    Description: This analytical article provides insight on the impact of discontinuing apprenticeship programs on the labor market outcomes of apprentices in Canada. Using Census 2016 data and the Education and Labour Market Longitudinal Platform (ELMLP), this study examines certified journeypersons, continuers, and discontinuers of apprenticeship programs from 2008 to 2013. Labour market outcomes are compared primarily through the rates of employment in industries related to their trade of study and earnings.

    This is the first research paper by Statistics Canada using high school administrative data from the British Columbia (BC) Ministry of Education integrated with the Education and Labour Market Longitudinal Platform. It builds upon BC’s Student Transitions Project to answer the questions: Are high school graduates with certain types of special education needs less likely to attend postsecondary education than graduates without special education needs? Are graduates with certain types of special education needs more likely to delay entering postsecondary education than graduates without special education needs? If so, does the gap in enrolment close over time? Finally, this paper will examine whether graduates with certain types of special education needs are more or less likely to enter specific educational qualifications than graduates without special education needs within six years of graduating from high school.

    This article examines trends in registered apprenticeship training in Canada over the 1991 to 2009 period, using information from the Registered Apprenticeship Information System (RAIS). Though data are available for all 22 major trade groups, this article focuses on the top four in terms of total number of apprentices in 2009: electricians, carpenters, automotive service technicians, and plumbers, pipefitters and steamfitters. The analysis first looks at trends in the total number of apprenticeship registrations for each of these four major trade groups and then discusses trends in new registrations, completions and discontinuations.

    This article draws a profile of trade qualifiers in 2007, using data from the Registered Apprenticeship Information System (RAIS). A trade qualifier is a person who has not completed an apprenticeship program but has acquired enough practical work experience to write the examination to obtain the certificate of qualification (or certificate of competence) issued by the provincial or territorial authorities responsible for certifying trades workers. Trade qualifiers accounted for 43% of certificates of qualification issued in the apprenticeable trades in 2007.
