Police-reported violent crime in Canada increased steadily from the early 1970s through to the early 1990s. Homicides, in particular, tend to be widely covered in the media, especially those of a brutal nature or those targeting the more vulnerable members of society. The 1993 General Social Survey indicated a growing concern among Canadians about threats of attack or violence. Yet the homicide rate has gradually been declining since the mid 1970s.

Introduction: In the current economic context, all partners in health care delivery systems, be they public or private, are obliged to identify the factors that influence the utilization of health care services. To improve our understanding of the phenomena that underlie these relationships, Statistics Canada and the Manitoba Centre for Health Policy and Evaluation have just set up a new database. For a representative sample of the population of the province of Manitoba, cross-sectional microdata on individuals' health and socio-economic characteristics were linked with detailed longitudinal data on utilization of health care services.
Data and methods: The 1986-87 Health and Activity Limitation Survey, the 1986 Census and the files of Manitoba Health were matched (without using names or addresses) by means of the CANLINK software. In the pilot project, 20,000 units were selected from the Census according to modern sampling techniques. Before the files were matched, consultations were held and an agreement was signed by all parties in order to establish a framework for protecting privacy and preserving the confidentiality of the data.
Results: A matching rate of 74% was obtained for private households. A quality evaluation based on the comparisons of names and addresses over a small subsample established that the overall concordance rate among matched pairs was 95.5%. The match rates and concordance rates varied according to age and household composition. Estimates produced from the sample accurately reflected the socio-demographic profile, mortality, hospitalization rate, health care costs and consumption of health care by Manitoba residents.
Discussion: The matching rate of 74% was satisfactory in comparison with the response rates reported in most population surveys. Because of the excellent concordance rate and the accuracy of the estimates obtained from the sample, this database will provide an adequate basis for studying the association between socio-demographic characteristics, health and health care utilization in province of Manitoba.

Indicators based on the registration of vital events are used to determine the health status of populations. The need for these indicators at the regional and community levels has grown with the trend toward decentralization in the delivery of health services. Such indicators are important because they affect funding and the types of service that are provided. Health status indicators tend to be associated with variables such as the level of urbanization or socioeconomic status. According to four indicators - mortality ratios for all causes of death, mortality ratios for external causes of death, infant mortality ratios, and low birth weight live birth ratios - some areas of British Columbia, specifically along the border with Alberta, have relatively good health, although the characteristics of these regions suggest that this should not be the case. However, a much different picture emerges when vital event data registered in Alberta for residents of these areas of British Columbia are considered. This article shows that for adequate health planning and program implementation, some communities need data from neighbouring provinces. It illustrates the effect of incorporating Alberta data into the development of health status indicators for British Columbia. It also suggests that similar adjustments may be necessary for data compiled in other provinces.

The positive relationship between socioeconomic status (SES) and longevity has long been established. Comparable evidence exists for SES and morbidity, but observations of this relationship tend to be limited to specific health indicators. In this article, a comprehensive quantitative measure of health status, the Health Utility Index (HUI), is applied to an analysis of the relationship between SES the health status of people aged 25 and over in Ontario. The HUI, based on a set of questions included in the 1990 Ontario Health Survey (OHS), provides a summary index of the health of each respondent. The OHS data show that lower levels of education, income, and occupation are associated with lower HUI values. Health status differences across SES groups are greater in late middle-age than at younger or older ages, a pattern consistent with the findings of other studies. The development of summary indicators like the HUI is part of a larger effort to construct measures for monitoring the health of Canadians.

This objective of this report is to present the status of national data on Aboriginal people who come into contact with the criminal justice system as offenders and victims. The report examines the current and potential collection of an individual's Aboriginal identity through various justice-related surveys at Statistics Canada, the challenges within these surveys to collect these data and provides some insight into the quality of these data. The data and sources are examined within the context of information needs for the justice and social policy sectors, and in relation to the preferred method of measuring Aboriginal Identity at Statistics Canada. Data sources examined include the Incident-based Uniform Crime Reporting Survey, the Homicide Survey, the Integrated Criminal Courts Survey, the Adult Corrections Survey, the Youth Custody and Community Services Survey, the Youth Alternative Measures Survey, the Transition Home Survey, the Victim Services Survey and the General Social Survey on Victimization.
