The data are drawn from the T1 Family File. Postsecondary enrolment is determined by the tuition, education and textbook credits on the personal income tax files. Parental income refers to the adult-equivalent, after-tax income of parents, expressed in 2014 constant dollars. Youth are grouped by parental income quintiles.

    In this Economic Insights article, the decline in the youth labour force participation rate from 2008 to 2014 is decomposed, in an accounting framework, into components attributable to changes in school enrolment and in students’ and non-students’ labour force participation. The data are analyzed by sex, province and immigrant status. Changes in the composition of youth not in the labour force by student status and type of education pursued are also examined, as are changes in the percentage of youth who are neither in the labour force nor enrolled in full-time studies. The analysis is based on Statistics Canada’s Labour Force Survey from 1976 to 2014.

However, not all young people follow this direct path, choosing instead to delay the start of postsecondary studies. This article summarizes the main findings of a recent research report that measured median delay times between high school graduation and starting a first postsecondary program and identified the factors associated with either speeding up or slowing down this transition.

    This report applies various assumptions regarding future participation rates in postsecondary education to projected demographic trends to create three scenarios that estimate the potential future population of students in postsecondary institutions in Canada and the provinces. Projections are provided separately for enrolments at the college and the university levels for three age cohorts: 17 to 19 year-olds, 20 to 24 year-olds and 25 to 29 year-olds. Demographic trends and participation rates in college and in university both vary widely across provinces. To reflect these differences, the analysis is presented at both a national level and for each of the ten provinces. At the national level, the sample size is large enough to allow analysis of trends in both full- and part-time enrolment at the national level; at the provincial level, we constrain our enquiry to full-time only. Demographic data on historical and projected population trends for each of the three age cohorts was provided by Demography Division, Statistics Canada, for the 1990 to 2031 period. Historical college and university participation rates were calculated as the ratio of enrolment to population for the three age cohorts as reported by the Labour Force Survey (LFS). We capture enrolments for the academic year through averaging enrolments over the eight-month period between September and April, for the academic years from 1990/1991 to 2005/2006. Because of the coverage of the LFS, the population considered is that of the ten provinces. Projections of possible future enrolment levels are provided based on three sets of assumptions or 'what if' scenarios: Scenario 1: Maintaining the status quo What if college and university participation rates remain at the average level over the 2003/2004 to 2005/2006 period? Scenario 2: Growth in line with historical trends What if national postsecondary participation rates were to maintain historical trends observed over the 1990/1991 to 2005/2006 period until 2016/2017, remaining constant thereafter? Scenario 3: Closing the gender gap What if, in future, male participation rates in postsecondary education matched the higher rates observed for females over the 2002/2003 to 2005/2006 period?

    Do students know the education required to achieve their career objectives? Is this information related to their education pathways? To address these questions, the Youth in Transition Survey (YITS), Cohort A is used to compare high school students' perceptions of the level of education they will require for the job they intend to hold at age 30, with the level required according to professional job analysts at Human Resources and Skills Development Canada (HRSDC). The focus is on students intending to work in a job which requires a university degree, and examine the correlation between the knowledge of educational requirements and subsequent university enrolment. The results suggest that about three out of four students intending to work in a job requiring a university degree are aware of the education they will require. Evidence suggests that knowledge of educational requirements is related to academic performance and socio-economic background. Differences by intended occupation are quite small. Moreover, students who know that a university degree is required are more likely to attend university, even after accounting for differences in academic performance, sex, and socioeconomic background. In fact, the knowledge of educational requirements is as strongly related to university attendance as other well-documented correlates such as sex, academic performance and parental education. Finally, higher university attendance rates are observed when students learn earlier (rather than later), that a university degree is required for their intended job.

    The analysis for this report is based on data from the Youth in Transition Survey (YITS). The survey was designed by Human Resources and Social Development Canada and Statistics Canada. YITS is a longitudinal survey, which collects information on educational and labour market pathways of a sample of young Canadians in the 18 to 20 age group in 1999. Respondents were asked to provide a range of information on their education and employment experiences as well as information on their personal characteristics. They were interviewed four times since the implementation of the survey, in 2000, 2002, 2004 and 2006. In this report, the data used are from the first four cycles and describe where they stood in their school to work pathway in December 2005 when they were 24 to 26 years of age.

    This report is a follow-up of a previous study of postsecondary participation (Shaienks and Gluszynski, 2007) which found that the overall postsecondary dropout rate was 15%. That rate however, differs across all types of institution and by demographic, family and school characteristics. This paper explores the impact of those characteristics on participation, graduation and dropping out of different types of postsecondary institution.

    Three new variables were developed to account for the type of institution attended by the student and the status in each of them. The university status, the college status and the other postsecondary status allow us to determine independently the outcome of participation in the different types of institution and profile graduates, continuers and especially drop outs according to their specific characteristics.
