    The National Apprenticeship Survey (NAS) 2015 looks at various factors affecting the completion, certification and transition of apprentices to the labour market. It builds on the content and experience gained through previous surveys on apprentices, the last one completed in 2007. The 2015 survey was a collaborative effort on the part of Employment and Social Development Canada and Statistics Canada.

    A sample of over 28,000 respondents – who had either completed or discontinued an apprenticeship program between 2011 and 2013 – was collected.

    The Canada Overview Report presents a profile of apprentices and their experiences in apprenticeship programs in Canada, including technical training and on-the-job training; challenges and difficulties faced; awareness and use of financial support programs; the certification process, including Red Seal; labour market outcomes and job satisfaction; interprovincial mobility; and attitudes about skilled trades.

    Based on a self-reported measure of overqualification, this article examines the association between overqualification and skills among workers aged 25 to 64 with a university degree, using data from the 2012 Programme for the International Assessment of Adult Competencies (PIAAC). Overqualified workers are defined in this study as university-educated workers who reported that they were in a job requiring no more than a high school education.

Employees expressed their opinions on their work units, their communications with their supervisors, skills and career aspirations, client services and labour management relations. General information such as age, gender, years of service and province of work were collected and questions were asked on specific themes such as staffing fairness, official languages, health and safety, harassment and discrimination and retention issues. The results were aggregated at the department and Public Service-wide levels. The survey ensures a measurement capacity between the 1999, 2002 and 2005 questionnaires.

    In 2008, the 2005 questionnaire was used as the basis for the survey. New questions were added to construct an employee engagement model that will be used to evaluate each organization. As well, the scale of the response category was increased from 4 to 5 to include a neutral category.

    The National Population Health Survey (NPHS) uses the Labour Force Survey sampling frame to draw a sample of approximately 22,000 households. The sample is distributed over four quarterly collection periods. In each household, some limited information is collected from all household members and one person, aged 12 years and over, in each household is randomly selected for a more in-depth interview.

    The questionnaire includes content related to health status, use of health services, determinants of health and a range of demographic and economic information. For example, the health status information includes self-perception of health, a health status index, chronic conditions, and activity restrictions. The use of health services is probed through visits to health care providers, both traditional and non-traditional, and the use of drugs and other medications. Health determinants include smoking, alcohol use, physical activity and in the first survey, emphasis has been placed on the collection of selected psycho-social factors that may influence health, such as stress, self-esteem and social support. The demographic and economic information includes age, sex, education, ethnicity, household income and labour force status.

Moreover, this appears to have increased over the past two decades, raising the call for policies designed to alleviate working hours discrepancies among workers, or reduce working time overall. However, if work hours vary substantially at the individual level over time, then conclusions based upon studies of cross-sectional data may be incomplete. Using longitudinal data from the Canadian Survey of Labour and Income Dynamics, we find that there is substantial variation in annual working hours at the individual level. In fact, as much as half of the cross-sectional inequality in annual work hours can be explained by individual-level instability in hours. Moreover, very few individuals work chronically long hours. Instability in work hours is shown to be related to low-job quality, non-standard work, low-income levels, stress and bad health. This indicates that working variable work hours is not likely done by choice; rather, it is more likely that these workers are unable to secure more stable employment. The lack of persistence in long work hours, plus the high level of individual work hours instability undermines the equity based arguments behind working time reduction policies. Furthermore, this research points out that policies designed to reduce hours instability could benefit workers.

    The Longitudinal Survey of Immigrants to Canada (LSIC), conducted jointly by Statistics Canada and Citizenship and Immigration Canada under the Policy Research Initiative, is a comprehensive survey designed to study the process by which new immigrants adapt to Canadian society. About 12,000 immigrants aged 15 and older who arrived in Canada from abroad between October 2000 and September 2001 were interviewed. By late 2005, when all three waves of interviews will have been completed, the survey will provide a better understanding of how the settlement process unfolds for new immigrants.

    The results of this survey will provide valuable information on how immigrants are meeting various challenges associated with integration and what resources are most helpful to their settlement in Canada. The main topics being investigated include housing, education, foreign credentials recognition, employment, income, the development and use of social networks, language skills, health, values and attitudes, and satisfaction with the settlement experience.

    Results from the first wave of the LSIC had shown that labour market integration was a particularly critical aspect of the immigrant settlement process. This paper therefore focuses on this issue. The release addresses questions such as: how long does it take newly arrived immigrants to get their first job? How many of them find employment in their intended occupation? And what obstacles do they encounter when looking for work?

    By examining newcomers' progress over time, the LSIC affords the possibility of assisting researchers and policy-makers to go beyond existing descriptions of immigrant integration outcomes to an examination of how newcomers achieve these outcomes - in essence, the "how" and "why" dimensions. While the full value of the survey will be reached when the three waves of data collection are completed, this first wave of data provides important benchmark information.

    The focus of this publication is on the early settlement experiences of immigrants, from pre-migration to the first six months after arrival. First an overview of the LSIC population is provided, looking at both pre-migration characteristics as well as those at arrival. This is followed by a comprehensive look at the first six months of the settlement process, looking at things such as health, housing and mobility; education and training taken since arrival; employment, income and the general perception of the immigrant's settlement experience. Finally, a more in-depth look at problems and difficulties newcomers experience in four key areas of integration is presented: accessing health services, finding housing, accessing education and training and finding employment. Challenges to integration are examined in terms of what help was needed, received and from whom, or needed and not received.

    Evidence from the Labour Force Survey (LFS) reveals that the percentage of employed workers searching for other jobs more than doubled in Canada between 1976 and 1995. Comparable evidence from the Current Population Survey (CPS), Panel Study of Income Dynamics (PSID), and National Longitudinal Survey (NLS) suggests that the U.S. experienced a remarkably similar upward trend in on-the-job search (OJS) over this period. Using U.S. data to supplement the Canadian data wherever possible, this paper attempts to explain this long-term, secular trend in Canadian OJS rates by performing decomposition and industry-level analyses, and by considering concomitant changes in employer-to-employer transition rates and the wage returns to job changing. The results from both countries suggest that an important part of the upward trend in OJS rates is not explained by compositional effects, including cohort effects. The OJS increase seems also to have occurred independently of rising job insecurity due to sector-specific demand shocks and trends in the dispersion of log wage residuals. The data are most consistent with a long-term decrease in search costs.

    Using hourly wage data from the Labour Force Survey as well as previous household surveys covering the 1981-2004 period, we assess whether the relative importance of low-paid jobs and well-paid jobs has changed over the last two decades. Since it is unclear whether trends in wage levels obtained from all the aforementioned surveys are unbiased, we refrain from making definitive statements regarding the evolution of low-paid and well-paid jobs over the 1981-2004 period. When assessing whether well-paid jobs are disappearing in Canada, we focus our attention on recent trends, i.e. on changes in the fraction of jobs falling in certain (real) wage categories during the 1997-2004 period.

    We find little evidence that the relative importance of well-paid jobs - however defined - has fallen over the last two decades or since the second half of the 1990s. We also find little evidence that the relative importance of low-paid jobs, those paying less than $10.00 per hour, has risen during these two periods. We show, along with numerous previous studies, that the wage gap between young workers and their older counterparts has risen substantially over the last two decades but that the wage gap between university graduates and other workers has shown little change. More important, we show that, within age groups, wages of newly hired male and female employees - those with two years of seniority or less - have fallen substantially relative to those of others. Second, in the private sector, the fraction of new employees employed in temporary jobs has risen substantially, increasing from 11% in 1989 to 21% in 2004. Among employees with one year of seniority or less, the incidence of temporary work rose from 14% in 1989 to 25% in 2004. Third, pension coverage has fallen among men of all ages and among females under 45. Taken together, these findings suggest that Canadian firms (existing or newly-born) have responded to growing competition within industries and from abroad by reducing their wage offers for new employees, by offering temporary jobs to a growing proportion of them and by offering less often pension plans that guarantee defined benefits at the time of retirement.

    Description:

    The Youth in Transition Survey (YITS) is a longitudinal survey designed to provide policy-relevant information about school-work transitions and factors influencing pathways. YITS will provide vehicle for future research and analysis of major transitions in young people's lives, particularly those between education, training and work. Information obtained from, and research based on, the survey will help clarify the nature and causes of short and long-term challenges young people face in school-work transitions and support policy planning and decision making to help prevent or remedy these problems.

    Objectives of the Youth in Transition Survey were developed after an extensive consultation with stakeholders with an interest in youth and school-work transitions. Content includes measurement of major transitions in young people's lives including virtually all formal educational experiences and most labour-market experiences. Factors influencing transitions are also included family background, school experiences, achievement, aspirations and expectations, and employment experiences.

    The implementation plan encompasses a longitudinal survey for each of two age cohorts, to be surveyed every two years. Data from a cohort entering at age 15 will permit analysis of long-term school-work transition patterns. Data from a cohort entering at ages18-20 will provide more immediate, policy-relevant information on young adults in the labour market.

    Cycle one for the cohort aged 15 will include information collected from youth, their parents, and school principals. The sample design is a school-based frame that allows the selection of schools, and then individuals within schools. This design will permit analysis of school effects, a research domain not currently addressed by other Statistics Canada surveys. Methods of data collection include a self-completed questionnaire for youth and school principals, a telephone interview with parents, and assessment of youth competency in reading, science and mathematics as using self-completed test booklets provided under the integration of YITS with the OECD Programme for International Student Assessment (PISA). A pilot survey was conducted in April 1999 and the main survey took place in April-May 2000. Interviews were conducted with 30,000 students aged 15 from 1,000 schools in Canada. A telephone interview with parents of selected students took place in June 2000.

    The sample design for the cohort aged 18-20 is similar to that of the Labour-Force survey. The method of data collection is computer-assisted telephone interviewing. The pilot survey was conducted in January 1999. In January-February 2000, 23, 000 youth participated in the main survey data collection.

    Data from both cohorts is expected to be available in 2001. Following release of the first international report by the OECD/PISA project and the first national report, data will be publically available, permitting detailed exploration of content themes.
