    There has been a persistent curiosity about the predictability of consumer price inflation by looking at the pass-through effect of prices from earlier stages of production. The theory is that the prices of consumer items, particularly goods, respond to cost pressures from the inputs to production. This paper examines in particular a limited portion of the value chain, namely the predictive power of producer prices of goods as measured by the Industrial Product Price Index (IPPI) on consumer prices, as measured by the Consumer Price Index (CPI).

Consumers’ views of inflation, are systematically higher than inflation measured by the Consumer Price Index (CPI), and more so for certain demographic groups. While measurement factors can explain part of this gap, behavioral factors appear to play a larger role. This article examines these factors to explain the gap between CPI’s inflation and inflation perceptions in Canada.

    Using various sources of expenditure data, Statistics Canada, in partnership with the Bank of Canada, has estimated monthly adjusted consumer expenditure weights that reflect shifts in consumption patterns as the COVID-19 pandemic evolves. The Adjusted price index has been updated to incorporate the 2020 basket weights and is now based on a Similarity-linked Fisher price index formula. The expenditure data cover all goods and services in the Consumer Price Index (CPI), and provide snapshot estimates of expenditure weights for June, July, August and September 2021. These estimates can provide insight into the impact of COVID-19 on the headline CPI.

    Since the early 1990s, increased attention has been focused on the possibility that the rate of inflation may be being overstated as a result of measurement biases in the estimation of the Consumer Price Index (CPI). One source of this possible error is caused by outlet substitution bias. This type of distortion can result when consumers shift their patronage from one retail outlet to another. As superstores and warehouse type stores continue to open and capture a larger share of the market, the existing CPI sample could become increasingly unrepresentative. If the prices are lower at the new outlets and this decrease in costs is not accurately captured in the CPI, the index will exhibit an upward bias.

    This paper documents the approach used to construct the shelter element of the current spatial index program. The intercity indexes of the retail price differentials program of Prices Division had, until recently, excluded any reference to shelter because of conceptual issues. A rental equivalence approach is used for measuring spatial variations in the costs of shelter services among cities. To control for quality variations across areas, a semi-log separate hedonic regression methodology is used to construct the Laspeyres, Paasche, and Fisher Törnqvist interarea indices.
