    Description: These indexes are calculated to establish and adjust the Post Living Allowance (PLA) paid to Canadian government employees serving outside of Canada. They are comparative measurements that numerically express the difference between the retail prices of a representative basket of goods and services at a foreign location with prices for a similar basket of goods and services in Ottawa.

    Three separate reports are provided to reflect the specific terms and conditions of service for these personnel. A description of each report is provided below.

    Foreign Service Directives Post Indexes

    These indexes are calculated for personnel serving under the terms and conditions of the Foreign Service Directives (FSDs). They reflect circumstances for personnel who may have access to certain goods and services that are free of duties or taxes or to sources of supply that are not available to the general public. Where employees do not have (either directly or indirectly) duty-free purchasing privileges, departmental administrators must consult with Statistics Canada to calculate an additional index to reflect the specific circumstances in effect at that post.

    Global Affairs Canada (GAC) Post Indexes (TAH)

    These indexes are calculated for cooperants and advisors serving under the Technical Assistance Handbook (TAH), whose terms and conditions are governed by Global Affairs Canada (GAC).

    Canadian Forces Post Indexes

    These indexes are calculated for Canadian Forces members serving under either the terms and conditions of the Military Foreign Service Instructions (MFSIs) or the Foreign Service Directives (FSDs). They reflect circumstances for personnel who may have access to sources of supply that are not available to the general public. These personnel also may have access to certain goods and services that are free of duties or taxes or may be provided with supplies or allowances by the Department of National Defence or the United Nations. The indexes in this listing are not appropriate for use by non-military personnel.

    This publication presents estimates of government revenues attributable to 1998 tourism. The main data sources are the Provincial and Territorial Tourism Satellite Account, the Input-Output tables and T-4 tax remittance files.

    Government revenue covers receipts from-taxes on incomes (i.e., on employment earnings, corporate profits, net income of unincorporated business and government business enterprises)-contributions to social insurance plans (i.e., premiums for Canada/Quebec Pension Plan, Employment Insurance and Workers Compensation)-taxes on production and products (such as sales and property taxes)-sales of government goods and services.

    These revenue sources are broken down into parts that can and cannot be attributed to tourism, for government as a whole and for the three levels of government (federal, provincial/territorial and municipal) separately. Estimates of the government revenue generated per dollar of tourism spending are reported as well.

    The publication contains several summary tables showing revenues attributable to tourism by level of government and by source of revenue, as well as several appendix tables showing results by detailed industry and commodity. It also contains a discussion of the concepts, definitions, data sources and methods used in the study.

This was the first increase in Canada's travel deficit since the second quarter of 2002. Canada's travel deficit with the United States grew because both the number of trips made by Americans to Canada and their travel spending declined. Canada's travel deficit with countries other than the United States reached a new high in the first quarter because overseas visitors spent less in Canada and Canadian travellers increased their spending in overseas countries.

    On May 31, 2001, the quarterly income and expenditure accounts adopted the Chain Fisher Index formula, chained quarterly, as the official measure of real gross domestic product (GDP) in terms of expenditures. This formula was also adopted for the Provincial Accounts on October 31, 2002.

    There were two reasons for adopting this formula: to provide users with a more accurate measure of real GDP growth between two consecutive periods and to make the Canadian measure comparable with the Income and Product Accounts of the United States, which has used the Chain Fisher Index formula since 1996 to measure real GDP.
