    Description: These indexes are calculated to establish and adjust the Post Living Allowance (PLA) paid to Canadian government employees serving outside of Canada. They are comparative measurements that numerically express the difference between the retail prices of a representative basket of goods and services at a foreign location with prices for a similar basket of goods and services in Ottawa.

    Three separate reports are provided to reflect the specific terms and conditions of service for these personnel. A description of each report is provided below.

    Foreign Service Directives Post Indexes

    These indexes are calculated for personnel serving under the terms and conditions of the Foreign Service Directives (FSDs). They reflect circumstances for personnel who may have access to certain goods and services that are free of duties or taxes or to sources of supply that are not available to the general public. Where employees do not have (either directly or indirectly) duty-free purchasing privileges, departmental administrators must consult with Statistics Canada to calculate an additional index to reflect the specific circumstances in effect at that post.

    Global Affairs Canada (GAC) Post Indexes (TAH)

    These indexes are calculated for cooperants and advisors serving under the Technical Assistance Handbook (TAH), whose terms and conditions are governed by Global Affairs Canada (GAC).

    Canadian Forces Post Indexes

    These indexes are calculated for Canadian Forces members serving under either the terms and conditions of the Military Foreign Service Instructions (MFSIs) or the Foreign Service Directives (FSDs). They reflect circumstances for personnel who may have access to sources of supply that are not available to the general public. These personnel also may have access to certain goods and services that are free of duties or taxes or may be provided with supplies or allowances by the Department of National Defence or the United Nations. The indexes in this listing are not appropriate for use by non-military personnel.

    This comprehensive source on international service transactions contains aggregate and detailed breakouts by type of service each year since 1989. Major categories are travel, transportation, commercial and government services. Commercial services, comprising a range of business and professional services are categorized by geographical area (United States, European Union and all other countries), industry, country of control (Canada, United States, other) and whether or not the service was with foreign affiliated companies; these details are presented from 1996.

    New with the 1999 issue are annual breakdowns from 1991 of total services for 8 additional countries beyond the 47 already published. Each country is broken down into the following categories: travel, transportation, commercial and government services. For Canada as a whole, quarterly data for these same categories and 19 subcategories are also published from 1997, on both a raw and seasonally adjusted basis. The publication includes several pages of data analysis accompanied by graphics, definitions and data quality measures. Statistics are derived from surveys, administrative data and other sources.

    Description: In the 1997 edition, new and revised benchmarks were introduced for 1992 and 1988. The indicators are used to monitor supply, demand and employment for tourism in Canada on a timely basis. The annual tables are derived using the National Income and Expenditure Accounts (NIEA) and various industry and travel surveys. Tables providing actual data and percentage changes, for seasonally adjusted current and constant price estimates are included. In addition, an analytical section provides graphs, and time series of first differences, percentage changes, and seasonal factors for selected indicators. Data are published from 1987 and the publication will be available on the day of release. New data are included in the demand tables for non-tourism commodities produced by non-tourism industries and in the employment tables covering direct tourism employment generated by non-tourism industries. This product was commissioned by the Canadian Tourism Commission to provide annual updates for the Tourism Satellite Account.

    Description: The measurement of the economic impact of tourism has attracted increasing world-wide interest in the past few years. The development of a national Tourism Satellite Account (TSA) in Canada (1994), as well as a set of current quarterly indicators (1996), was a result of a demand for this information. Statistics Canada has now taken the analysis of tourism a step further with the development of the Provincial and Territorial Tourism Satellite Accounts (PTTSA).

    The development of these accounts has come primarily at the request of the tourism community in Canada. The new regional accounts increase the analytical capability and further the understanding of tourism across Canada. The PTTSA are designed to measure the importance of tourism in terms of expenditures, gross domestic product (GDP) and employment. The concepts and methods used in the PTTSA generally follow the set of international TSA guidelines adopted by the United Nations Statistical Commission and strictly adhere to the principles of the System of National Accounts (SNA).

    As a separate or satellite accounts, the PTTSA explicitly defines the tourism industry within the national accounts statistical system and measures its economic contribution to the economy. With their foundation in the framework of the Canadian SNA, the PTTSA allows for a comparison of tourism with other industries within a province or territory as well as showing the relative importance of tourism among provinces and territories. A tourism satellite account also provides the statistical basis for the development of tourism impact models. Thus, the PTTSA can contribute to government policy-making and business decisions concerning tourism.

    This document discusses the concepts and definitions used, and it highlights the results of the PTTSA by region for the reference year 1996. The appendices include an overview of the methodology and data sources; the detailed tables showing tourism expenditures and GDP, as well as employment for each region; a list of tourism industries and commodities; and a glossary.
