    Description: This report presents the results of a study on the estimated number of children eligible for instruction in the minority official language, pursuant to section 23 of the Canadian Charter of Rights and Freedoms, who were classified as ineligible in the 2021 Census because relationships between family members living at different addresses could not be established within this data source. Using other data sources, including previous censuses and administrative data (such as vital statistics and tax data), we were able to establish these family relationships within the 2021 Census.     Description: The survey is sponsored by the Office of the Official Language Commissioner (OCOL). As part of its mandate, the OCOL reviews the use of both official languages in federal institutions. The evaluation is done for employees in a minority situation (i.e., English in Quebec and French in New Brunswick and in bilingual areas of Ontario).

The Sort by feature provides three options:

  • By date – sorts results by product release date starting with the most recent.
  • By relevance is only needed or beneficial when you use the search box and submit a search query. Results are ordered by a combination of where the search term appears in the content, e.g., if it appears in the title, it likely means the product is more relevant to your search; how up to date or new the content in the product is; how popular the product is; and other factors.
