    Description: Retaining and recruiting young skilled workers are important for any community, but perhaps even more so for communities where the main language spoken is a minority official language. This article informs the issue by calculating the share of youth who grew up in a province and eventually obtained a postsecondary education, but who left to work in another part of the country (termed “skill loss”). Likewise, the article also looks at young postsecondary graduates who entered a province to work, as a share of that province’s initial population of homegrown young postsecondary graduates (termed “skill gain”).

    This special study, conducted on behalf of Treasury Board Secretariat, was designed to collect information on the use of both official languages at work in the bilingual regions of Québec. The 2,100 federal employees contacted for the study were asked about their communications with their headquarters, and with central agencies. Communications through various media, such as telephone, e-mail and fax, were examined, as well as draft documents and participation in meetings.

    Description: This report presents the results of a study on the estimated number of children eligible for instruction in the minority official language, pursuant to section 23 of the Canadian Charter of Rights and Freedoms, who were classified as ineligible in the 2021 Census because relationships between family members living at different addresses could not be established within this data source. Using other data sources, including previous censuses and administrative data (such as vital statistics and tax data), we were able to establish these family relationships within the 2021 Census.
