    Using data from the Canadian Housing Survey, this project aimed to construct a measure of social inclusion, using indicators identified by the Canada Mortgage and Housing Corporation (CMHC), to report a social inclusion score for each geographic stratum separately for dwellings that are and are not in social and affordable housing.     Description:

    This article proposes a weight scaling method for Firth’s penalized likelihood for proportional hazards regression models. The method derives a relationship between the penalized likelihood that uses scaled weights and the penalized likelihood that uses unscaled weights, and it shows that the penalized likelihood that uses scaled weights have some desirable properties. A simulation study indicates that the penalized likelihood using scaled weights produces smaller biases in point estimates and standard errors than the biases produced by the penalized likelihood using unscaled weights. The weighted penalized likelihood is applied to estimate hazard rates for heart attacks by using a public-use data set from the National Health and Epidemiology Followup Study (NHEFS). SAS® statements to estimate hazard rates using data from complex surveys are given in the appendix.

    Description:

    Recent advances in artificial intelligence have rekindled ancient fears that robots will replace humans in the economy. Previous waves of automation changed but did not reduce labour’s role, but robots’ human-like flexibility could make this time different. Whether or not it will is an empirical question that has lacked suitable data to answer. This paper describes the creation of a dataset to fill the evidence gap in Canada. Robots! is firm-level panel data on robot adoption created using Canadian import data. The data identify a substantial amount of the robot investment in the Canadian economy from 1996 to 2017. Although many robots are imported by robotics wholesalers or programmers for resale, the majority of them can be attributed to their final (direct) adopting firm. The data can be used to study the impact of robot adoption at the economic region, industry or firm-level.

    This technical report is intended to validate the Longitudinal and International Study of Adults (LISA) Wave 4 (2018) Food Security (FSC) module and provide recommendations for analytical use. Section 2 of this report provides an overview of the LISA data. Section 3 provides some background information of food security measures in national surveys and why it is significant in today's literature. Section 4 analyzes FSC data by presenting key descriptive statistics and logic checks using LISA methodology as well as outside researcher information. In section 5, certification validation was done by comparing other Canadian national surveys that have used the FSC module to the one used by LISA. Finally in section 6, key findings and their implications with regard to LISA are outlined.

    Statistics Canada was approached by Stentor Resource Centre Incorporated to conduct a survey to monitor the telephone penetration rates across Canada. The survey determines if the respondents have a telephone line in their residence. If they do not have a telephone line, information is collected as to the reasons why. Information is also collected on the income characteristics of the selected households.

    The management of the survey was transferred from Stentor to Bell Canada in the Fall of 1998.

    The Labour Force Survey (LFS) supplementary capacity is used to conduct this biannual survey. A sample of approximately 44,000 respondents is used for this survey (five out of six rotation groups). The survey data are collected using Computer Assisted Interviewing (CAI). The first data collection procedure took place during November's LFS week in 1996.

    This microdata file is prepared biannually and contains the variables from the survey, plus geographical variables from the LFS (province, census metropolitan area, urban/rural breakdown). No other variables from the LFS are added to the file.

Additionally, the 2002 survey collected basic data on alcohol and drug use by students in grades 7 to 9 (in Quebec secondary 1 to 3). Results of the Youth Smoking Survey will help with the evaluation of anti-smoking and anti-drug use programs, as well as with the development of new programs.

    The Adult Education and Training Survey (AETS) is Canada's most comprehensive source of data on individual participation in formal adult education and training. It is the only Canadian survey to collect detailed information about the skill development efforts of the entire adult Canadian population. The AETS provides information about the main subject of training activities, their provider, duration and the sources and types of support for training. Furthermore, the AETS allows for the examination of the socio-economic and demographic profiles of both training participants and non-participants. This survey also identifies barriers faced by individuals who wish to take some form of training but cannot. The AETS was administered three times during the 1990s, in 1992, 1994 and 1998, as a supplement to the Labour Force Survey (LFS).

    The content of the AETS was revised to take into account recommendations coming from consultation exercises. As a result, more than half of the 2003 survey is made up of new questions and the target population has been modified.

    The main objectives are:1) To measure the incidence and intensity of adults' participation in job-related formal training.2) To profile employer support to job-related formal training.3) To analyze the aspects of job-related training activities such as: training provider, expenses, financial support, motivations, outcomes and difficulties experienced while training.4) To identify the barriers preventing individuals from participating in the job-related formal training they want or need to take.5) To identify reasons explaining adults' lack of participation and of interest in job-related formal training.6) To relate adults' current participation patterns to their past involvement in and plans about future participation in job-related training.7) To measure the incidence and frequency of adults' participation in job-related informal training.8) To examine the interactions between participation in formal and informal job-related training.

    The population covered by the AETS consists of Canadians 25 years of age and older. This is a change from the population previously targeted by the AETS, which consisted of Canadians aged 17 years of age and older. A primary consideration for this change was the practical difficulties in applying the definition of adult education to individuals in the 17 to 24 years of age group. By definition, adult education excludes students who are still involved in their first or initial stage of schooling. As previous AETS did not precisely identify students still in their initial stage of schooling, analyses using these data had to rely on an ad hoc definition of adult learners. According to this definition, individuals aged 17 to 24 who were not in one of the following situations were excluded from the analysis: full-time students subsidized by an employer and full-time students over 19 enrolled in elementary or secondary programs.

    Cycle 13 of the General Social Survey (GSS) is the third cycle (following cycles 3 and 8) that collected information in 1999 on the nature and extent of criminal victimisation in Canada. Focus content for cycle 13 addressed two areas of emerging interest: public perception toward alternatives to imprisonment; and spousal violence and senior abuse. Other subjects common to all three cycles include perceptions of crime, police and courts; crime prevention precautions; accident and crime screening sections; and accident and crime incident reports. The target population of the GSS is all individuals aged 15 and over living in a private household in one of the ten provinces.

    Description:

    The correlation of occupational gender composition and wages is the basis of pay equity/comparable worth legislation. A number of previous studies have examined this correlation in US data, identifying some of the determinants of low wages in "female jobs", as well as important limitations of public policy in this area. There is little evidence, however, from other jurisdictions. This omission is particularly disturbing in the case of Canada, which now has some of the most extensive pay equity legislation in the world. In this paper, we provide a comprehensive picture, circa the late 1980's, of the occupational gender segregation in Canada and its consequences for wages. We also draw explicit comparisons of our findings to evidence for the United States. We find that the link between female wages and gender composition is much stronger in the United States than in Canada, where it is generally small and not statistically significant. The relatively more advantageous position of women in female jobs in Canada is found to be linked to higher unionization rates and the industry-wage effects of "public goods" sectors.

    There has been for some time substantial concern regarding the loss of young people in rural communities. There is a sense that most rural communities offer few opportunities for their younger people, requiring them to leave for urban communities, most likely not to return. While there is a considerable body of research on interprovincial migration, relatively little is currently known about migration patterns in rural and urban areas in Canada.

    According to our analysis, in virtually all provinces young people 15 to 19 years of age are leaving rural areas in greater proportions than urban areas - in part to pursue post-secondary education. While there are more complex migration patterns affecting the 20-29 age group, the net result of all migration is that the Atlantic provinces - as well as Manitoba and Saskatchewan - are net losers of their rural population aged 15-29. The problem is particularly acute in Newfoundland. In the Atlantic provinces, rural areas which fare worse than the national average - in terms of net gains of youth population - do so not because they have a higher than average percentage of leavers but rather because they are unable to attract a sufficiently high proportion of individuals into their communities.

    Of all individuals who move out of their rural community, at most 25% return to this community ten years later. The implication of this result is clear: one cannot count on return migration as a means of preserving the population size of a given cohort. Rather, rural areas must rely on inflows from other (urban) areas to achieve this goal. Some rural communities achieve this; that is, they register positive net in-migration of persons aged 25-29 or older, even though they incur a net loss of younger people.

    Individuals who move out of rural areas generally experience higher earnings growth than their counterparts who stay. However, it remains an open question in which direction the causality works: is the higher earnings growth the result of the migration process itself or does it reflect the possibility that people with higher earnings growth potential are more likely to become movers?

    Using a comprehensive micro-database of Canadian firms in conjunction with industry-level data on commodity flows, we develop a profile of corporate diversification within the Canadian economy. Our analysis has two major objectives.

    First, we decompose corporate diversification into horizontal and vertical components based on the degree to which industries are linked by inter-industry trade flows. Horizontal and vertical decompositions serve as useful proxies for the strategic factors that underlie diversification strategies.

    Our second objective is to ascertain whether diversification patterns are closely associated with certain industry characteristics. Here we consider industry-level factors that are generally posited to affect the level of diversification (e.g., growth, concentration, knowledge-intensity) along with other variables designed to evaluate whether diversified ownership structures are associated with inter-industry commodity flows. Our regression analysis draws on three empirical measures of diversification: first, the amount of total entropy (i.e., diversification) within an industry; second, the average entropy per firm; and last, the percentage of firms within an industry that diversify.

    In this paper, we revisit trends in low-income among Canadian children by taking advantage of recent developments in the measurement of low-income intensity. We focus in particular on the Sen-Shorrocks-Thon (SST) index and its elaboration by Osberg and Xu. Low-income intensity declined in the 1980s but rose in the 1990s. Declining earnings put upward pressure on low-income levels over much of the period. Higher transfers more than offset this pressure in the 1980s and continued to absorb a substantial share of the increase through 1993. In contrast, the rise in low-income intensity after 1993 reflected reductions in UI and social assistance benefits that were not offset by increased employment earnings, at least to 1996 the latest year used in this paper.

    A major aim of the paper is methodological. We contrast results using the SST index with results produced by the more familiar low-income rate, the usual measure for indexing low-income trends. The low-income rate is embedded in the SST index, but unlike the index, the rate incorporates only partial information on the distribution of low-income. Consequently, the low-income rate is generally unable to detect the changes we describe and this is true irrespective of the choice of low-income cut-off. Compared to the low-income intensity measure, the rate is also relatively insensitive to changes in transfer payments and employment earnings.

    Labour economists have developed elaborate theoretical models and conducted very advanced econometric analysis of the decision making of households. But this emphasis on the supply side of the labour market has not been matched by any corresponding degree of sophistication in empirical analysis of the demand side of the labour market. This has been due in part to the lack of appropriate data. This paper outlines why demand side data which outlines the behaviour of firms in the labour market is necessary for the advancement of labour market analysis. It also discusses the constraints which existing data collection methods impose on labour economics. The paper suggests types of data which might be collected, alternative methodologies for an establishment/worker survey, and discusses some of the theoretical and empirical difficulties that might be encountered in such an exercise.

After the 2001 Census was taken, a number of studies were carried out to estimate gross undercoverage, gross overcoverage and net undercoverage. This report presents the results of the Dwelling Classification Study, the Reverse Record Check Study, the Automated Match Study and the Collective Dwelling Study. The report first describes census universes, coverage error and census collection and processing procedures that may result in coverage error. Then it gives estimates of net undercoverage for a number of demographic characteristics. After, the technical report presents the methodology and results of each coverage study and the estimates of coverage error after describing how the results of the various studies are combined.     The U.S. Third National Health and Nutrition Examination Survey (NHANES III) was carried out from 1988 to 1994. This survey was intended primarily to provide estimates of cross-sectional parameters believed to be approximately constant over the six-year data collection period. However, for some variable (e.g., serum lead, body mass index and smoking behavior), substantive considerations suggest the possible presence of nontrivial changes in level between 1988 and 1994. For these variables, NHANES III is potentially a valuable source of time-change information, compared to other studies involving more restricted populations and samples. Exploration of possible change over time is complicated by two issues. First, there was of practical concern because some variables displayed substantial regional differences in level.
