In response to this need, Statistics Canada initiated the development of a Real-time Local Business Conditions Index (RT-LBCI). The index brings together data from a few different sources, including Google's Places API (containing data on temporary and permanent businesses closures), TomTom Real-time traffic API (road traffic data), as well as information from Statistics Canada data holdings (monthly retail and wholesale, Business Register, etc.). The ESTMA helps the Government of Canada deter corruption in the extractive sector by requiring extractive entities that are active in Canada to publicly disclose, on an annual basis, certain types of payments made to governments in Canada and abroad. The goal of the data portal is to increase the accessibility and utility of the payment information collected under the ESTMA by bringing together all available ESTMA data in one online location, and further enriching the payment data with analytical functions that help users to leverage the complete ESTMA dataset. This paper considers the implications of changing trade barriers on the survival of Canadian manufacturing firms. A segmented market Cournot model was developed to describe the effects of trade liberalization for heterogeneous firms operating in diverse industries. The predictions of this model are tested empirically using firm-level data for both public and private corporations and tariff rates for both Canada and the United States. Our findings suggest that Canadian tariff reductions decreased the probability of the survival of Canadian firms while declines in American tariffs increased the probability. Combining these two effects, firms in two-thirds of Canadian manufacturing industries saw their probability of survival increase as a result of the tariff reductions mandated by the Canada-U.S. Free Trade Agreement. However, the sensitivity of individual firms to tariff changes was mitigated by the characteristics of those firms. In particular, productivity and leverage played substantial roles in determining a firm's vulnerability to failure as a result of trade liberalization.

This paper examines the adoption of information and communication technology (ICT) in small and large firms and the technology gaps that exist between them. It covers the period from 1999 to 2002 and uses the Survey of Electronic Commerce and Technology.
Initially, incorporating ICT into a business was a challenge for many small firms because of the cost of the infrastructure and the inability to quickly adjust their business plans accordingly. More recently however, small firms in Canada have managed to close the technology gap between themselves and large firms regarding basic technologies such as personal computers, e-mail and Internet use.
Small firms continue to lag behind large firms in regard to implementing more complex technologies such as websites, intranets, extranets and online sales systems. The new challenge for small firms will be closing these technology gaps.

This paper investigates the link between financial structure and employment growth, and the link between financial structure and inventory growth, among incorporated Canadian manufacturers from 1988 to 1997. It finds that financially vulnerable firms - smaller firms and those with higher leverage - shed nearly 10% more labour than financially healthier firms for a given drop in product demand. The influence was larger during the recession of 1990 to 1992 indicating that higher financial vulnerability, reflected in high leverage, may have worsened during that period. The influence was also greater in sectors that experienced larger cyclical fluctuations. On average, firms with high leverage also tend to cut inventories 5% more when a shock in demand occurs.

Rural community economic diversification, or the spreading of the workforce across a variety of industrial sectors, is one solution to the problems facing rural regions and small towns. This makes communities less vulnerable to economic variability, particularly those communities that are heavily dependent on the primary industries sector. From 1986 to 1996, slightly less than one-half of rural communities were diversifying their economies and increasing their workforce. However, there are great differences found among the provinces and within regions. Communities within a region may be geographically close, but may not share the same economic characteristics. This suggests that a community's regional context does not necessarily predict and does not constrain a community's economic possibilities.

Research questions are addressed by applying leading-edge methods, including microsimulation and predictive analytics using a range of linked and integrated administrative and survey data. In supporting greater access to data, ASB linked data are made available to external researchers and policy makers to support evidence-based decision making. Research results are disseminated by the branch using a range of mediums (i.e., research papers, studies, infographics, videos, and blogs) to meet user needs. This paper discusses the approach that Statistics Canada has taken to improve the quality of annual business surveys through their integration in the Unified Enterprise Survey (UES). The primary objective of the UES is to measure the final annual sales of goods and services accurately by province, in sufficient detail and in a timely manner.
This paper describes the methodological approaches that the UES has used to improve financial and commodity data quality in four broad areas. These include improved coherence of the data collected from different levels of the enterprise, better coverage of industries, better depth of information (in the sense of more content detail and estimates for more detailed domains) and better consistency of the concepts and methods across industries.
The approach, in achieving quality, has been to (a) establish a base measure of the quality of the business survey program prior to the UES, (b) measure the annual data quality of the UES, and (c) carry out specific studies to better understand the quality of UES data and methods.

It also illustrates the role of the Unified Enterprise Survey Program (UESP) within The Project to Improve Provincial Economic Statistics (PIPES) program. The scope of this information package will be expanded as subsequent data releases over the next six months or so provide more industry specific details for the seven new pilot industries included in the 1997 UES.
