- Articles and reports: 36-28-0001202600900001Description: Interprovincial labour mobility serves as a useful mechanism for advancing labour market adjustment across Canada. The current paper contributes to this discussion by using linked Census and administrative data to measure inter-provincial labour mobility at the 4-digit National Occupational Classification (NOC) 2021 level. To generate timely indicators, this work produces predicted experimental mobility estimates by updating the 2021/2022 reference estimates from the linked Census–administrative file with more current demographic information from the Labour Force Survey. The methodology outlined in this paper offers a practical approach for producing such predicted indicators on an ongoing basis and for tracking emerging mobility patterns across Canada's labour market.Release date: 2026-09-23

Release date: 2004-01-23 - Articles and reports: 87-004-X20020036754Geography: CanadaDescription:
This article examines some of the many factors that influence the well-being of Canada's culture sector and its workforce: the country's general economic conditions; government programs and policies; and consumer demand, of both domestic and imported culture goods and services.
The forces of economic, social, political and technological change are radically transforming the world of culture and its labour force. The 1980s saw a rapid expansion of the culture workforce to meet increased demand for culture goods and services. This period of growth paused with the 1990/91 recession: jobs, earnings and revenues all fell off. With the end of the recession, the labour market rebounded and culture workers rode this high employment wave throughout the remainder of the decade.
Countries have become more conscious of the role that culture plays in their development, their identity and the sustenance of their value systems. In many countries culture sectors are now targets of international economic development policies. Global trade and the continued high demand in Canada for imported culture goods and services make the culture economy in this country (and, in turn, employment in the culture sector) variable and highly competitive.

This paper provides a profile of employment in computer and telecommunications (CT) industries, a subset of the information and communications technology (ICT) sector. It analyses the composition and growth of employment in CT industries over the 1990 to 2002 period, and contrasts them with the rest of the economy.
Release date: 2003-03-13 - 344. Coverage issues in the Canadian Labour Force Survey ArchivedArticles and reports: 11-522-X20010016296Description:
This paper discusses in detail issues dealing with the technical aspects of designing and conducting surveys. It is intended for an audience of survey methodologists.
The Canadian Labour Force Survey (LFS) is one of Statistics Canada's most important surveys. It is a monthly survey that collects data concerning the person's labour force status, the nature of the person's work or reason for not working, and the person's demographics. The survey sample consists of approximately 52,000 households. Coverage error is a measure of data quality that is important to any survey. One of the key measures of coverage error in the LFS is the percentage difference between the Census of Population estimates and the LFS population counts; this error is called slippage. A negative value indicates that the LFS has a problem of overcoverage, while a positive value indicates the LFS has an undercoverage problem. In general, slippage is positive, thus meaning that the LFS consistently misses people who should be enumerated.
The purpose of this study was to determine why slippage is increasing and what can be done to remedy it. The study was conducted in two stages. The first stage was a historical review of the projects that have studied and tried to control slippage in the LFS, as well as the operational changes that have been implemented over time. The second stage was an analysis of factors such as vacancy rates, non-response, demographics, urban and rural status and the impact of these factors on the slippage rate.

This paper discusses in detail issues dealing with the technical aspects of designing and conducting surveys. It is intended for an audience of survey methodologists.
In large-scale surveys, it is almost guaranteed that some level of non-response will occur. Generally, statistical agencies use imputation as a way to treat non-response items. A common preliminary step to imputation is the formation of imputation cells. In this article, the formation of these cells is studied using two methods. The first method is similar to that of Eltinge and Yansaneh (1997) in the case of weighting cells and the second is the method currently used in the Canadian Labour Force Survey. Using Labour Force data, simulation studies are performed to test the impact of the response rate, the response mechanism, and constraints on the quality of the point estimator in both methods.
Release date: 2002-09-12 - 346. National trends in intimate partner homicides, 1974-2000 ArchivedArticles and reports: 85-002-X20020058413Geography: CanadaDescription:
Using data from the Homicide Survey and a combination of other statistical data sources this Juristat will examine spousal homicide trends over the period 1974-2000. In 1991 changes were made to the Homicide Survey providing more detailed breakdowns of the relationship between victims and offenders permitting comparisons of married, common-law, separated and divorced couples as well as boyfriends and girlfriends. This allows trends in other intimate partner homicides (e.g. boyfriends and girlfriends) to be examined from 1991-2000. These trends in spousal homicide will be assessed within the context of other factors, including improvements to women’s economic and social well-being (e.g. average annual income, delayed marriage and child-rearing), growth in the availability of emergency services for battered women, trends in spousal victims’ use of social services, trends in reporting spousal violence to the police, and the evolution of charging and prosecution policies.
Release date: 2002-06-26 - 347. Minimum wage [2009] ArchivedArticles and reports: 75-001-X201010313246Geography: CanadaDescription:
All provinces and territories set minimum wages in their employment standards legislation. This update uses the Labour Force Survey to examine the characteristics of those who work at or below the minimum wage for experienced adults in each jurisdiction. The incidence of working for minimum wage has increased each year since 2006 but remains concentrated among youth, particularly young women.

This research paper summarizes the approach, methodology and results of a study of the labour market behaviour of persons in various categories of attachment to the labour market. The analysis focuses on the transition probabilities for various categories of labour market attachment. Specifically, the study will include a discussion of the behavioural differences of the following groups:
a) a comparison of transitions from U (unemployed), M (marginally attached - wants work) and N (not attached - does not want work); b) a further breakdown of the transitions from U by active searchers, passive searchers, those on temporary layoff and short-term future starts; c) a further breakdown of transitions for M by reason for not searching; and d) a further breakdown of transitions from N by long-term future starts and other.
The study will be based on 1997-1999 Labour Force Survey data.

Release date: 2021-01-25 - 8. Transition of Labour Force Survey Data Processing to the Social Survey Processing Environment (SSPE) ArchivedSurveys and statistical programs – Documentation: 75-005-M2019001Description:
The production of statistics from the Labour Force Survey (LFS) involves many activities, one of which is data processing. This step involves the verification and correction of survey data when required in order to produce microdata files. Beginning in January 2019, LFS processing will be transitioned to a new system, the Social Survey Processing Environment. This document describes the development and testing that preceded the implementation of the new system, and demonstrates that the transition is expected to have minimal impact on LFS estimates and be transparent to users of LFS data.
Release date: 2019-02-08 - Surveys and statistical programs – Documentation: 71-526-XDescription:
The Canadian Labour Force Survey (LFS) is the official source of monthly estimates of total employment and unemployment. Following the 2011 census, the LFS underwent a sample redesign to account for the evolution of the population and labour market characteristics, to adjust to changes in the information needs and to update the geographical information used to carry out the survey. The redesign program following the 2011 census culminated with the introduction of a new sample at the beginning of 2015. This report is a reference on the methodological aspects of the LFS, covering stratification, sampling, collection, processing, weighting, estimation, variance estimation and data quality.

In over 70 years, the methodology and questionnaire, as well as the collection and processing techniques of the Canadian Labour Force Survey have undergone major changes. This document summarizes these changes chronologically and provides references to more detailed information sources. Among the most significant changes were two questionnaire redesigns, which occurred approximately 20 years apart, in 1976 and 1997.
