Description: These indexes are calculated to establish and adjust the Post Living Allowance (PLA) paid to Canadian government employees serving outside of Canada. They are comparative measurements that numerically express the difference between the retail prices of a representative basket of goods and services at a foreign location with prices for a similar basket of goods and services in Ottawa.

Three separate reports are provided to reflect the specific terms and conditions of service for these personnel. A description of each report is provided below.

Foreign Service Directives Post Indexes

These indexes are calculated for personnel serving under the terms and conditions of the Foreign Service Directives (FSDs). They reflect circumstances for personnel who may have access to certain goods and services that are free of duties or taxes or to sources of supply that are not available to the general public. Where employees do not have (either directly or indirectly) duty-free purchasing privileges, departmental administrators must consult with Statistics Canada to calculate an additional index to reflect the specific circumstances in effect at that post.

Global Affairs Canada (GAC) Post Indexes

These indexes are calculated for cooperants and advisors serving under the Foreign Assignment Directive, whose terms and conditions are governed by Global Affairs Canada (GAC).

Canadian Forces Post Indexes

These indexes are calculated for Canadian Forces members serving under either the terms and conditions of the Military Foreign Service Instructions (MFSIs) or the Foreign Service Directives (FSDs). They reflect circumstances for personnel who may have access to sources of supply that are not available to the general public. These personnel also may have access to certain goods and services that are free of duties or taxes or may be provided with supplies or allowances by the Department of National Defence or the United Nations. The indexes in this listing are not appropriate for use by non-military personnel.

Description: The need for alternative data sources is of growing importance for both supplementing Statistics Canada's data holdings and for nowcasting economic activity. In response to this need, Statistics Canada initiated the development of a Real-time Local Business Conditions Index (RT-LBCI). The index brings together data from a few different sources, including Google's Places API (containing data on temporary and permanent businesses closures), TomTom Real-time traffic API (road traffic data), as well as information from Statistics Canada data holdings (monthly retail and wholesale, Business Register, etc.). The project aims to compute a near real-time index of economic activity in Canadian major cities.

Description: This interactive dashboard provides access to current and historical data for the new condominium apartment price indexes, for the census metropolitan areas (CMAs) of Halifax, Quebéc City, Montréal, Ottawa-Gatineau (Ontario part), Toronto, Calgary, Edmonton, Vancouver, Victoria as well as a composite of these nine CMAs, in a dynamic and customizable format. The cost-variance optimization of the design of the Canadian Labour Force Survey was carried out in two steps. First, the sample designs were optimized for each of the two major area types, the Self-Representing (SR) and the Non-Self-Representing (NSR) areas. Cost models were developed and parameters estimated from a detailed field study and by simulation, while variances were estimated using data from the Census of Population. The scope of the optimization included the allocation of sample to the two stages in the SR design, and the consideration of two alternatives to the old design in NSR areas. The second stage of optimization was the allocation of sample to SR and NSR areas.

This study is mainly concerned with an evaluation of the forecasting performance of a set of the most often applied ARIMA models. These models were fitted to a sample of two hundred seasonal time series chosen from eleven sectors of the Canadian economy. The performance of the models was judged according to eight variable criteria, namely: average forecast error for the last three years, the chi-square statistic for the randomness of the residuals, the presence of small parameters, overdifferencing, underdifferencing, correlation between the parameters, stationarity and invertibility. Overall and conditional rankings of the models are obtained and graphs are presented.

The synthetic estimator (SYN) has been traditionally used to estimate characteristics of small domains. Although it has the advantage of a small variance, it can be seriously biased in some small domains which depart in structure from the overall domains. Särndal (1981) introduced the regression estimator (REG) in the context of domain estimation. This estimator is nearly unbiased, however, it has two drawbacks; (i) its variance can be considerable in some small domains and (ii) it can take on negative values in situations that do not allow such values.

In this paper, we report on a compromise estimator which strikes a balance between the two estimators SYN and REG. This estimator, called the modified regression estimator (MRE), has the advantage of a considerably reduced variance compared to the REG estimator and has a smaller Mean Squared Error than the SYN estimator in domains where the latter is badly biased. The MRE estimator eliminates the drawback with negative values mentioned above. These results are supported by a Monte Carlo study involving 500 samples.

Following each decennial population census, the Canadian Labour Force Survey (CLFS) has undergone a sample redesign to reflect changes in population characteristics and to respond to changes in information needs. The current redesign program which culminated with introduction of a new sample at the beginning of 1985 included extensive research into improved sample design, data collection and estimation methodologies, highlights of which are described.

Goodness of fit tests, tests for independence in a two-way contingency table, log-linear models and logistic regression models are investigated in the context of samples which are obtained from complex survey designs. Suggested approximations to the null distributions are reviewed and some examples from the Canada Health Survey and Canadian Labour Force Survey are given. Software implementation for using these methods is briefly discussed.

This paper presents a moving average which estimates the trend-cycle while eliminating seasonality from semi-annual series (observed twice yearly). The proposed average retains the power of all cycles which last three years or more; 90% of those of two years; and 55% of cycles of one year and a half. By comparison, the two by two moving average retains the power of respectively 75%, 50% and 25% of the same cycles.

A finite population of size N is supposed to contain M (unknown) units of a specified category A (say) constituting a domain with mean \mu. A procedure which involves drawing units using simple random sampling without replacement till a preassigned number of members of the domain is reached is proposed. An unbiased estimator of \mu is also derived. This is seen to be superior to the corresponding possibly biased estimator based on a comparable SRSWOR scheme with a fixed number of draws. The proposed scheme is also shown to admit unbiased estimators of M and the domain total T.

In response to a need for data on disabled persons in Canada, Statistics Canada undertook a program to create a disability database. This includes using supplements to the Canadian Labour Force Survey in the Fall of 1983 and the Spring of 1984, as well as including questions on the 1986 Census of Population. A general discussion of the background and content of the survey is presented. A comparison of screening methodologies conducted by Statistics Canada in November 1982 and January 1983 is presented and the results are compared.

Available files include spatial environmental data as well as documentation and metadata. This information is released as part of a suite of products associated with the Census of Environment (CoE). The CoE organizes data about Canada’s natural environment using the System of Environmental-Economic Accounting – Ecosystem Accounting international statistical standard, which takes a spatial approach to accounting for Canada’s ecosystems and natural capital.

Tracking water yield—an estimate of renewable water supply derived from National Water Data Archive (HYDAT) streamflow data—provides information to help understand water resources available for human use and ecosystem needs. Chapter 1 of this guide provides an overview of the 2022 IPS and IPS–NIS by introducing the survey background and objectives.
