2000, 23, 000 youth participated in the main survey data collection.
Data from both cohorts is expected to be available in 2001. Following release of the first international report by the OECD/PISA project and the first national report, data will be publically available, permitting detailed exploration of content themes.

This paper examines the robustness of a measure of the average complete duration of unemployment in Canada to a host of assumptions used in its derivation. In contrast to the average incomplete duration of unemployment, which is a lagging cyclical indicator, this statistic is a coincident indicator of the business cycle. The impact of using a steady state as opposed to a non steady state assumption, as well as the impact of various corrections for response bias are explored. It is concluded that a non steady state estimator would be a valuable compliment to the statistics on unemployment duration that are currently released by many statistical agencies, and particularly Statistics Canada.

The Standard Occupational Classification provides a systematic classification structure to identify and categorize the entire range of occupational activity in Canada. This up-to-date classification is based upon, and easily related to, the National Occupational Classification. It consists of 10 broad occupational categories which are subdivided into major groups, minor groups and unit groups. Definitions and occupational titles are provided for each unit group. An alphabetical index of the occupational titles classified to the unit group level is also included.
