Three separate reports are provided to reflect the specific terms and conditions of service for these personnel. A description of each report is provided below.
Foreign Service Directives Post Indexes
These indexes are calculated for personnel serving under the terms and conditions of the Foreign Service Directives (FSDs). They reflect circumstances for personnel who may have access to certain goods and services that are free of duties or taxes or to sources of supply that are not available to the general public. Where employees do not have (either directly or indirectly) duty-free purchasing privileges, departmental administrators must consult with Statistics Canada to calculate an additional index to reflect the specific circumstances in effect at that post.
Global Affairs Canada (GAC) Post Indexes (TAH)
These indexes are calculated for cooperants and advisors serving under the Technical Assistance Handbook (TAH), whose terms and conditions are governed by Global Affairs Canada (GAC).
Canadian Forces Post Indexes
These indexes are calculated for Canadian Forces members serving under either the terms and conditions of the Military Foreign Service Instructions (MFSIs) or the Foreign Service Directives (FSDs). They reflect circumstances for personnel who may have access to sources of supply that are not available to the general public. These personnel also may have access to certain goods and services that are free of duties or taxes or may be provided with supplies or allowances by the Department of National Defence or the United Nations. The indexes in this listing are not appropriate for use by non-military personnel.

This paper proposes a method for short-term estimation of labour input indicators using administrative data from the Social Security Database (SSD). The rationale for developing this methodology originated from the need for national statistical offices to meet the standard quality criteria in the Regulation no. 1165/98 of the European Community concerning short-term business statistics. Information requested in the Regulation involves such a detailed disaggregation that it would be impossible to meet all the requirements through direct data collection. Administrative data, because of their timeliness and detailed coverage, represent a valuable source for obtaining estimates of business population aggregates that meet such quality requirements.

The information and communication technologies that provide the links are changing, as are the electronic products that they deliver. This requires the statistical office to introduce new surveys and to develop and use relevant industrial and product classifications. As technology changes, so does the way of doing business and trade in a global economy, with implications for statistics on labour, balance of payments and prices, and, more generally for the whole System of National Accounts. While the networked economy is the way of the future, there are people and businesses that cannot participate fully and there is a need for statistical information about them. This paper looks at these issues, at the statistics that are being developed, and at some of the gaps that are arising.

This study examines provincial differences in productivity (GDP per job) using decomposition and regression analysis. In the first stage of the study, the relative size of productivity differences across provinces is examined. Then, these differences are decomposed into two components - the first is the portion of the difference that arises from industry-mix, and the second is due to "real" productivity differences at the industry level. The paper also examines the contributions of the "new" and "old" economy sectors to differences in provincial productivity. Finally, regression analysis is performed in order to determine the statistical significance of interprovincial productivity differences. The paper finds that British Columbia, Alberta, Saskatchewan, Ontario and Quebec do not differ significantly from another in terms of GDP per job after differences in industry mix are considered. Manitoba and the Atlantic Provinces lag behind the others. Most of the difference in the latter two cases stems from "real" differences at the industry level rather than from the effect of differences in industry mix. The Natural Resources sector plays an important role in bolstering the performance of Alberta and Saskatchewan.

In 1994, Statistics Canada published its first estimates of a Tourism Satellite Account (TSA) for the 1988 reference year. In all subsequent work, there has been an ongoing concern on the part of Canadian national accountants with respect to the need for regular updates to the TSA. This article marks the completion of the work involved in updating the TSA for the 1992 reference year and the revisions made to the 1988 year. An analysis of the results as well as a discussion of the structural changes between the two reference years is presented in this paper. In addition, the underlying reasons for the revisions to the previously published 1988 estimates are discussed. A section is also devoted to future developments currently under consideration in the Canadian context, in particular those relating to the development of provincial TSAs for the 1996 reference year.

This Labour Cost Index (LCI), which measures both wage and non-wage costs, would be free from the influence of employment shifts in industries and occupations.
This paper provides a review of the U.S. Employment Cost Index (ECI). The paper describes the LCI in general terms and compares this measure of labour cost with some other Canadian labour market indicators. The paper lists some of the uses and limitations of labour cost index based on the experiences of some other countries with such an index. The paper outlines the proposed plans and micro data model to be tested to develop a Canadian LCI. The major milestones and development issues are summarized in the paper.

Under any degree of inflation, high or low, the values of changes in inventories (VPC) is generally different when it is calculated at the quarterly interval and the four quarters are aggregated into a year compared with its calculation done at the yearly interval. This paper deals with a problem in internationally comparable economic statistics, namely, the fact that countries measure value added by industry differently. The economic measure, value added, is important both in its own right and because it is a component of other economic measures such as productivity. Value added by industry measures the additional value created by a production process. This additional value, created by factors of production such as labour and capital, may be calculated either before or after deducting the consumption of fixed capital used in production. Thus, gross value added by industry is the value of its output of goods and services less the value of its intermediate consumption of goods and services and net value added as the value of output less the values of both intermediate consumption and consumption of fixed capital.

The 1993 System of National Accounts (SNA) was implemented in Canada in November 1997 and all national accounts series - annual, quarterly and monthly, both at current and constant prices - were revised back to 1961. There were changes in classification of sectors and transactions, concepts and methodology. As well, we removed the statistical breaks in earlier series that arose due to our revision policy. In the spring of every year, we revise, if necessary, our national accounts series for the latest four years. Statistical breaks for earlier periods are removed only at the time of historical revisions, such as the one done in November 1997. This was the fifth and the most comprehensive historical revision of the Canadian SNA series since 1961, the earlier ones were done in the late 1960s, the late 1970s, in 1985 and in 1990. As our historical revisions have been done almost every decade, and more frequently since the 1980s, statistical breaks in the Canadian system have remained only for a short period.
