This is an inverse sampling problem for which we are proposing a few solutions. Simple designs with and without replacement are processed using negative binomial distributions and negative hypergeometric distributions. We also propose estimators for when the units are selected with unequal probabilities, with or without replacement.

    Two-phase sampling designs are often used in surveys when the sampling frame contains little or no auxiliary information. In this note, we shed some light on the concept of invariance, which is often mentioned in the context of two-phase sampling designs. We define two types of invariant two-phase designs: strongly invariant and weakly invariant two-phase designs. Some examples are given. Finally, we describe the implications of strong and weak invariance from an inference point of view.

    Description:

    We present theoretical evidence that efforts during data collection to balance the survey response with respect to selected auxiliary variables will improve the chances for low nonresponse bias in the estimates that are ultimately produced by calibrated weighting. One of our results shows that the variance of the bias – measured here as the deviation of the calibration estimator from the (unrealized) full-sample unbiased estimator – decreases linearly as a function of the response imbalance that we assume measured and controlled continuously over the data collection period. An attractive prospect is thus a lower risk of bias if one can manage the data collection to get low imbalance. The theoretical results are validated in a simulation study with real data from an Estonian household survey.

    The Fertilizer Shipments Survey is a mandatory Statistics Canada survey conducted by Agriculture Division on behalf of the Canadian Fertilizer Institute and Agriculture and Agri-Food Canada, starting in 2008.

    The information from this survey is essential to AAFC to support Canada's international reporting obligations of inventory of Greenhouse Gas emissions governed by the terms of the UNFCCC and Kyoto Protocol agreements.

    The survey produces statistics on shipments of fertilizer in Canada by manufacturers, wholesale distributors and retail distributors. This survey is a continuation of a survey that was conducted by the Canadian Fertilizer Institute, which covers all major Canadian manufacturers, wholesale distributors and retail distributors.

    Aggregate data will be used by analysts to determine the province of destination for fertilizer products manufactured in Canada or imported into Canada, by product type and by nutrient content. Tables will also be provided for fertilizer production at the Canada level and for market inventories for East and West.

    Description:

    This paper draws statistical inference for finite population mean based on judgment post stratified (JPS) samples. The JPS sample first selects a simple random sample and then stratifies the selected units into H judgment classes based on their relative positions (ranks) in a small set of size H. This leads to a sample with random sample sizes in judgment classes. Ranking process can be performed either using auxiliary variables or visual inspection to identify the ranks of the measured observations. The paper develops unbiased estimator and constructs confidence interval for population mean. Since judgment ranks are random variables, by conditioning on the measured observations we construct Rao-Blackwellized estimators for the population mean. The paper shows that Rao-Blackwellized estimators perform better than usual JPS estimators. The proposed estimators are applied to 2012 United States Department of Agriculture Census Data.

    The Standard Geographical Classification (SGC) provides a systematic classification structure that categorizes all of the geographic area of Canada. The SGC is the official classification used in the Census of Population and other Statistics Canada surveys.

    The classification is organized in two volumes: Volume I, The Classification and Volume II, Reference Maps.

    Volume I describes the classification and related standard geographic areas and place names. It provides names and codes for the geographical regions of Canada, provinces and territories, census divisions (counties, regional municipalities) and census subdivisions (municipalities). The names and codes for census metropolitan areas, census agglomerations, census metropolitan influenced zones, economic regions, census agricultural regions and census consolidated subdivisions are shown in the classification variants of the SGC. Volume I explains the changes between the current version of the SGC and the previous version that impact upon the classification, such as changes in name, type or code, and indicates how the new and old codes relate to one another.

    Three correspondence files are available:

    The Dissemination Area correspondence file is a tabular product that describes the relationship between the current census Dissemination Area and the previous census Dissemination Area;

    The Dissemination Area and Land Area correspondence file describes the percentage of the current census Dissemination Area's land area within the boundaries extent of the previous census Dissemination Area;

    The Dissemination Block correspondence file describes the relationship between the current census Dissemination Block and the previous census Dissemination Block.

    Each file contains a unique identifier for the current census geographic area and the corresponding unique identifier for the previous census geographic area. In addition, a relationship flag is included which indicates the degree of correspondence between the geographic areas, facilitating the comparison between census years.

    Description:

    The Dissemination Block Boundary Files portray the dissemination block boundaries for which Census data are disseminated. A dissemination block is an area bounded on all sides by roads and/or boundaries of standard geographic areas and is the smallest geographic area for which population and dwelling count data are disseminated. The files contain the boundaries of all dissemination blocks which combine to cover all of Canada.

    There are two types of boundary files: digital and cartographic. Digital files depict the full extent of the geographical areas, including the coastal water area. Cartographic files depict the geographical areas using only the major land mass of Canada and its coastal islands. The files provide a framework for mapping and spatial analysis using commercially available geographic information systems or other mapping software.

    The Dissemination Block Boundary Files are portrayed in Lambert conformal conic projection and are based on the North American Datum of 1983 (NAD83). A reference guide is available (92-160-GWE).
