Description: In this paper, we look for presence of heterogeneity in conducting impact evaluations of the Skills Development intervention delivered under the Labour Market Development Agreements. We use linked longitudinal administrative data covering a sample of Skills Development participants from 2010 to 2017. We apply a causal machine-learning estimator as in Lechner (2019) to estimate the individualized program impacts at the finest aggregation level. These granular impacts reveal the distribution of net impacts facilitating further investigation as to what works for whom. The findings suggest statistically significant improvements in labour market outcomes for participants overall and for subgroups of policy interest.

Description: Obtaining a work permit enables foreign nationals to work in Canada temporarily, and for many individuals, this serves as a stepping stone toward obtaining permanent residency (PR). This article examines the recent changes in the transition to PR across work permit programs and immigration pathways for individuals who have made the transition. The analysis focuses on work permit holders who are in Canada for work purposes under either the Temporary Foreign Worker Program (TFWP) or the International Mobility Program (IMP).

Description: Retaining and recruiting young skilled workers are important for any community, but perhaps even more so for communities where the main language spoken is a minority official language. This article informs the issue by calculating the share of youth who grew up in a province and eventually obtained a postsecondary education, but who left to work in another part of the country (termed “skill loss”). Likewise, the article also looks at young postsecondary graduates who entered a province to work, as a share of that province’s initial population of homegrown young postsecondary graduates (termed “skill gain”).

Description: This file provides data on the characteristics of the population. The 2001 Census Public Use Microdata Files (PUMFs) contain samples of anonymous responses to the 2001 Census questionnaire. The files have been carefully scrutinized to ensure the complete confidentiality of the individual responses. Three files are available: the Individuals File, the Families File, and the Households and Housing File.

Microdata files are unique among census products in that they give users access to non-aggregated data. The PUMFs user can group and manipulate these variables to suit data and research requirements. Tabulations excluded from other census products can be created or relationships between variables can be analysed using different statistical tests. PUMFs provide quick access to a comprehensive social and economic database about Canada and its people.

Most of the subject matter covered by the census is included in the microdata files. To ensure the respondents' anonymity, geographic identifiers have been restricted to provinces/territories and large metropolitan areas.

Description: This survey was designed to collect details on topics such as: i) the extent to which graduates of postsecondary programs have been successful in obtaining employment since graduation; ii) the relationship between the graduates' program of study and the employment subsequently obtained; iii) the type of employment obtained and qualification requirements; iv) sources of funding for postsecondary education; and v) government-sponsored student loans and other sources of student debt. Temporary help is an integral part of the workforce strategy of many businesses. Temporary help workers may be on the payroll of the organization where they work or they may be employees of the firms in personnel supplier industry, placed in the organization under contract.

The study is an analysis of the personnel supplier industry, commonly known as the temporary help industry. The paper begins with a discussion of the special nature of the industry's product. The role of temporary help in the labour market is compared to just-in-time inventory technology in material handling and bridge financing in the financial markets. It then analyzes the industry's structure in terms of occupations and skill levels, degree of specialization and its determinants, competition at the industry and product levels, major markets and trade. Finally, the growth and cycles in the industry are analyzed in terms of the business demographics, highlighting the effect of firm size and vintage.

This paper describes the financial intermediation activity of insurance companies and its similarities to the activity of the other financial intermediaries. The financial intermediation activity encompasses the issue of financial instruments such as claims, the use of the funds collected to make loans and the acquisition of a variety of other financial assets. An insurance policy is a claim on the insurance company, albeit a contingent one, just as a bank deposit is a claim on the bank.

Several major trends seem to be emerging regarding the product mix of these companies. With regard to life insurance, the decline of whole life policies in favour of term policies for almost 20 years seems to be irreversible. Furthermore, there has been a substantial increase in the share of annuities (especially individual annuities) at the expense of life insurance.

The paper also outlines a cross country comparison of life and non-life insurance industry asset structures. Each type of company establishes its own investment strategy to suit its own needs: life insurance companies prefer long-term assets with returns that maintain purchasing power, and non-life insurance companies generally prefer more liquid assets. Regulation also seems to affect the asset structure at the national and international levels. For a number of countries, including Canada, regulation seems to favour investments in less risky assets, such as government bonds, instead of in the stock market.

The contributors to this book examine two broad themes related to the well-being of Canadian youth. First, they document the nature of the labour market facing young adults and how it has changed since they early 1970s. Second, the autors examine how families, communities, and the public sector influence some of the ways in which children become successful and self-reliant adults. The motivation for bringing these essays together has to do with the increasing importance of child well-being in public discourse and the development of public policy. The major message to emerge is that the future of Canada's children is both a good news, and a bad news story. Labour markets have changed dramatically, and on average it is now more difficult to obtain a strong foothold that will lead to increasing prosperity. Many young Canadians, however, are well prepared by their family and community backgrounds to deal with these new challenges, and as young parents are in a position to pass this heritage on their children. However, this has not been challenges in getting ahead in life. A companion volume published in February of 1998 by Statistics Canada called Government Finances and Generational Equity examines the operation of government taxes and transfers from a generational perspective, focusing on the conduct of fiscal policy and the relative status of individuals in successive generations.
