    It used to be that Statistics Canada didn’t measure poverty. Not exactly. Poverty is complex, and there wasn't a single definition that everyone agreed on. So while StatCan did measure low income and other income inequality indicators, it didn't measure poverty per se. That is, until 2018, when the government chose to use the Market Basket Measure, or MBM, as Canada's Official Poverty Line. That means that the government now uses the MBM to track its poverty reduction targets.

    But something strange happened during the pandemic: in 2020 the poverty rate fell. And it fell quite a bit. In fact, the poverty rate dropped in one year almost as much as it had in the four preceding years.

    But why? What happened? Will the poverty rate continue to fall? And what happens if it hits zero? How would health outcomes change? Education outcomes? People's general happiness and well-being?

    Has there ever been a time and place in Canada where the poverty rate was zero? The closest may be the Mincome Experiment of the 1970s in Manitoba. Many Canadians have never heard of this guaranteed income experiment, but it offers a glimpse at what eliminating poverty might look like.

    To learn more we spoke with Burton Burton Gustajtis an economist from Statistics Canada, Evelyn Forget, a Professor of Economics and Community Health Sciences at the University of Manitoba and Kevin Milligan, a Professor of Economics in the Vancouver School of Economics at the University of British Columbia.

    This discussion paper describes the proposed methodology for a Northern Market Basket Measure (MBM-N) for Yukon and the Northwest Territories, as well as identifies research which could be conducted in preparation for the 2023 review. The paper presents initial MBM-N thresholds and provides preliminary poverty estimates for reference years 2018 and 2019. A review period will follow the release of this paper, during which time Statistics Canada and Employment and Social Development Canada will welcome feedback from interested parties and work with experts, stakeholders, indigenous organizations, federal, provincial and territorial officials to validate the results.

    Description:

    The Ontario Material Deprivation Survey (OMDS) was conducted on behalf of the Ontario Government. The OMDS was fielded in March and April 2009 as a supplement to the Labour Force Survey. The aim was to gauge the ability of families to satisfy basic material needs such as food, clothing, housing, as well as social needs of participation and leisure. The survey included questions about ten items deemed to be necessities, due to lack of resources, as well as questions on income. The list of ten items came from a 2008 study by the Daily Bread Food Bank of Toronto. The survey was designed to produce estimates of the incidence of missing two or more items (out of ten) for Ontario and various geographic subgroups. It was also designed to provide contextual data on demographic and socioeconomic characteristics of Ontario families and individuals.
